This standard amends GB/T9704-1988 in accordance with the relevant provisions of the "Regulations on the Handling of Official Documents by State Administrative Organs" issued by the State Council. This standard and GB3/19704-1988 are amended as follows: (1) The original standard name "Format of Official Documents of State Organs" is changed to "Format of Official Documents of State Administrative Organs"; (2) The quotation in the original standard is deleted; (3) Some narrative explanations in the original standard that are not related to the provisions of the official document format are deleted; (4) The format size of official document paper is greatly adjusted, and the international standard A4 paper is used as the paper type for official documents; the corresponding instructions for domestic 16-page paper are deleted; (5) The page margin size of official document paper is greatly adjusted; (6) There are no identification fields, but the header, body and part of the colophon are divided into two parts. This standard adopts the following definitions.
3.1 Word
The length unit of horizontal distance in official documents. A word refers to the space occupied by a Chinese character. 3.2 Line
The length unit of vertical distance in official documents. This standard takes the height of No. 3 font plus 7/8 of the height of No. 3 font as a reference line; the height of No. 2 font plus 7/8 times the height of No. 2 font as a reference line for official document titles. 4 Main technical indicators of official paper
Official paper: -Generally use offset printing paper or copy paper with a paper weight of more than 60/m80g/m, paper whiteness of 85%~90%, horizontal folding resistance of 15 times, opacity ≥85%+pH value of 7.5~9.5. 5 Document paper format and layout size
5.1 Document paper separation size

5.2 The size of the credit margin and the center of the page of official documents
The top margin (upper white edge) of official document paper is: 37mm±1mm. The white edge of official document paper is: 28mm±1mm. The center of the page size is: 156mm×225mm (excluding page numbers). 6 The color of pictures and texts in official documents

7 Typesetting specifications and printing and binding requirements
7.1 Typesetting specifications
GB/T 9704 1999
Use No. 3 Fanglai font for the text, and No. 3 Xiaobiaowei font or bold font for the subtitles in the text. Generally, there are 22 lines per page, and 28 characters per line.
7.2 Platemaking requirements
The layout is clean without background gray, the handwriting is clear without broken lines, the size is standard, the center of the page is not tilted, and the error does not exceed 1mm. 7.3 Printing requirements
Double-sided printing; page numbers are aligned, and the error on both sides shall not exceed 2mm. The black ink accumulation should reach BL100% as marked on the chromatogram, and the red ink should reach Y80% and M80% as marked on the chromatogram. The printed product is solid and evenly printed: the characters are not blurred, not white, and there are no broken lines. 7.4 Binding requirements
Official documents are bound on the left side, and no pages fall off. The cover and the book core of the official document are not detached, and the back is flat and not empty. The error between the two negative codes does not exceed 4mm. The binding position of saddle stitching or flat binding is 1/4 of the distance between the two nails and the upper and lower eyes of the book core, and the error is allowed to be ±4mm. The distance between the flat binding nail saw and the spine is 3mm~5mm; there are no broken nails, missing nails, double nails, and the nail feet are firmly fixed; the back cannot be loosely bound. The size error of the finished product is ±1mm, the four corners are 90°, and there is no burr or missing photos. 8 Rules for the identification of official elements in official documents
This standard divides the elements that make up the official document into three parts: the header, the main body, and the colophon. The elements placed above the red reverse line (width is the same as the page size, i.e. 156mm) on the first page of the document are collectively referred to as the header; the elements placed between the red reverse line (excluding) and the subject word (excluding) are collectively referred to as the body; the elements placed below the subject word are collectively referred to as the colophon. 8.1 Header
8.1.1 Document copy serial number
Document copy serial number is the sequence number of each document when the same document is printed in several copies. If the document copy serial number needs to be marked, use the numeral to mark it in the first line at the upper left corner of the page. 8.1.2 Confidentiality level and confidentiality period
If the confidentiality level needs to be marked, use No. 3 boldface, pre-mark it in the first line at the upper corner of the page, with a space between the two words; if the confidentiality level and confidentiality period need to be marked at the same time, use No. 3 boldface, pre-mark it in the first line at the upper right corner of the page, and use "★" between the confidentiality level and confidentiality period.
