This standard specifies the principles and procedures for the Ministry's Standardization Research Institute to review the draft standards (drafts for approval) submitted by the sponsor and decide to return them to the sponsor for rework and revision after reviewing them. This standard applies to national standards, national military standards, professional standards (ministerial standards) and ministry guiding technical documents in the technical standards for the electronic industry.
2 Principles of manuscript rejection
Before the draft standard (draft for approval) is submitted to the standard approval department, if any of the following situations are found during the technical (including standardization) review of the Ministry's Standardization Research Institute, the manuscript will be rejected: 2.1 Incomplete submission materials;
2.2 Incomplete relevant signing procedures;
2.3 The draft standard (draft for approval) has major principle issues (such as: violation of relevant laws, regulations and policies of my country, incomplete or erroneous technical content, inconsistency with relevant standards, or inconsistent with my country or relevant professional standards; 2.4 The referenced standards are incomplete or incorrect: 2.5 The standard text does not meet the submission and publication requirements (such as: unclear, the format does not meet the requirements, the terminology and text are not standardized and the modification workload is large, the ink line drawings used for illustration plate making do not meet the plate making requirements, etc.); 2.6 The content of other relevant documents and materials does not meet the requirements 3 Rejection Procedures
3.1 The Ministry of Standardization Research Institute has the right to decide whether to reject the manuscript based on the review results. If it decides to reject the manuscript, there should be a rejection notice from the Ministry of Standardization Research Institute.
3.2 The rejection notice from the Ministry of Standardization Research Institute should be issued within one and a half months after receiving the relevant information from the sponsor, and sent to the sponsor, and copied to the Ministry of Standards and Quality Department at the same time. Approved by the Ministry of Electronics Industry of the People's Republic of China on November 10, 1987 and implemented on January 1, 1988

3.3 The sponsor shall make modifications according to the requirements of the rejection notice issued by the Ministry's Standardization Research Institute and prepare an official document to explain the modifications. It shall be submitted to the Ministry's Standardization Research Institute again within the time limit specified in the rejection notice, with a copy to the Ministry's Standards and Quality Department. 3,4 If the sponsor has any objection to the modification requirements proposed in the rejection notice issued by the Ministry's Standardization Research Institute, it shall prepare an official document to explain the reasons for not accepting it, report it to the Ministry's Standards and Quality Department, and copy it to the Ministry's Standardization Research Institute. The Ministry's Standards and Quality Department shall make the final decision.
3.5 If the standard approval department decides that the draft standard needs to be rejected for modification during the approval process, the Ministry's Standardization Research Institute shall handle it at its discretion or promptly notify the sponsor to make the modification. Additional notes:
