This standard is specially formulated to ensure the safety of shallow-water mobile platforms in the process of sinking, floating and lifting operations, eliminate potential accidents, and make the sinking, floating and lifting operations of shallow-water mobile platforms step into the standardized management track. This standard mainly includes the basic conditions of operation, inspection before operation, safety requirements of the construction process and measures to be taken in emergency situations.
This standard is proposed by China National Petroleum Corporation. 1 Scope

This standard specifies the safety requirements for shallow sea mobile platform upsand downs/rise and drop. This standard is applicable to shallow sea mobile bottom-mounted platforms and self-elevating platforms. 2 Referenced standards

3 Definitions
This standard adopts the following definitions.
3.1 Ups and downs
Ups and downs refers to the process in which a platform changes from a floating state to a bottomed condition or from a bottomed condition to a floating state according to a certain operating procedure. 3.2 Rise and drop
Rise and drop refers to the process in which a platform rises from a floating state to a predetermined sea level or drops from a predetermined height to a floating state according to a certain operating procedure. 4 Basic operating conditions
4.1 Semi-platform conditions
4.1.1 The various certificates possessed by the platform shall comply with the provisions of SY6346. 4.1.2 Stability calculations should be performed according to the platform operation manual requirements, and the platform load should be adjusted according to the calculation results to meet the platform stability requirements. 4.2 Marine environmental conditions
When the platform is sinking, floating or lifting, the engineering geology and sea conditions of the operating sea area should meet the safety conditions of the platform. 4.3 Safety assurance
4.3.1 Guard ships should be equipped in accordance with the provisions of the "Safety Management Rules for Guard Ships of Offshore Oil Operations". 4.3.2 The operation time should be during the day and the visibility distance should be greater than 1000m. 4.4 Command and operating personnel
The platform should have an operating commander, and other positions should be complete and in place. Approved by the State Administration of Petroleum and Chemical Industry on September 14, 1999 and implemented on April 1, 2000
5 Inspection before operation
5.1 General inspection

Before the platform is sunk or raised, a safety inspection shall be carried out on the towing system, mooring equipment, watertightness, digital fire fighting equipment, main electromechanical equipment, active load, platform inclinometer, etc. 5.2 Inspection before platform sinking
5.2.1 Liquid level: Before the platform is sunk or raised, the free liquid surface of the redundant compartment shall be removed according to the stability calculation of the platform. 5.2.2 The anti-skid itself shall be in good condition, the hydraulic lifting system shall be safe and reliable, and the position of the pile block shall be correct. 5.2.3 Measures shall be taken to remove the mud and sand in the ballast tank. The tank exhaust pipe and sounding pipe shall not be broken and shall be firmly fixed. 5.2.4 Before the half platform is lifted, the water depth around the platform, the mud depth of the floating body and the obstacles around the floating body shall be ascertained. 5.3 Inspection before opening and lowering operations
5.3.1 All indication marks on the control panel of the control system are correct, the positions of all switches are correct, sensitive and reliable, the safety locking devices are effective, and all kinds of tests are normal.
5.3.2 The hydraulic lifting system shall be inspected and meet the following conditions: a) The oil level of the hydraulic oil tank of the pressure pump station is appropriate, the quality of the hydraulic pump meets the requirements, the hydraulic pump inlet and outlet gates are switched correctly, and the cooling water system is in good condition;
b) The surrounding area of the pile fixing area shall be All should be pulled out, there should be no foreign matter between the transmission gears, pile legs and platform body, etc., and sufficient high-pressure grease should be prepared:
c) The wave pressure system has no leakage, the control valve operates normally, and the instruments are sensitive and reliable; d) Open the pump ring and check whether the pressure gauge of the pump pressure gauge meets the specified requirements, and the circulation of each pump should be positive; e) During the lifting, each gear shaft and motor output shaft should be lubricated at the specified time. 5.3.3 The electric lifting system should be inspected and meet the following conditions: a) The torque of the electric motor should meet the specified requirements: b) The electromagnetic brake system stops normally;
r) The generator power supply is normal.
5.3.4 The valves, instruments, pipelines, joints, etc. of the pile punching system should be intact, and suitable emergency pipelines, joints and tools should be available. 6 Approval
Before the platform is carried out for sinking, floating or lifting operations, the operation commander should comprehensively review the platform status and issue an operation report. 7 Platform bottoming operation
7.1 Bottoming process
7.1.1 The bottoming operation of the platform shall be carried out strictly in accordance with the platform bottoming ballast procedure. 7.1.2 During the loading process, the initiator and the executor shall repeat the response command. Only when the first step of work is confirmed to be completed can the next step be carried out until the bottoming operation is completed.
7.1.3 When the deck is about to be submerged at the bottom (ship) end, the commander shall observe the balance of the platform on the left and right sides. The draft difference between the left and right sides of the submerged end shall not be less than 0.3m, otherwise, the ballast water shall be adjusted in time. 7.1.4 After the platform is submerged and bottomed, part or all of the seawater load for compaction shall be injected into the ballast tank according to the bearing capacity of the seabed to keep the seabed stratum uniform and solid.
7.1.5 After the bottoming ballast is completed, the longitudinal inclination angle or the transverse inclination angle of the platform shall not be less than 1°. 7.1.6 During the platform bottoming process, anchor bite accidents shall be avoided. 7.2 Inserting the anti-slip back column
7.2.1 The force of the pile insertion should not exceed the specified value. 2
7.2.2 It is advisable to use diagonally symmetrical pile insertion.

