This standard is based on the task issued by the former China National Petroleum Corporation (Shao) Zhongyou Technology Blue Science No. 33 (Notice on the 1998 Petroleum and Natural Gas Industry National Standard Approval and Revision Project Plan), and the Fourth Petroleum Administration Bureau Survey and Design Institute is responsible for revising YI59-91 (Control of steel equipment weld hardness and prevention of sulfide stress cracking practices. This standard is not equivalent to the production APIRP92 Control of carbon steel refinery equipment weld hardness to prevent environmental cracking", this soft revision is based on the construction standard (The main changes made to the (Huicheng Construction Standards in Document No. 199626) are as follows: 1: The name of the standard is changed to Technical Specifications for Controlling the Hardness of Steel Equipment Welds to Prevent Sulfide Stress Cracking.
2. The provisions on referenced standards in the original standard are deleted, and a chapter on "Terms" is added. 3. The "General Provisions" in the original standard are divided into two chapters: "General Provisions" and "Control Principles".

1 General
10.1 Pressure vessels, storage tanks, piping, etc. made of low-carbon steel and ordinary low-alloy steel materials that resist sulfide bottom force cracking are prone to cause due to the excessive strength of their welds, excessive local residual stress, and the existence of local over-hard areas. Welds are sensitive to sulfide stress. To prevent this phenomenon, this standard is specially formulated. 1.0.2 This standard sets control requirements for the hardness of welds of pressure vessels, storage tanks, and supporting arms that are exposed to wet hydrogen-containing acidic oil and gas environments. 1.0.3 This standard is mainly applicable to welds of high-quality low-carbon steel and low-alloy steel materials with a base strength of less than 360MPa that meet the requirements of "Metallic Materials Requirements for Sulfide Stress Cracking of Natural Gas Surface Facilities" SY0599. 1.0.4 In addition to complying with this standard, welds of steel equipment shall also comply with the provisions of the relevant mandatory standards currently in force in the country.
