In my country, health (functional) foods have a long history. Traditional Chinese health food and Chinese medicinal food have a history of thousands of years. In recent years, health (functional) foods have developed rapidly, and a large number of products have flooded the market. This standard is formulated to rectify and standardize health (functional) foods, strengthen management, safeguard the legitimate rights and interests of production enterprises, and protect the interests of consumers.
The hygiene requirements (6.5) specified in this standard are formulated in accordance with the "General Hygiene Requirements for Health Foods" promulgated by the health administrative department of the State Council.
The labeling requirements of this standard are based on GB7719-1994 "General Standard for Food Labeling" and GB13432-1992 "Labeling of Special Nutritional Foods", and refer to the "Labeling Contents and Labeling Requirements of Health Food Labels and Product Instructions" promulgated by the health administrative department of the State Council. According to the characteristics of health (functional) foods, some labeling contents have been added.
From the date of implementation of this standard, enterprises producing health (functional) foods and applying for enterprise standards for filing with local technical supervision bureaus shall comply with the provisions of this standard. This standard is proposed by the National Technical Committee for Standardization of Food Industry. This standard is under the jurisdiction of the National Technical Committee for Standardization of Food Industry. This standard is drafted by the drafting working group composed of the National Bee Products Quality Supervision and Inspection Center, China Agricultural University, China Institute of Food Fermentation Industry, China Health Food Association Technical Committee and the Secretariat of the National Technical Committee for Standardization of Food Industry. 1 Scope
This standard specifies the definition, product classification, basic principles, technical requirements, test methods and labeling requirements of health (functional) foods.
This standard applies to health (functional) foods produced and sold within the territory of the People's Republic of China. 2 Referenced standards

3 Definitions
This standard adopts the following definitions.
3.1 Health (functional) foods Health (functional) foods are a type of food that has the common characteristics of general foods, can regulate human functions, and are suitable for consumption by specific groups of people, but are not intended to treat diseases. 3.2 Functional composition Substances that can regulate human functions by activating enzyme activity or other pathways. Currently, they mainly include: polysaccharides, such as dietary fiber, shiitake polysaccharides, etc.; functional sweeteners (agents), such as monosaccharides, oligosaccharides, polyols, etc.; functional oils (fatty acids), such as polyunsaturated fatty acids, phospholipids, choline, etc.; free radical scavengers, such as superoxide dismutase (SOD), glutathione peroxidase, etc.; vitamins, such as vitamin A, vitamin E, vitamin C, etc.; peptides and proteins, such as glutathione, immunoglobulins, etc.; active bacteria, such as lactic acid bacteria, bifidobacteria, etc.; trace elements, such as selenium, zinc, etc.
Others include octacosanol, plant alcohol, saponin, etc. 4 Product classification
According to the function of regulating human body functions, it can be divided into: regulating immune function food, delaying aging food, improving memory food, promoting growth and development food, anti-fatigue food, weight loss food, hypoxia-resistant food, anti-radiation food, anti-mutation food, tumor-inhibiting food, blood lipid regulating food, sexual function improving food, blood sugar regulating food, etc.
5 Basic principles
5.1 Health (functional) food should ensure that it does not cause any acute, subacute or chronic harm to the human body. 5.2 Health (functional) food should be verified through scientific experiments (qualitative and quantitative analysis of functional ingredients; animal or human functional tests) to have effective functional ingredients and obvious and stable effects of regulating human body functions; or through animal (human) tests, it is confirmed that it has obvious and stable effects of regulating human body functions. 5.3 The formula and production process of health (functional) food should have scientific basis. 5.4 Enterprises producing health (functional) food should comply with the provisions of GB14881-1994; and should gradually improve the quality assurance system.
6 Technical requirements
6.1 Raw materials and auxiliary materials

6.1.2 Food additives: should comply with the provisions of the corresponding national standards or industry standards for food additives. 6.1.3 Residue limits of pesticides, veterinary drugs and biotoxins: should comply with the provisions of the corresponding national standards. 6.1.4 Limits of radioactive substances: should comply with the provisions of GB14882-1994. 6.2 Appearance and sensory characteristics
Health (functional) foods should have the basic form, color, smell, taste and texture that similar foods should have. There should be no offensive smell and taste. 6.3 Functional requirements
Health (functional) foods should have at least one function of regulating human body functions. 6.4 Physical and chemical requirements
6.4.1 Net content
The difference between the net content of a single quantitative packaged product and the mass and volume marked on its label shall not exceed the negative deviation specified in Table 1.

