The name and number of the standard are: "Earth-Rock Dam Maintenance and Repair Regulations" SL210-98. This standard shall be implemented from the date of publication. It will be responsible for interpretation. The standard text is published and distributed by China Water Resources and Hydropower Press. December 23, 1998 "Earth-Rock Dam Maintenance and Repair Regulations" was formulated according to the arrangement of the Ministry of Water Resources' 1993 water conservancy industry standard compilation plan. The format and rules of the compilation are based on SL01-97 "Regulations on the Compilation of Water Conservancy and Hydropower Technical Standards". This regulation is the technical standard that should be followed in the maintenance and repair of earth-rock dams. Through the implementation of this regulation, the maintenance and repair work of earth-rock dams will be standardized, so as to restore or improve the original engineering structure, avoid dangerous dams, and ensure the safe operation of earth-rock dams. General provisions
1.0.1 This code is formulated to standardize the maintenance and repair of earth-rock dams in my country and ensure the safe operation of the project.
1.0.2 This code is applicable to the I, III, and N-level earth-rock dams in the classification and design standards of water conservancy and hydropower hub projects. V-level earth-rock dams can be implemented as a reference. 1.0.3 The content of this code includes the maintenance, repair, and prevention of termites and other animal damage of earth-rock dams. Repair includes annual repair, major repair and emergency repair, among which emergency repair is repair under extraordinary circumstances and is included in Appendix A of this code. 1.0.4 The maintenance and repair of earth-rock dams must adhere to "regular maintenance, repair at any time, maintenance is more important than repair, and repair is more important than emergency repair" to achieve the purpose of restoring or partially improving the original engineering structure.
1.0.5 Maintenance work should be included in the annual repair and major repair plan respectively according to the problems found in safety monitoring, and implemented item by item. Safety monitoring is carried out in accordance with the requirements of SL60-94 "Technical Specifications for Safety Monitoring of Earth-Rock Dams".
1.0.6 In addition to complying with the requirements of this code, the maintenance and repair of earth-rock dams should also comply with the relevant standards, specifications and regulations currently in force in the country and the industry. 1.0.7 Reference standards:

2 Maintenance of Earth-Rock Dams
2.1 General Provisions
2.1.1 Maintenance work should promptly eliminate surface defects and local engineering problems of earth-rock dams, prevent possible damage at any time, and maintain the safety, integrity and normal operation of dam projects and facilities.
2.1.2 Trees and crops shall not be planted on the dam surface, and grazing, shoveling of turf, and moving of gravel materials for slope protection and seepage diversion facilities shall not be allowed. 2.1.3 It is strictly prohibited to carry out blasting, well drilling, quarrying, mining, sand excavation, dry land extraction, grave repair and other activities that endanger the safety of the dam within the management and protection scope of the dam. 2.1.4 It is strictly prohibited to build docks and channels on the dam body. It is strictly prohibited to pile up debris and dry food and grass on the dam body. The construction of docks and fish ponds within the management and protection scope of the dam must be approved by the dam management department and must be kept at a certain distance from the dam foot and the water discharge and water delivery buildings, and must not affect the safety of the dam, engineering management and emergency rescue work. 2.1.5 All kinds of motor vehicles are strictly prohibited from driving on the dam top. If the dam top really needs to be used as a highway, it must be scientifically demonstrated and approved by the superior competent department, and corresponding safety maintenance measures should be taken.
2.2 Maintenance of dam top and dam end
2.2.1 The dam top maintenance should achieve the flat dam top, no water accumulation, no weeds, no waste; the wave-breaking wall, dam shoulder, and step are complete and have clear contours; the dam end has no cracks, no pits, and no accumulation.
2.2.2 If there are potholes and rainwater trenches on the dam top, they should be filled in with the same materials in time, and a certain drainage slope should be maintained; if there is damage on the dam top that is approved by the competent department for vehicle traffic, it should be repaired in time according to the original road surface requirements. If it cannot be repaired in time, it should be temporarily filled with soil or stones; weeds and waste on the dam top should be removed in time. 2.2.3 If there is local damage to the wave-breaking wall, dam shoulder and step, it should be repaired or replaced in time. 2.2.4 If there is local cracks or pits at the dam end, they should be filled in time, and the deposits should be removed as soon as possible. 2.3 Dam slope maintenance 2.3.1 The slope maintenance should be smooth, without rain-soaked grooves or gaps, and without the growth of thorns and weeds; the slope protection blocks should be intact, with tight masonry joints and dense fillings, without looseness, collapse, falling off, weathering, freezing or overhead phenomena. 2.3.2 Dry block stone slope protection maintenance. Fill and wedge individual falling or loose parts in time. Slope protection stones. Weathered or frozen stones should be replaced in time and embedded tightly. 3
When the stone collapses and the cushion layer is washed away, the stone should be turned out first, and the dam body and cushion layer should be restored before the stone is embedded tightly.
Clean.
Maintenance of concrete dry or mortar block stone slope protection. Fill the lost filler in the expansion joint in time, and clean the debris in the joint when filling. 2 When the slope protection is partially eroded, cracked or broken, it should be promptly treated with cement mortar surface patching, spraying or filling, and the surface should be cleaned during treatment; if the broken surface is large, and the cushion layer is washed away, and the masonry is overhead, stones should be used as temporary filling. Plug: Thoroughly repair during annual maintenance. 3 If the drainage holes are blocked, they should be cleared or rebuilt in time. 2.3.4 For rockfill or gravel slope protection, if the stones roll and cause uneven thickness, they should be leveled in time.
