This standard modifies the international standard ISO18245:2003 "Financial retail business merchant category code" (English version). The modifications made by this standard to ISO18245:2003 mainly include the following: a) Private reserved use is defined as industry reserved use. Delete the maintenance mechanism of merchant category codes in the main text of ISO18245 international standard, and add the registration and maintenance mechanism of code segments reserved for national use and industry use. c) Change the merchant classification code table in Appendix B, which is sorted by English letters, to a merchant classification code table sorted by pinyin letters. d) Add the following code to the code segment reserved for national use: 7295, and add the following code to the code segment reserved for industry use: 5913, 6760, 8912, 9400.9411.
Appendix A and Appendix B of this standard are both normative appendices. This standard is proposed by the People's Bank of China.
This standard is managed by the National Financial Standardization Technical Committee. Drafting units of this standard: China UnionPay Co., Ltd., the People's Bank of China, the Industrial and Commercial Bank of China, the Agricultural Bank of China, the Bank of China Co., Ltd., the China Construction Bank Corporation, the Bank of Communications, the Shanghai Pudong Development Bank, and the China National Institute of Standardization. 1 Scope
Category Codes for Financial Retail Business Merchants
GB/T 20548-—2006
This standard defines merchant category codes. This standard classifies merchants into a certain category based on their business type. These codes only specify the merchant categories where financial retail business may occur. This standard specifies the registration and maintenance mechanism for the code segments of merchant category codes reserved for national use and reserved for industry use. How to use merchant category codes is not within the scope of this standard. 2 Terms and Definitions
This standard adopts the following terms and definitions. Registration and maintenance management agent is an organization responsible for registering and maintaining the code segments reserved for national and industry merchant category codes. Its responsibilities include but are not limited to: approving or rejecting applications to add, change or delete merchant category codes in the code segments reserved for national and industry; maintaining the code segments reserved for national and industry. 3 Merchant category codes
When assigning merchant category codes, merchants should be classified into an appropriate category according to their business types and given a reasonable code that is substantially different from the existing codes. For details of the assigned and reserved merchant category codes, please refer to Appendix A of this standard. The merchant category code management agency (National Financial Standardization Technical Committee) is responsible for applying to ISO for ISO reserved code segments on behalf of the country in accordance with the provisions of ISO18245. 4 Application for adding, changing and deleting codes
4.1 Application process
The applicant (usually an acquirer) fills in the merchant category code application form (Appendix B) and submits an application to the registration and maintenance management agency to add, change or delete merchant category codes. 4.2 Criteria for adding merchant category codes
When applying to add merchant category codes to the national reserved use and industry reserved use code segments, at least the following requirements should be met: a) The merchant category is reasonable and substantially different from the merchant category in the current code list; b) The merchant category is significantly different from all industries in the current code list; c) The application describes a merchant category or an industry rather than a processing process; d) The annual sales of all merchants included in the merchant category have reached a certain scale; e) The information provided in the application form is true, complete and standardized. 4.3 Criteria for approving the change or deletion of merchant category codes When applying to change or delete an existing merchant category in the national reserved use and industry reserved use code segments, at least the following requirements should be met: a) The change to the existing code will not narrow (but can expand) the scope of the merchant category described by the code; b) The reasons for changing or deleting the existing code are sufficient; c) The information provided in the application form is true, complete and standardized. The code should be announced six months in advance before it is officially deleted. 1

5 Registration and maintenance management agency
5.1 Organizational structure
The national reserved code segments and industry reserved code segments in Appendix A of this standard shall be registered and maintained by an agency authorized by the National Financial Standardization Technical Committee.
5.2 Working procedures
a) For applications to add, change and delete codes in the national reserved code segments and industry reserved code segments, the registration and maintenance management agency shall make a decision through voting. The voting shall be conducted by voting, and the application must be approved by more than 2/3 of the members of the registration and maintenance management agency.
Within one month of receiving the application form (Appendix B), the registration and maintenance management agency shall send a written notice to the applicant regarding the application submission form b)
decision. Unless there are special circumstances, within three months of receiving the application form. The registration and maintenance management agency shall send a written notice to the applicant regarding the handling of the application.
, if the registration and maintenance management agency does not accept the merchant category code application, it should state the reasons in writing.