Health (functional) foods should generally contain effective ingredients corresponding to their functions and the minimum effective content of effective ingredients. The maximum limit of effective ingredients should be controlled when necessary. 6.4.3 Nutrients
In addition to complying with the provisions of 6.4.2, health (functional) foods should also contain nutrients that should be present in similar foods.
6.4.4 Addition of food additives and food nutrient fortifiers The addition of food additives and food nutrient fortifiers should comply with the provisions of GB2760 and GB14880.
Health (functional) foods for infants, young children, pregnant women (parturients) shall not contain stimulants and hormones. Health (functional) foods for athletes shall not contain banned drugs specified in GB15266. 6.5 Hygiene requirements
6.5.1 The limits of harmful metals and harmful substances shall comply with the provisions of the national health standards for similar products. For products without corresponding categories, the limits of lead, arsenic and mercury shall comply with the provisions of Table 2.

8 Labels
The labels of domestic and imported health (functional) food sales packages should be marked with the following content. 8.1 Name of health (functional) food
8.1.1 According to the provisions of 5.1 and 8.4 of GB7718-1994, the accurate name of the health (functional) food that indicates the true attributes of the food shall be used. When using "newly created names", "unique names", "brand names" or "trademark names", the accurate name that indicates the true attributes of the food, or the approved name that indicates the functional role, such as anti-aging food, weight loss food, anti-fatigue food, etc., should also be used. 8.1.2 Products shall not be named after the names of drugs or similar drugs, and shall not be labeled with only foreign abbreviations, code names or Chinese phonetic names. 8.2 Ingredients list (ingredients)
In accordance with the provisions of 5.2 of GB7718-1994, the ingredients of health (functional) foods shall be indicated. Food additives and food nutrient fortifiers shall be indicated with specific names in accordance with the provisions of GB2760 and GB14880. 8.3 Functional ingredients and nutritional composition list
8.3.1 The list shall indicate the content of the functional ingredients that play a leading and auxiliary role in each 100g or 100mL of health (functional) food (the unit of measurement is expressed in g, mg, ug or international units). 8.3.2 For health (functional) foods containing active organisms (such as active lactic acid bacteria, etc.), the number of each active organism per 100g or 100mL shall be indicated. 8.3.3 For products where it is difficult to determine the functional ingredients by modern science and technology, the names and amounts of the raw materials that play a leading and auxiliary role shall be indicated.
8.3.4 According to the provisions of Appendix A of GB13432-1992, the content of nutrients (nutrients) shall be listed and indicated.
8.4 Health Function
The health function indicated shall be consistent with the approved function; the product's "treatment" of diseases shall not be described, introduced or implied.
8.5 Net Content and Solid Content
According to the provisions of 5.3 of GB7718-1994, the net content and solid content shall be indicated. 8.6 Name and Address of Manufacturer
8.6.1 The name and address of the health (functional) food manufacturing, packaging or subpackaging unit registered in accordance with the law shall be indicated.
8.6.2 Imported health (functional) foods may be exempted from the content of 8.6.1, but the name of the country or region of origin (referring to Hong Kong, Macao, and Taiwan) and the name and address of the general distributor or agent registered in China in accordance with the law shall be indicated.
8.7 Production date, shelf life and/or storage period 8.7..1 The production date of the health (functional) food shall be indicated in the order of year, month, and day. 8.7.2 The shelf life and/or storage period of the health (functional) food shall be indicated in accordance with the provisions of 5.5.1.2 of GB7718-1994.
8.8 Storage method (conditions)
If the shelf life or storage period of the health (functional) food is related to the storage method (conditions), the storage requirements must be indicated.
8.9 Method of consumption
8.9.1 Indicate the target group of the product, that is, the specific group of people it is suitable for. 8.9.2 Indicate the method of consumption in accordance with the provisions of 7.2 of GB7718-1994.