2.3.5 Maintenance of turf slope protection.
1 Regularly trim and remove weeds to keep it intact and beautiful; when the turf is dry, water it in time for maintenance.
2 When there is a gap in the rain ditch, the dam slope should be restored in time and the turf should be replanted. 2.3.6 Maintenance of slope protection in severe cold areas. During the freezing period, we should actively prevent ice from damaging the slope protection. According to the specific situation, ice breaking can be used. The ice pressure can be reduced by laying plastic film on the slope protection or laying plastic film near the water. If conditions permit, mechanical ice breaking, dynamic water ice breaking or water level adjustment can be used to break the ice cover in front of the dam. 8
2.4 Maintenance of drainage facilities
2.4.1 Various drainage and infiltration facilities should be free of breakage, damage, blockage and failure, and drainage should be smooth.
2.4.2 The silt, debris and ice plugs in the drainage ditch (pipe) must be cleared in time to keep it unobstructed.
2.4.3 The looseness, cracks and damage of the drainage ditch (pipe) should be repaired with cement mortar in time.
2.4.4 If the foundation of the drainage ditch (pipe) is damaged by scouring, the foundation should be restored first, and then the drainage ditch (pipe) should be repaired; when repairing, the same ten materials as the foundation should be used to restore it to the original section, and it should be strictly compacted; if the drainage ditch (pipe) is equipped with an anti-filtration layer, it should also be restored according to the design standards.
2.4.5 Check and repair the intercepting ditch on the slope around the filter dam or the seepage diversion facility at any time. Prevent muddy water on the slope from clogging the seepage diversion drainage facility at the dam toe. 2.4.6 The pressure relief well should be cleaned and dredged regularly to maintain drainage. 2.5.1 Various observation facilities should be kept intact without deformation, damage or blockage. 2.5.2 Regularly check whether the protective devices of various deformation observation facilities are intact and whether the signs are obvious, and clear the observation obstacles at any time; if the observation facilities are damaged, they should be repaired in time and recalibrated.
2.5.3 Pressure measuring pipe openings and Other protective devices should be covered and locked at all times: if damaged, they should be repaired or replaced in time.
2.5.4 If the water level observation scale is damaged by collision, it should be repaired and recalibrated in time. 2.5.51
Attachments on the water measuring weir plate and silt or blockages upstream and downstream of the water measuring weir should be removed in time.
2.6 Maintenance of dam foundation and dam area
2.6.1 Any violation of dam management regulations and 9|| tt||Incidents should be stopped and corrected immediately.
2.6.2 Drainage, observation facilities and green areas within the dam foundation and dam area should be kept intact, beautiful and free of damage. 2.6.3 The maintenance requirements for drainage and observation facilities within the dam foundation and dam area shall be implemented in accordance with the provisions of Articles 2.4 and 2.5 of this chapter.
2.6.4 When trees and flowers in the green area are found to be damaged or withered, they should be replanted or irrigated in time for maintenance.
2.6.5 When signs of termite activity are found within the dam area, treatment should be carried out in accordance with the requirements of Chapter 4 of this Regulation.
2.6.6 When new leakage points are found within the dam foundation, do not deal with them blindly. Observation facilities should be set up for observation and treatment should be carried out after the cause is clarified. 10
3 Earth-rock Dam Repair
3.1 General Provisions
3.1.1 The repair of earth-rock dams is divided into annual repair, major repair and emergency repair. The demarcation boundaries should comply with the following provisions:
1 Annual repair. According to the engineering damage and problems that occurred during the operation of the dam and found during inspections, an annual repair is carried out. Necessary repairs and partial improvements. 2 Major repairs. The project is seriously damaged, the repair work is large, and the technical problems are relatively complex: or the engineering danger has not been permanently dealt with after temporary emergency repairs, and the renovation project with a large amount of engineering.
3 Emergency repairs. When various dangerous situations that endanger the safety of the dam suddenly occur, emergency repairs must be carried out immediately.
3.1.2 Repair project approval procedures.
1 Annual repair project. The management unit shall propose an annual repair plan and submit it to the competent department for approval; after the annual repair plan is approved by the competent department, the management unit shall organize the construction of the project according to the approved plan.
2 Major repair project. The management unit shall propose a feasibility study report for the major repair project and report it to the superior competent department for project establishment. After approval by the superior competent department, the management unit shall organize the design and construction according to the approved project. 3 Design of major repair project. The design shall be carried out by a design unit with corresponding qualifications.
3.1.3 Repair Project Construction Management
1 The implementation of the repair project should be undertaken by a construction team with corresponding technical strength; if the reservoir management unit has the corresponding technical strength, it can also undertake it by itself, but it must clearly identify the person in charge of the project, establish a quality assurance system, strictly implement various quality standards and process flows, and ensure the quality of the project construction. 2 The implementation of the overhaul project should be undertaken by a construction team with corresponding construction qualifications: and it should be carried out in accordance with the bidding system and supervision system. 11