8.1.3 Urgency
If the urgency level needs to be marked, use 3-point boldface, mark it in the first line in the upper right corner of the page, and leave a space between the two words. If the secrecy level and urgency level need to be marked at the same time, the secrecy level is marked in the first line in the right corner of the page, and the urgency level is marked in the second line in the upper right corner of the page. 8.1.4 Issuing agency markwww.bzxz.net
It consists of the full name or standardized abbreviation of the issuing agency followed by "document". For some specific official documents, only the full name or standardized abbreviation of the issuing agency can be marked. The distance from the upper edge of the issuing agency mark to the upper edge of the page is 25mm. For the reported official documents, the distance from the upper edge of the issuing agency mark to the upper edge of the page is 80mm. If the secrecy level and confidentiality period need to be marked to indicate the urgency level, see Figure 3. It is recommended to use small-sized Chai font and mark it in red for the issuing agency mark. The font size shall be determined by the issuing authority based on the principle of eye-catching and beautiful appearance. The font size should be less than 22mm×15mm (height×width). When jointly issuing documents, the name of the main authority should be placed in front, and the word "安件" should be placed on the right side of the name of the issuing authority, centered in the upper and lower parts. If there are too many jointly issuing authorities, the main text must be displayed on the first page of the document. 8.1. 5 Document number
The document number consists of the code of the issuing authority, the year and the serial number. Two lines are left blank under the code of the issuing authority, and the code is in No. 3 red font, centered. The year and serial number are marked with Arabic numerals. The year should be marked in full, enclosed in hexagonal brackets \[\; the serial number is not a dummy position (i.e. 1 is not coded as 001) and the word "第\" is added.

The official document submitted must be marked with the name of the issuer, which should be arranged in parallel on the right side of the document. The document number should be left-aligned with one space, and the name of the issuer should be left-aligned with one space; the issuer should be in No. 3 Fangsong font, followed by a full-width colon, and the name of the issuer should be marked with 3-character font after the colon. If there are multiple issuers, the name of the issuer of the main unit should be placed on the first line, and the names of other issuers should be arranged in order of the issuing authorities from the second line below the name of the issuer of the main unit, with the red reverse line moved down. The document number and the last issuer's name should be on the same line, and the distance between the red reverse line and the last issuer should be 4mm.
8.2.1 Official document title
Leave two lines blank under the red reverse line, and use No. 2 small Song font. It can be arranged in the center of multiple lines; when it is in the same line, the meaning of the words should be complete, the arrangement should be symmetrical, and the spacing should be appropriate.
8.2.2 Submitting agency
Leave one line blank under the title, and use No. 3 Fangzhu font to mark it on the left side, and keep it on the top when returning to the line; mark the last main sending agency name with a full-width quotation. If there are too many names of main sending agencies and the main text of the document cannot be displayed at the beginning, the name of the sending agency should be moved below the subject word in the colophon and above the copy. The marking method is to copy to the copy,
8. 2- 3 Main body of the document
Leave one line blank under the main sending agency name, leave two words blank on the left of each paragraph, and return to the top of the line. Numbers and years cannot be returned to the line. 8. 2. 4 Attachments
If there are attachments in the document, leave one line blank under the main text and leave two words blank on the left, and use No. 3 Fangsong font to mark "Attachment", and then mark it with a full-width quotation and the name. If the attachment has a serial number, Arabic numerals should be used (such as "Attachment: 1.XXXXX"); punctuation marks are not allowed after the attachment name. The attachment should be bound together with the official document, and the word "Attachment" should be marked in the first line in the upper left corner of the attachment. If there is a serial number, the serial number and name of the attachment should be consistent. If the attachment cannot be bound together with the main body of the official document, the document's issuance number should be marked in the first line in the upper left corner of the attachment, followed by the attachment (or serial number).
8.2.5 Date of writing
Use Chinese characters to mark the year, month, and day in full, "zero" The position of the document issuance date written as "O" is shown in 8.2.6. 8.2.6 Document effectiveness mark
8.2.6.1 Single document issuance seal
Single-issued documents do not have the name of the issuing agency at the end of the signature, only the date of issuance is marked. There is a space of 4 characters to the right of the date of issuance; the seal should be within 1 line above the main text, and the date of issuance should be pressed upright and centered. The seal should be red. When there is no text under the seal, the lower meeting method is adopted, that is, only the lower arc is pressed on the date of issuance. When there is text under the seal, the middle set method is used, that is, the center line of the seal is pressed on the date of issuance. 8.2.6.2 Joint document seals
When a joint document needs to be stamped with two seals, the date of writing should be opened, with 7 spaces on each side; the seal of the sponsoring agency should be in front; both seals should be pressed on the date of writing, and the seals should be red. Only the same type of stamping method can be used to ensure that the seals are neatly arranged. The two seals should not intersect or be no more than 3mm apart.