7.2.3 The insertion depth of the anti-slip tree should not exceed the designed maximum insertion depth. 7.2.4 After the pile insertion is completed, all hydraulic pins should be pulled out and the piles should be fixed with pile blocks. 7.3 Anchoring operation
If the anchor is lifted, it should be carried out within 12 hours after the platform is seated. 7.4 Sand throwing
After the platform is seated, sand should be thrown around the platform according to the operating season and the sea environment. The amount of sand thrown should be determined according to the platform structure and the marine environmental conditions of the sea area.
7.5 Observation
7.5.1 After the platform is seated, the platform should be observed, and the observation time should not be less than 24 hours. 7.5.2 During the platform observation period, the following contents shall be checked mainly: a) water depth around the platform;
b) hollowing situation;
c) sliding situation
d) platform lateral and longitudinal inclination;
e) sinking phenomenon.
When the above conditions exceed the allowable capacity of the platform, divers can be sent into the water to verify the four-chip conditions of the platform, and the platform should be refloated and relocated if necessary. 7.6 Records
The bottom sitting operation and related data should be recorded. 8 Platform floating operation
8.1 Mooring or anchoring
According to the actual floating plan requirements, the cable should be tied and the anchor should be dropped before the half-platform floating operation. 8.2 Pulling anti-slip piles
8.2.1 After removing the pile blocks, diagonal pulling should be adopted. 8.2.2 When the tillage reaches the upper limit position, the manual pin should be inserted, and all other hydraulic pins should be withdrawn, and the pile should be fixed with a pile fixing block. 8.3 Floating operation
8.3.1 The platform floating operation should be carried out according to the platform floating and drainage procedure. 8.3.2 The command is the same as the requirements of 7.1.2,
8.3,3 During the floating process, when the platform basket (boat) should float away from the seabed but does not float, the drainage should be stopped and the platform changes should be observed. If it is difficult for the platform to float up, it is advisable to use a spraying device to spray and float the platform. 8.3.4 During the floating process, the draft difference between the left and right sides of the landscape end should be less than J0.3m, otherwise the draft should be adjusted. 8.3.5 After the platform floats to the surface, the platform should be towed away from the original construction position as soon as possible. 9 Platform lifting operation
9.1 Pile insertion
9.1.1 The lifting control room should maintain smooth communication with the pile waist observer, pump room and main control room staff. 9.1.2 Perform pile insertion according to the operating procedures. 9.1.33
Before pile insertion, the pile shoe should be ballasted and the pile fixing block should be pulled out. 9.1.4 The pile insertion pressure and the wave pressure oil temperature should meet the specified requirements. 9.1.5 If the pile insertion pressure is abnormal, the system should be stopped for inspection. 9.1.6 If the pile shoe catches the designed layer, the platform can be pre-lifted. The platform inclination should be less than 0.3° when the platform is half lifted. 9.1.7

9.1.8 If the friction between the fixing area and the pile is too large and the vibration is large, the operation should be stopped to find the cause. 9,1,9 When the platform rises to 1~1,5m from the sea surface. Suspend the lifting operation and observe. If pile pressing is carried out, the observation time should be no less than 36 hours.
9.2 Raising the platform
9.2.1 Raise the platform without load as specified.
9.2.2 The air gap height of the platform (the height of the lower edge of the platform structure from the sea surface) should be greater than the maximum wave height of the operating sea area designed for 1m9.2.3 After the platform is cut to the predetermined height, the pile blocks should be inserted. 9.3 Records
The operation data of the platform should be recorded. 10 Lowering the platform
10.1 Lowering the platform
10.1.1 Control the active load of the platform within the specified range and keep the load evenly distributed. 10.1.2 Remove the pile blocks.
10.1.3 Maintain the pile teeth, gears, lock pins and slideways according to the specified procedures. 10.1.4 When lowering the platform, the platform's transverse and longitudinal inclinations should not exceed 0.3°. 10.1.5 After the platform is lowered to the waterline, the platform load should be readjusted to meet the floating state requirements. 10.2 Pile pulling
Use the pile punching system to flush the pile shoes and pile legs with water. The pile punching pressure should not be greater than the specified value. 1.2.2 The pile pulling should be carried out one by one by the pile legs relying on the platform's own buoyancy. When pulling piles, the platform body should be prevented from being supported by machinery. 10.2.3 When the pile pulling pressure reaches the specified value and cannot be lifted, the pile punching should be repeated. 10.2.4 After the pile pulling is completed, the platform should be towed away as soon as possible. 11. When the platform is in operation, emergency measures should be taken in the following situations: a) When the platform tilts beyond the specified value and continues to tilt; b) When the platform is unstable; c) When the platform's own operating conditions are exceeded; d) When the floating and lifting equipment is damaged; e) When other situations endanger the safety of the platform, when there is an unexpected incident that endangers the lives of people on the platform, follow SY6044. 4
