GB/T 16471-1996
This standard is formulated based on the current transportation situation in my country and adopts the formulation method of the US military standard MIL-STD-1366B:1981 "Regulations on the size and weight limits of equipment and material transportation systems". In this way, it is coordinated with the existing transportation tools as much as possible to meet the needs of international trade, technology and economic exchanges as soon as possible. When formulating the standard according to the US military standard formulation method, some contents of the US military standard that are suitable for my country's national conditions are retained. According to the formulation regulations of GB/T1.1-1993 "Guidelines for Standardization Work Unit 1: Drafting and Expression Rules of Standards Part 1: Basic Regulations for Standard Preparation", the contents of the US military standard chapters and clauses are not fully adopted. The various size limits of transport packages specified in this standard involve the relevant sizes of various transport tools, and these sizes are the main basis for limiting the size of transport packages.
Appendix A, Appendix B, Appendix C, Appendix D, and Appendix E of this standard are all indicative appendices. This standard was proposed by China National Packaging Corporation. This standard is under the jurisdiction of the National Technical Committee for Packaging Standardization. The drafting units of this standard are: Standard Metrology Institute of the Ministry of Communications, Standardization Institute of the Ministry of Machinery, Standard Metrology Institute of the Ministry of Railways and First Institute of the Civil Aviation Administration of China.

This standard specifies the outer dimensions of transport packages for transport by road, rail, water and air. This standard applies to the design and loading and transportation of transport packages. 2 Referenced standards

4.1 General requirements
The maximum length, width and height of transport packages shall not exceed 5639mm, 2134mm and 1981mm respectively (except for air transport). 4.2 Specific requirements
4.2.1 Road transport
General dimensions of transport packages The length, width and height shall be less than 3540mm, 1600mm and 1650mm respectively The permitted length and width of transport packages shall be less than 12160mm and 2500mm respectively. After loading, the highest height of the transport package from the ground shall not exceed 4000mm. If it exceeds this limit, it should be transported as a special transport. According to different truck models, the length, width and height of the transport package should be less than the minimum length, width and height of the vehicle compartment of the model (the height and width of the van are the height and width of the door), and the maximum should be less than the maximum length, width and height of the vehicle compartment (the height and width of the van are the height and width of the door), see Table 1. The specific dimensions are determined according to the road transport dimensions, see Appendix A (Suggested Appendix). The allowable dimensions of transport packages The length shall be less than 13020mm. After loading, the width and height of the transport packages shall not exceed the limits of the vehicle, see Figure 1. If they exceed these limits, they shall be treated as special transport. According to different truck models, the length, width and height of the transport package should be less than the minimum length, width and height of the vehicle compartment of the model (covered cars and insulated cars should consider the height and width of the door), and the maximum should be less than the maximum length, width and height of the vehicle compartment (covered cars and insulated cars should consider the height and width of the door: the height of the transport package of flat cars and cars is determined by subtracting the height of the load-bearing surface from the limit of the locomotive vehicle) (see Table 2 and Figure 1). The general dimensions of transport packages are length, width and height, which should be less than 5000mm, 3740mm and 1100mm respectively. The allowable dimensions of transport packages are length, width and height, which should be less than 32200mm, 10500mm and 5390mm respectively. When exceeding this limit, it should be treated as special transport.
According to different ship types, the length, width and height of the transport package should be less than the minimum length, width and height of the cargo hold of the ship type, and the maximum should be less than the maximum length, width and height of the cargo hold, see Table 3. The specific dimensions are determined according to the dimensions for water transport, see Appendix C (suggested Appendix). The general dimensions of container transport packages shall be less than 1514mm, 1000mm, and 1400mm respectively. mm
The allowable dimensions of container transport packages shall be less than 3175mm, 2438mm, and 1626mm respectively. If they exceed this limit, they shall be transported as special transport.
Depending on the different air containers or pallet units, the length, width, and height of the transport package shall be less than the dimensions of the air container or pallet unit, see Table 4 and Table 5. 4.2.5 Container transport (except air transport) Width

The dimensions of oversized goods are those exceeding 6m in length, or exceeding 2.7m in height, or exceeding 2.5m in width. Long and large cargoes are divided into three levels according to their length and height: 1) Cargoes with a length of 6m~~10m are Class I long and large cargoes; 2) Cargoes with a length of 10m~14m (including 10m) are Class II long and large cargoes; 3) Cargoes with a length of more than 14m are Class III long and large cargoes. B2 Regulations on over-gauge goods on railways

B2.1 After a piece of goods is loaded on a vehicle, when it stops on a straight and level road, any part of the height and width of the goods exceeds the limit of the locomotive and vehicle, or the loading limit of a specific section (hereinafter referred to as over-gauge), which is over-gauge goods. Although it is not over-gauge when it stops on a straight and level road, when it passes on a curve road with a travel radius of 300m, the calculated width of the inner or outer side of the goods (after deducting the horizontal widening amount of the curve 36mm) is still over-gauge, which is also over-gauge goods. B2.2 Oversized goods are divided into left-side, right-side and both-side oversized goods from the center line of the track and are divided into the following grades according to the oversized parts and the degree of oversized goods:
a) Upper oversized: If the height from the rail surface (hereinafter referred to as the height) exceeds 3600mm, any part is oversized, and it is divided into Grade One, Grade Two and super according to the degree of oversized goods;
b) Middle oversized: If there is any part oversized between the height of 1250mm and 3600mm, it is divided into Grade One, Grade Two and super according to the degree of oversized goods;
c) Lower oversized: If there is any part oversized between the height of 150mm and 1250mm (excluding 1250mm), it is divided into Grade Two and super according to the degree of oversized goods.
B2.3 Goods loaded through or arriving at various stations within a specific loading limit section (hereinafter referred to as the specific section) shall be regarded as oversized goods even if they do not exceed the loading limit of the specific section. The oversized level shall be handled in accordance with the following provisions: a) For goods that exceed the loading limit of the specific section but have not exceeded the first-level oversized limit, they shall be handled as first-level oversized goods; b) For goods that exceed the first-level oversized limit, the oversized level shall be determined according to the degree of exceeding the limit.
