This standard specifies the contents that should be included in the report on approval of the draft standard (draft for approval). SJ1.11-87
This standard applies to the approval of national standards, national military standards, professional (ministerial) standards and ministerial guiding technical documents in the technical standards of the electronic industry.
2 Contents that should be included in the report on approval
The report on approval should be concise, put forward the essence of the issue, and the sentences should be fluent and the text should be clear. The main contents are as follows: 2.1 The source of the task and the main organizing unit;
2.2 The purpose, significance and brief process of formulating standards; 2.3 The principles and basis for formulating standards:
2.4 The situation (degree) of using corresponding international or foreign advanced standards: comparison with the level of similar international and foreign standards or comparison with the instructions and data of tested foreign sample prototypes: 2.5 Explanation of major technical issues in the standard and the results of handling major differences of opinion during the review process; 2.6 The main problems solved and gains during the formulation process; 2.7 Suggestions on measures for the implementation of the standard and the expected economic or social benefits: 2.8 The nature of the standard text (mandatory standard or recommended standard or guiding technical document, the scope of text issuance) and suggestions for the implementation date;
2.9 Suggestions for abolishing relevant standards or the replacement relationship between old and new standards (when submitting for approval of national standards and national military standards, if there are corresponding professional (departmental) standards or departmental guiding technical documents that are upgraded, replaced or abolished, they should also be explained in the text): 2.10 Other relevant matters. For example, the recommended standard numbering method and numbering sequence for the series standard, 2.11 Attachments accompanying the text. Fill in according to SJ1.7 "Regulations on the formulation and revision of technical standards for the electronics industry and requirements for the completeness of documents when submitting draft standards (drafts for approval) for approval". Attachments accompanying the text should be bound into volumes separately according to the type of documents and materials, and the corresponding attachment sequence number should be filled in pencil in the upper left corner of the cover of each volume of documents and materials.
