According to the requirements of the Ministry of Construction (98) Jianbiaogong [Bian] No. 16, the standard compilation team has formulated this standard on the basis of extensive investigation and research, careful summary of practical experience, reference to relevant international standards and foreign advanced standards, and extensive solicitation of opinions. The main technical contents of this standard are: 1. General provisions; 2. Inspection classification and scoring method; 3. Inspection scoring table. The main technical contents of the revision are the addition of five inspection tables for sub-civilized construction, foundation pit support, formwork engineering, external elevators and lifting and hoisting. This standard is managed by the Beijing China Construction Science and Technology Research Institute, the technical unit responsible for building safety standards of the Ministry of Construction, and is authorized to be interpreted by the Construction Management Department of the Ministry of Construction. The responsible unit for the interpretation of this standard is: Construction Management Department of the Ministry of Construction (Address: No. 9 Sanlihe Road, Baiwanzhuang, western suburbs of Beijing, Postal Code: 100835). 1.0.1 This standard is formulated in order to scientifically evaluate the safety of construction production, improve the management level of safety production work and civilized construction, prevent the occurrence of injuries and accidents, ensure the safety and health of employees, and realize the standardization and normalization of inspection and evaluation work. 1..2 This standard applies to the inspection and evaluation of construction safety work by construction enterprises and their competent departments.
1.0.3 This standard is mainly based on the principles of safety system engineering, combined with the laws of casualties in construction, and compiled in accordance with relevant national laws, regulations, standards and procedures. 1.0.4 When inspecting according to this standard, in addition to complying with this standard, it should also comply with the provisions of the relevant national mandatory standards in force.

2 Inspection Classification and Scoring Method
2.0.1 When conducting safety inspections and evaluations on the completion of the main links, locations and processes that are prone to casualties in construction, an inspection scoring sheet should be used, which is divided into ten sub-item inspection scoring sheets and an inspection scoring summary sheet, including safety management, civilized construction sites, scaffolding, foundation pit support and formwork engineering, "three treasures" and "four openings" to protect construction electricity, material hoists and external elevators, tower cranes, lifting and hoisting, and construction machinery. Note: 1. "Three treasures" refers to safety helmets, safety belts and safety nets. 2. "Four openings" refers to passage openings, reserved openings, stair openings, and elevator shaft openings. 2.0.2 In terms of safety management, civilized construction, scaffolding, foundation pit support and formwork, the inspection scoring sheet should be divided into ten sub-item inspection scoring sheets and an inspection scoring summary sheet, including safety management, civilized construction, scaffolding, foundation pit support and formwork engineering, "three treasures" and "four openings" to protect construction electricity, material hoists and external elevators, tower cranes, lifting and hoisting, and construction machinery and tools. Note: 1. "Three treasures" refers to safety helmets, safety belts and safety nets. 2. "Four openings" refers to passage openings, reserved openings, stair openings, and elevator shaft openings. In the eight-item inspection score sheet for engineering, construction electricity, material hoists and external elevators, tower cranes and lifting and hoisting, there are guarantee items and general items. Guarantee items should be the focus and key of safety inspection.
The full score of each sub-item inspection score sheet is 100 points. The score of each inspection item in the table should be the sum of the scores obtained according to the prescribed inspection content. The total score of each table should be the sum of the actual scores of each inspection item in the table.
2.0.4 In the inspection score, when there are multiple scaffoldings, tower cranes, gantries and crisscross frames, the score for this item should be the arithmetic mean of the actual scores of each single item. 2.0.5, Negative values shall not be used for inspection scores. The total score of each inspection item shall not exceed the score that should be obtained for that item.
2.0.6 In the inspection score, when one of the guarantee items does not score or the subtotal score of the guarantee item is If the score is less than 40 points, this inspection score sheet should not receive any score. 2.0.7 The full score of the summary table is 100 points. The full score of each sub-item inspection sheet in the summary table should be: 10 points for safety management, 20 points for civilized construction, 10 points for scaffolding, 10 points for foundation pit support and formwork engineering, 10 points for "three treasures" and "four openings" protection, 10 points for construction electricity, 10 points for material hoists and external elevators, 10 points for tower cranes, 5 points for lifting and hoisting, and 5 points for construction machinery and tools. When multiple people score the same inspection, the value should be determined by weighted scoring. 3 Inspection Score Sheet
3.0.1 Construction Safety Inspection Score Summary Sheet (Table 3.0.1) The main contents should include safety management, civilized construction, scaffolding, foundation pit support and formwork engineering "three treasures" and "four mouths" protection, construction electricity, material hoists and external elevators, tower crane hoisting and installation machinery. The scores shown in this table are used as the basis for evaluating the safety production situation of a construction site.
3.0.2 Safety management inspection score sheet (Table 3.0.2) is an evaluation of the safety management work of the construction unit. The inspection items should include: safety production responsibility system, target management, construction organization design, safety technology disclosure of sub-projects (sub-items), safety inspection, safety education, pre-shift safety activities, special operations with certificates, work-related accident handling and safety signs.
Civilized construction inspection score sheet (Table 3.0.3) is an evaluation of civilized construction at the construction site.
The inspection items should include: site fencing, closed management, construction site, material stacking, site dormitory, site fire prevention, comprehensive public security management, soil construction site signs, living facilities, health care and first aid, and community services. 3.0.4 The scaffolding inspection score sheet is divided into six types of scaffolding safety inspection score sheets, including the ground-type external scaffolding inspection score sheet (Table 3.0.4-1), the cantilever scaffolding inspection score sheet (Table 3.0.4-2), the door-type scaffolding inspection score sheet (Table 3.0.4-3), the hanging scaffolding inspection score sheet (Table 3.0.4-4), the hanging blue scaffolding inspection score sheet (Table 3.0.4-5), and the attached lifting scaffolding safety inspection score sheet (Table 3.0.4-6). 3.0.5 The foundation pit support safety inspection score sheet (Table 3.0.5) is a safety evaluation of the foundation pit support project at the construction site. The inspection items should include: construction plan, edge protection, pit wall support, drainage measures, pit side load, upper and lower passages, earth excavation, foundation pit support deformation monitoring and working environment.
3. β 6 Formwork Engineering Safety Inspection Score Sheet (Table 3. 0. 6) is a safety evaluation of formwork work during construction. The inspection items should include: construction plan, support system, column stability, construction load, formwork storage, support and dismantling formwork, formwork acceptance, concrete strength, transportation roads and working environment.
3.0.7 "Three Treasures" and "Four Mouths" Protection Inspection Score Sheet (Table 3.0.7) is an evaluation of the use and protection of safety helmets, safety nets, safety belts, stair openings, elevator shaft openings, reserved openings, pit openings, passage openings, balconies, floor slabs, roofs and other edges. 3.0.8 The score sheet for the inspection of electricity for construction (Table 3.0.8) is an evaluation of the temporary electricity usage at the construction site. The inspection items should include nine items: the distribution box of the external power protection grounding and zero protection system, the switch box, the on-site lighting, the distribution line, the electrical device, the transformer and distribution device, and the electricity usage file.
3.0.9 The score sheet for the inspection of material hoists (gantry, cross frame) (Table 3.0.9) is an evaluation of the design, production, erection and use of material hoists. The inspection items should include twelve items: frame production, limit safety device, frame stability, wire rope, floor unloading platform protection, hanging basket, installation acceptance, frame, transmission system, communication signal, winder operation shed and lightning protection.
3.0.1b The score sheet for the inspection of external elevators (passenger and cargo elevators) (Table 3.0.10) is an evaluation of the safety status and use management of external elevators at the construction site. The inspection contents shall include: safety devices, safety protection, drivers, loads, installation and disassembly, installation acceptance, frame stability, communication signals, electrical safety and lightning protection. 3.0.11 Tower crane inspection score sheet (Table 3.0.11) is an evaluation of the use of tower cranes. The inspection items shall include: torque limiter, limiter, safety device, wall attachment device and rail clamp, installation and disassembly, tower crane command, roadbed and track, electrical safety, multi-tower operation and installation acceptance.
3.0.12 Hoisting and lifting safety inspection score sheet (Table 3.0.12) is a safety evaluation of hoisting and lifting operations and hoisting and lifting machinery at the construction site. The inspection items shall include: construction plan, hoisting machinery, wire rope and anchor, lifting point, driver, command, ground endurance hoisting operation, high-altitude operation, work platform, component stacking, warning and operator.
3.0.13 Construction Machinery Inspection Score Sheet (Table 3.0.13) is an evaluation of the safety status of ten types of construction machinery used in construction, including planers, circular saws, hand-held power tools, steel bar machinery, electric welders, mixers, gas cylinders, dump truck submersible pumps and pile driving machinery.
