The product quality grade rate is the upper indicator of the indicator system and is a comprehensive reflection of the product quality level. In order to standardize the quality grading of major industrial products, this guideline is formulated. 1 Subject content and applicable scope This guideline stipulates the principles for the division and evaluation of product quality grades. The relevant departments of each industry can formulate the product quality grading method of their industry and determine the catalog of graded products according to the provisions of this guideline. This guideline is applicable to industrial products produced and sold within the territory of the People's Republic of China (including technology-imported products, products produced independently, with Taiwan investment, and jointly sold within the territory of the People's Republic of China). 2 Principles for the classification of product quality grades 2.1 Product quality levels are divided into three levels: superior products, first-class products, and qualified products. 2.1.1 Superior products The quality standards of superior products must reach the international advanced level, and the actual quality level must reach the advanced level in the past five years compared with similar foreign products. 2.1.2 First-class products : The quality standards of first-class products must reach the general international level, and the actual quality level must reach the general level of similar international products. 2.1.3 Qualified products Organize production according to my country's general level standards (national standards, industry standards, local standards or enterprise standards), and the actual quality level must meet the requirements of the corresponding standards. 3 Principles for the evaluation of product quality grades 3.1 The evaluation of product quality grades is mainly based on the standard level of the product and the test results of the actual quality indicators. 3.2 The evaluation of product quality grades is the responsibility of the relevant departments in the industry. According to the requirements of the national statistical department, the statistical results shall be submitted on schedule. 3.2.1 The confirmation of the grades of superior and first-class products shall be based on the inspection certificate of the physical quality level issued by the national testing center, the industry's professional inspection agency or the inspection agency commissioned by the state or industry + the qualified products shall be inspected and determined by the enterprise. 3.2.2 The confirmation of the standard level in the product quality grade assessment work shall be based on the certificate issued by the standardization agency at or above the ministerial level. 3.2.3 If the physical quality level of the product is certified by the national or industry inspection agency to have reached the corresponding grade level, it can be included in the statistical scope of the bottom of the grade. 3.3 In order to make the physical quality level of the product reach the corresponding grade requirements, the enterprise shall have the quality assurance capability to produce products of the corresponding grade. 4 Principles for the classification of product standard levels 4.1 Product standard levels are divided into two levels: international advanced level standards, international general level standards and domestic general level standards. 4.1.1 International advanced level standards refer to standards whose comprehensive level reaches the current international advanced standard level. Approved by the State Administration of Technical Supervision on January 25, 1991 and implemented on October 1, 1991 GB/11270791 4.1.2 International general level standards refer to standards whose comprehensive level reaches the current international general standard level. 4.13 Domestic general level standards refer to standards whose comprehensive level does not reach the international advanced and international general level, but meets the provisions of the "Standardization Law of the People's Republic of China" and reaches the current standard level still in use. 4.2 The comprehensive level of standards refers to the comprehensive evaluation of various requirements related to product quality stipulated in the standards. The level of comparison standards also refers to the comprehensive level. The high indicators of standards from various countries should not be combined into one standard. 4.3 The comparison object of standard levels is the current international standards or foreign advanced standards. The confirmation of the standard level without comparison object is carried out by comparing with similar international and foreign standards. Standards that are completely dependent on my country's resource advantages, such as the lowest-level product technical requirements are not lower than the level of foreign advanced standards, that is, standards with international advanced level, and not lower than the international general level, that is, standards with international general level, are also compared with the collected foreign objects. 4.4 If any key indicator of the indicators related to product quality does not reach the level of international advanced standards or international general standards, it cannot be considered as a standard with international advanced level or international general level.
