3 Dimensions, Shape, Weight and Permissible Deviation
The dimensions, shape, weight and permissible deviation of steel plates and strips shall comply with the provisions of G709. 4 Technical Requirements
4.1 Grade and Chemical Composition
The grade and chemical composition of steel shall comply with the provisions of GB700 and GB1591. 4.2 Delivery Status
4.2.1 Steel plates and strips shall be delivered in hot-rolled or heat-treated state. 4.2.2 Steel plates shall be delivered with four sides cut. When limited by equipment capacity, flame cutting may be used. 4.2.3 Steel strips and steel plates cut from steel strips may be delivered without cutting longitudinal edges. 4.3 Mechanical properties

The mechanical properties of hot-rolled steel plates and strips shall conform to the provisions of GB700 and GB1591. 4.4 Surface quality
4. 4:7 There shall be no bubbles, scars, rips, cracks, folds, inclusions or pressed iron oxide scale on the surface of steel plates and strips. Steel plates and steel strips shall not be delaminated.
4.4.2. The surface of steel plates and steel strips is allowed to have a thin layer of iron oxide scale and rust that does not hinder the inspection of surface defects, insignificant roughness and scratches caused by the shedding of pressed iron oxide scale, mesh patterns caused by rolling and other local defects, but the convexity of the scratches shall not exceed half of the thickness tolerance of the steel plates and steel strips. For low-alloy steel plates and steel strips, it shall be ensured that the thickness does not exceed the minimum allowable thickness. 4.4.3 Defects on the surface of steel plates are not allowed to be welded or blocked. They should be cleaned with a chisel or grinding wheel. The cleaned area should be smooth and without edges and corners. The cleaning depth shall not exceed the range of the negative deviation of the pot plate thickness. For low-alloy pot plates, it shall be ensured that the thickness does not exceed the minimum allowable thickness of the steel plate. 4.4.4 Coiled steel strips are allowed to be delivered with defects, but the surface defects and abnormal quality shall not exceed 10% of the total length of each coiled steel strip. 4. 4. 5 The edges of trimmed steel plates and steel strips shall not have sawtooth-shaped bumps, but individual hairlines with a depth of no more than 2 mm and a length of no more than 25 mm are allowed.
For untrimmed steel plates and strips, the edge cracks and other defects caused by rolling shall not exceed half of the width deviation of the steel plates and steel strips in the horizontal depth, and the steel plates shall not be less than the nominal width. 4.4.6 According to the agreement between the supply and demand parties, steel plates with a thickness greater than 10 mm can be ultrasonically inspected one by one, and the inspection method shall be determined by negotiation between the two parties.
5 Test methods
5.1 The inspection items, sampling quantity, sampling method and test method of each batch of steel plates shall comply with the provisions of the following table.

6.1 Steel plates and strips shall be inspected in batches. Each batch shall consist of steel plates and strips with the same furnace number and the same heat treatment system (referring to those that have been heat treated). The weight shall not exceed 60 tons. For the same batch of steel plates with a thickness not exceeding 10 mm, the thickness difference shall not exceed 2 mm; for those with a thickness exceeding 10 mm, the thickness difference shall not exceed 3 mm.
6.2 Mixed batches composed of steel smelted in a steelmaking furnace with a nominal capacity not exceeding 301 or steel plates and strips made by continuous casting and rolling shall comply with the provisions of GB700 and GB1591.
6.3 The re-inspection and other acceptance rules of steel plates and strips shall comply with the provisions of GB247, GB700 and GB1591. 7 Packaging, marking and quality certificate
The packaging, marking and quality certificate of steel plates and strips shall comply with the relevant provisions of GB247. 2
