The daily water consumption index should be used as the basic value for calculating the water consumption index in the monthly assessment cycle. 3 The upper limit value of the index value is determined based on the temperature change and the peak water consumption month change parameters. Residential water use can be assessed in sections within a year and adjusted using the interval value. The upper limit value can be used as the index value for the highest month in a year. 4 The calculation of the number of household water users shall be managed by local governments in accordance with local actual conditions. 5 Based on this standard as a guide, local governments may formulate local standards or management methods and organize their implementation according to local conditions.
