This standard is a revision of the national standard GB/T 4754-1994 "National Economic Industry Classification and Code". GB/T4754—2002
This standard corresponds to the International Standard Industrial Classification for All Economic Activities (Revised in 1989, third edition, referred to as ISIC/Rev.3) compiled by the United Nations Statistical Office. The consistency with ISIC/Rev.3 is not equivalent. The main differences between this standard and ISIC/Rev.3 are as follows: a) The framework structure of this standard is different from that of ISIC/Rev.3: This standard adds the following industry gates: carbon, information transmission, computer services Services and software Housing and fertilizer industry

d) This standard has made adjustments to the entries, names and scopes of some major categories, medium categories and minor categories of GR/T4754-1994. Appendix A, Appendix B and Appendix C of this standard are all informative appendices. This standard is proposed by the National Bureau of Statistics.
This standard is under the jurisdiction of the China Standards Research Center. This standard is interpreted by the National Bureau of Statistics.
This standard is drafted by the National Bureau of Statistics, and the China Standards Research Center participated in the drafting. The drafters of this standard are: Yi Qiang, Fang Chong, Mao Nan, Yang Xiaogang, Deng Shangjie, Shang Quanzhong, Fang Qing, and Liu Zhiting. The national standard CB/T4754 "Classification and Code of Civil Economic Industries" was first issued in 1984 and revised for the first time in 1994. This is the second revision.
1 Scope
Classification of National Economic Industries
1.1 This standard is the classification and coding of the industries of China's economic activities GB/T 4754-2002
1.2 This standard applies to the classification of industries for economic activities in the national public regulations and departmental management such as planning, statistics, fiscal and taxation, industrial and commercial administration, etc.
2 Terms and Definitions
The following terms and definitions are used in this standard.
Industry
An industry (or industry) refers to the collection of all units engaged in economic activities of the same nature. 2.2
Principal activities
Principal activity
When a unit engages in more than two economic activities, the principal activity refers to the activity with the largest share of its unit added value. Note: The corresponding activities to the principal activities are secondary activities and auxiliary activities. Main activities refer to all economic activities that a unit engages in externally, except for the main activities. Auxiliary activities refer to all activities of a unit that do not provide products and services to the outside. Auxiliary activities refer to internal activities that are carried out to ensure the normal operation of the main and secondary activities of the unit. 2.3
Corporate unit
A unit with the following documents is a legal entity: it is established in accordance with the law, has its own name, organizational structure and location, and can independently bear civil liability; it independently owns and uses (or authorizes the use of) assets, bears liabilities, and has the right to cooperate with other units; it has independent accounting and can prepare balance sheets. 2.4
Industrial activity unit
An industrial activity unit is a subsidiary unit of a legal entity. Industrial activity units should meet the following conditions: ... "- engage in one or more economic activities in one place; - independently organize production, operation or business activities; - be able to master accounting data such as income and expenditure 3 Principles and regulations
3.1 Principles of industry classification
This standard recommends the use of the principle of homogeneity of economic activities to divide national economic industries, that is, each industry category is divided according to the nature of the same economic activity, rather than based on the compilation, accounting system or departmental management. 3.2 Basic units of industry classification
According to the classification principles of the United Nations' International Standard Industrial Classification of All Economic Activities, the most ideal basic unit of industry classification is The unit is an industrial activity unit. Due to the difference in statistical purposes and accounting objects, the basic unit of industry classification can also be a legal entity. 1
GB/T4754—2002
When using industrial activity units as the basic unit of industry classification, the following two situations should be noted: a) A legal entity that mainly engages in one economic activity in one place is itself an industrial activity unit b) A legal entity that engages in multiple economic activities, has multiple activity sites, each with a relatively independent organizational form, and can provide corresponding accounting data such as income and expenditure should be further classified as an industrial activity unit. 3.3 Determination of the industry affiliation of units||t t||This standard determines the industry of a unit according to its main activities. a) If a unit engages in one economic activity, the industry of the unit shall be determined according to that activity. h) If a unit engages in more than two economic activities, the industry of the unit shall be determined according to its main activities. If the main activity of the unit cannot be determined by value added, the main activity may be determined based on sales revenue, operating income or employees. 4 Coding method and code structure
4.1 This standard uses linear classification and hierarchical coding methods to divide economic activities into four levels: categories, major categories, medium categories and minor categories. Categories are coded with English letters, and major, medium and minor categories are coded with Arabic numerals. Categories are represented by American letters, i.e. letters A, B. The code of the middle and small categories is composed of the first two digits, and the code is divided into three layers of four-digit Arabic numerals according to the hierarchical system to break the boundaries of the categories. The code of the middle category is composed of the first digit, and the third digit is the sequence code of the category; the code of the small category is composed of four digits, and the fourth digit is the sequence code of the small category. The sequence codes of the middle and small categories start from 1 and are arranged in order, and the maximum number is 9: such as 74 represents the big category "business services", 743 represents the medium category "consulting and investigation", and 7431 represents the small category "accounting, auditing and taxation services". 4.2 The middle and small categories of this standard have set up makeup items with the word "other" as needed. For easy identification, the code number of the containment item is generally set to 9.
4.3 If humans or middle categories are no longer subdivided, the codes behind them are filled with "0" until the fourth digit. 4.4 There are certain blank codes at each level to meet the needs of adding or adjusting categories in the future. 4.5 The code structure diagram recommended by this standard is as follows:
