This standard specifies the requirements for the formation, accumulation, organization, filing and archive management of scientific and technological research project (hereinafter referred to as scientific research project).
This standard applies to the archive management of natural science research projects, and the archive management of social science research projects can be implemented as a reference. 2 Referenced Standards

3.1 Scientific research project: a specific research object with relatively independent goals and content, and a unit for organizing scientific and technological research. 3.2 Scientific research project documents: records in different forms and carriers such as text, drawings, audio and video formed in the research activities of scientific research projects. 3.3 Scientific research project archives: refers to archived scientific research project documents with preservation value. 4 Management of scientific research project documents
4.1 Formation and accumulation of scientific research project documents
4.1.1 When the science and technology management department issues scientific research plans (including horizontal commissioned contract projects), it also issues archiving tasks to the project team. The archives department is responsible for supervising and guiding the archiving work. 4.1.2 Project team members should form project documents according to the archiving scope of scientific research project documents. The materials for document production must be beneficial for long-term preservation. 4.1.3 The project leader or file management personnel are responsible for the accumulation and archiving of the project documents according to the archiving requirements. 4.1.4 When the project leader and project file management personnel are transferred, they should do a good job in cleaning and handing over the scientific research project documents. 4.2 Arrangement of scientific research project documents
4.2.1 The arrangement of scientific research project documents should follow the formation rules of scientific research project documents, maintain the systematic connection of scientific research project documents in the files, and facilitate the storage and use of scientific research project archives. Generally, the arrangement and filing are carried out according to the five working stages of preparation, research and experiment, summary, appraisal and acceptance, application for achievement awards and promotion and application of scientific research projects. 4.2.2 The order of arrangement of files in the volume shall be arranged according to the importance of the files or in chronological order. 4.3 Appraisal of scientific research project documents or files
4.3.1 The appraisal of scientific research project documents mainly involves the appraisal of the overall value of the scientific research project and the review of the integrity and accuracy of the documents before archiving, as well as the determination of confidentiality and storage period. The storage period is divided into permanent; long-term and short-term. 4.3.2 The appraisal of the overall value of the scientific research project is based on the whole set of scientific research project documents as a unit, and is divided into major, important and general scientific research projects according to the source of the project, academic significance, technical level, awards and benefits. Major scientific research projects are permanent; important scientific research projects are permanent or long-term; general scientific research projects are long-term or short-term.
4.3.3 The archives department cooperates with the project team to review the integrity and accuracy of the archiving of scientific research project documents. 4.3.4 The confidentiality level and storage period of documents or files are based on the entire project. The confidentiality level and storage period of the documents or files are determined in combination with the importance of the documents or files in the project. 4.4 Archiving of scientific research project files
4.4.1 The scope of archiving of scientific research project files is shown in Appendix A. 4.4.2 Archiving time of scientific research project files

Projects with a long research cycle are archived by stage; projects with a short research cycle are archived at the end of the task. 4.4.3 Requirements for the filing of scientific research project documents
4.4.3.1 The filing of scientific research project documents must ensure that they are complete, accurate and systematic. 4.4.3.2 For scientific research projects that are jointly conducted by several units, the filing of their documents must ensure that the project host unit preserves a complete set of files for the project; in addition to preserving the originals related to the tasks they undertake, the collaborative units shall send copies to the host unit for preservation, and clearly specify the filing and ownership of scientific research project documents in the agreement.
4.4.3.3 Documents of scientific research projects that have achieved negative results or have been interrupted for some reason should also be filed. 4.4.3.4 Scientific research project documents are generally filed in originals, and important and frequently used documents should be filed in additional copies as appropriate. 4.4.4 Filing procedures for scientific research project documents. 4.4.4.1 The project leader fills in the "Instructions for Filing Scientific Research Project Documents", and after review by the competent leader, goes through the filing procedures with the archives department. 4.4.4.2 After the archives department has passed the acceptance, the project leader and the archives management personnel shall sign the "Research Project File Archiving Transfer Sheet" and each keep a copy
4.4.4.3 The project leader shall report the archiving of the project files to the science and technology management department. After receiving the "Research Project File Archiving Instructions", the science and technology management department shall decide to end the project.
5 Management of Research Project Archives
5.1 Arrangement and cataloging of research project archives
5.1.1 Classify and arrange by discipline and major. 5.1.2 Prepare file numbers.
5.1.3 Prepare a general catalog of files.
5.1.4 Record and index according to actual needs, and prepare various search catalogs. 5.2 Storage of Research Project Archives
5.2.1 Research project archives with technical secrets shall be specially stored. 5.2.2 Timely repair damaged and deteriorated research project archives. 5.3 Supplementation and modification of scientific research project archives
5.3.1 The person in charge of the scientific research project or the file management personnel shall complete the supplementation of the archives of this project. The supplementary content includes the documents generated in the award application and promotion and application stages.
5.3.2 For any scientific research project archives that must be modified, the original project leader shall fill in the modification application form, and the modification can be carried out after approval by the competent department.
5.3.3 The archives department shall organize and catalog the supplementary archived documents. 6 Appraisal and destruction of scientific research project archives
6.1 Organization of the appraisal of scientific research project archives The appraisal work shall be conducted under the leadership of the person in charge of scientific research work or the chief engineer of the unit, and by an appraisal team composed of scientific and technological management personnel, scientific and technological personnel, archives personnel and confidentiality personnel. 6.2 Contents of the appraisal of scientific research project archives
Decisions on the preservation and destruction of scientific research project archives that have reached the retention period; the confidentiality level of scientific research project archives that need to be adjusted shall be re-determined. 6.3 Time for appraisal of scientific research project archives
The scientific research project archives in the library (room) shall be appraised once every 3 to 5 years, which can be advanced or postponed if necessary. 493
6.4 Appraisal and destruction procedures for scientific research project archivesDA/T 2--92
The appraisal team shall fill in the "Scientific Research Project Archives Appraisal Form", write an appraisal work report, prepare two copies of the archive destruction list, submit it to the unit's responsible leader for review and approval, and appoint two people to supervise the destruction.
