5.2.3 The reform of investment project construction approval should be kept abreast of the latest developments, and suggestions for optimizing the approval process should be put forward. 5.2.4 It shall comply with the requirements of Chapter 5 of GB/T32169.3-2015 6 Scope and content of agency services
The scope of agency services includes all administrative approval matters and related services from project approval to the issuance of construction permits 6.1

7 Agency service process
7.1 Acceptance of entrustmentbZxz.net
The agent shall promptly inform the construction unit of relevant laws, regulations, policies and procedures; make a clear reply to the consultation content at one time, and establish a reception consultation record, registering the name of the construction unit, contact information, consultation content, handling results, etc. 7.1.2 The agency shall sign an "Agency Service Authorization Letter" (see Appendix A) with the construction unit based on the construction project site selection opinion or state-owned construction land use right transfer contract and other materials provided by the construction unit. 2
7.2 Carry out agency
7.2.1 Customization of approval plan

The agent shall consult the relevant approval departments in accordance with the requirements of the authorization letter, customize the project self-approval plan in accordance with the requirements of reducing links, materials, time limits and costs, and promptly inform the construction unit and relevant departments. The approval plan includes but is not limited to: Approval process: It should be based on the project type and size, focusing on the three stages of project land planning permit, engineering construction permit and construction permit. a)
Fully consider the links that can be carried out in parallel approval, and refine and optimize the approval process. Parallel approval includes but is not limited to multiple reviews in one, joint inspection, and joint drawing review:

The agent should assist the construction unit in preparing the application materials, filling in the relevant forms, and submitting them to the approval service window or uploading them to the relevant online approval platform.
7.2.3 Coordinate and urge
The agent shall carry out the agency work according to the approval plan and the following requirements: a) In case of parallel approval, the agent shall work with the leading department to organize the relevant approval departments to carry out parallel approval; In case of approval and permission by the front-end department, the agent shall urge the back-end department to pre-examine the main application materials according to the requirements of pre-examination with missing documents; b)
and coordinate the front-end department to issue the approval decision on time; c
In case of approval matters under the notification and commitment system, the agent shall coordinate the relevant approval departments to promptly disclose the approval conditions and standards, inform the construction unit of the specific construction requirements, guide the construction unit to make a written commitment, and urge the relevant The approval department shall make the approval decision in time; for issues that need coordination during the approval process, the agent shall promptly organize a coordination meeting with the leading department and follow up on the implementation; d)
e) For matters involving multi-level approval, the agent at this level shall initiate the linkage agency service, and the agents at the upper and lower levels shall respond in time, actively feedback, and promote in coordination:
For administrative and institutional charges, the agent shall guide the construction unit to complete the payment: g)
For administrative approval intermediary services, the agent shall provide information on intermediary service agencies that meet the requirements for the construction unit to choose independently, and track and urge the intermediary service agencies to provide efficient services. 7.2.4 Tracking and feedback
The agent shall establish an agency log to track and record the agency process. 7.2.4.1

7.2.4.3 The agent shall promptly organize, analyze and coordinate common problems in the approval process and feedback to the relevant approval departments. 7.3 Service Suspension and Renewal
7.3.1 If the following circumstances make it impossible to provide the agency service, the agent shall suspend the agency service, and the construction unit shall sign and confirm on the "Agency Service Suspension Form" (see Appendix B). The circumstances include but are not limited to: GB/T38227-2019
The investment project does not comply with the relevant laws, regulations and policy requirements; the application materials do not meet the statutory conditions and standards and cannot be corrected; b)
The application materials are untrue;
The construction unit fails to submit the approval materials within the prescribed time limit, or fails to submit them after being urged by the agent; d)
The construction unit fails to pay various administrative and institutional charges in time; e)
The construction unit proposes to suspend the agency service 7.3.2 After the reasons for suspension are eliminated, the agency can sign the "Agency Service Renewal Authorization Letter" (see Appendix C) with the construction unit to continue the agency service.
Result delivery
The agent shall deliver the relevant certificates and documents in a timely manner according to the needs of the construction unit by means of face-to-face delivery or mailing. If the documents are delivered in person, the construction unit shall sign and confirm on the "Agency Service Completion Form" (see Appendix D); if the documents are delivered by mail, the agent shall keep a record of the mailing. After the construction unit signs and confirms the receipt, the agency service shall be terminated, and the filing of the documents
shall comply with the requirements of 4.7 of GB/T32169.3-2015. 8 Supervision and evaluation
8.1 Supervision
8.1.1 The department that establishes the agency shall establish a supervision mechanism and supervise and inspect the agency services by means of on-site inspections, electronic monitoring, and follow-up visits. The contents of supervision and inspection include but are not limited to: the implementation of the agency letter of authorization:
the situation of overdue handling;
the situation of violations such as inaction, arbitrary actions, extortion, etc.; c
the cooperation of the approval department and the intermediary service agency; d)
the standardization and completeness of the agency files.
8.1.2 The establishment department of the agency should establish a complaint mechanism and smooth the complaint channel. The complaint handling should be carried out in accordance with the requirements of GB/T36113.
8.2 Evaluation
The agency should establish an evaluation mechanism and use self-evaluation, construction unit evaluation, third-party evaluation and other methods to evaluate the agency service. The evaluation results should be used as an important basis for the work assessment of the agency staff. The evaluation contents include but are not limited to: a) the rationality and completeness of the approval plan; the on-time completion rate of agency services; the information disclosure rate of agency services; the timely handling rate and response quality of consultations and complaints; d) the satisfaction rate of agency services; the completion of other agency service requirements stipulated by various regions. 8.2.2 The agency should establish a continuous improvement mechanism, take timely measures based on the evaluation results, and follow up on the improvement. 4