When a joint document needs to be stamped with more than 3 seals, in order to prevent the appearance of empty convex seals, the names of the issuing agencies (abbreviations can be used) should be arranged in the corresponding positions according to the order of stamping, and The seal shall be stamped or overprinted on it, with the seal of the sponsoring agency in front. There shall be no more than 3 seals in each row, and the two ends shall not exceed the center of the publication: if there are more than 1 or 2 seals in the last row, they shall be arranged in the center, and the seals shall not intersect or touch each other; under the seal in the last row, there shall be a space of 2 characters on the right to mark the date of the document.
8.2.6.3 Special Circumstances
When the blank space left after the document is typed cannot fit the seal position, the line spacing and character spacing shall be adjusted to solve the problem, so that the seal and the main text are on the same side. The method of marking "This page is only the main text" shall not be used to solve the problem. 8.2.7 Appendix

8.3.1 Title
“Subject Word” should be in 3D boldface, left-aligned, and followed by a full-width purpose number; Xie Guo should use 3D small-standard Song font, with one space between words. 8.3.2 Copy To
If there are copy-to agencies in official documents, they should be marked one line below the subject question, with one space on each side, and marked in 3D Song font with “copy to”, followed by a full-width quotation; the copy-to agencies should be separated by commas, and when returning to the next line, they should be aligned with the copy-to agencies after the number, and a period should be marked after the last copy-to agency. If the main sending agency is moved below the subject word, the marking method is the same as that of the copy-to agency. 8.3.3 Issuing Agency Date
is located below the copy-to agencies (if there is no copy-to agency, it is located below the subject word) and occupies one line: use 3-point slanted font. The left margin of the issuing agency: the date of issuance is left with one space. The date of issuance shall be based on the date of printing of the document and shall be marked with Arabic numerals. 8.3.4 Lines in the colophon
A reverse line is added under each element in the colophon, with the same width as the center of the page. 8.3.5 Position of the colophon
The colophon should be placed on the last page of the document, and the last important item in the colophon should be on the last line. 9 Page number
Use 4-point half-width white Arabic numerals, one line below the bottom edge of the center of the page, and the numerals are placed on the left and right of the 4-point straight line, with a distance of 71m1 from the bottom edge of the center of the page: single page number is right-aligned with one space. Double page number is left-aligned with one space. Blank pages and pages after blank pages are not numbered. 10. Format in official documents
If an official document needs to attach a table, for a horizontal A4 paper table, the page number should be placed on the left side of the horizontal table, the single page number should be placed in the lower left corner of the table, and the double page number should be placed in the upper left corner of the table. The single page number header is on the binding side, and the double page number header is on the cutting side. If an official document needs to attach an A3 paper form, and when the last page is an A3 paper form, the third and fourth covers (can be placed for distribution, but without the page number) should be blank, and the A3 paper form should be pasted before the front cover, and should not be pasted on the last cover of the document (front cover). 11 Specific format of official documents
11.1 Letter format
The distance between the top edge of the name of the issuing agency and the page margin is 30mm. It is recommended to use small standard font, and the font size is determined by the issuing agency; 10mm below the full name of the issuing agency is a civil-civil line (thick on the top and thin on the bottom), and 20mm from the bottom edge is a civil-civil line (thin on the top and thick on the bottom). The length of both lines is 170mm. 28 characters are arranged in the center of each line. Page numbers are not displayed on the first page. The name of the issuing agency and the double lines are printed in red. The document number is marked on the top edge of the page one line below the civil-civil line. One line below the document number is blank to mark the title of the official document. If the confidentiality level or urgency level needs to be marked: it can be marked on the top edge of the left edge of the page one line below the civil-civil line. The order mark consists of the name of the issuing authority plus "Order\ or\today", in red small-mark Song font, and the font size is determined by the issuing authority. The upper edge of the order mark is 20mm away from the upper edge of the page, and the order number is centered on the lower edge 2 lines: 2 lines below the order number are marked with the text + 1 line below the text is left blank for 4 characters to the right to mark the signature of the issuer, and the signature seal is marked with 2 characters to the left of the signature seal to mark the position of the issuer; the full name of the jointly issued order or the position of the issuer of the order should be marked.
