1 Subject Content and Scope of Application
This standard specifies detailed rules for review of engineering design documents for containers and heat exchangers, and is applicable to design quality assurance engineering2 General
2.0.1 Engineering design documents are divided into equipment schematics (equipment engineering drawings) and/or data sheets and equipment construction drawings. 2.0.2 The acceptance conditions used by reviewers at all levels for their work should be the latest version, and the inquiry version of equipment schematics (equipment engineering drawings) and/or data sheets used for construction drawing review should be approved by the relevant profession. 2.0.3 Reviewers participating in the review of equipment schematics (equipment engineering drawings) and/or data sheets should be familiar with engineering design requirements, and reviewers participating in the review of equipment construction drawings must also have the qualification of pressure vessel reviewers 2.0.4 Engineering design documents should be reviewed in accordance with the following review rules. 2.0.5 The engineering design documents should be self-reviewed by the designer before submission for review. The review rules described in Chapter 3 of this standard are applicable to the review of the manufacturing version of the equipment diagram (equipment engineering drawing) and calculation book, and other versions of the equipment diagram (equipment engineering drawing) can also be implemented by reference. The review rules described in Chapter 4 of this standard are applicable to the review of the equipment construction drawings. 39
Review rules for equipment cylinder diagram (equipment engineering drawing) and/or data sheet 3.1 General
3.1.1 Unless otherwise specified, the signing of the equipment diagram (equipment engineering drawing) and/or data sheet of containers and heat exchangers and their related engineering documents shall be in three levels: design (preparation), verification and review. The provisions for the signing of the design (preparation), verification and review of various design documents are shown in Appendix A "Design Document Preparation, Review Signing Provisions Table". 3.1.2 The documents submitted for review shall include: design condition tables provided by various disciplines, engineering design regulations, relevant equipment general technical regulations, drawings, calculation books, etc. 3.1.3 In the signing column of the equipment diagram (equipment engineering drawing) and documents, designers at all levels can only sign one level, and are not allowed to sign two levels at the same time.
3.2 Self-checking rules
Self-checking rules shall be carried out in accordance with the checking rules (see Section 3.3 for details). 3.3 Checking rules
Check the overall integrity of the equipment diagram (equipment engineering drawing) and/or data sheet. 1
Check whether the acceptance conditions are complete, whether they are the latest version, and whether they are signed as required. 2
Check whether the drawings and/or graphics are complete and whether the design basis is complete. If the checker finds that the design drawings and/or data sheets are incomplete, they should be returned to the designer. After they are supplemented, check again.
3.3.2 Checking of calculation sheets
Necessary calculations should be carried out for equipment that requires drawing equipment diagrams (equipment engineering drawings). The checking of calculation sheets shall be carried out in accordance with the following provisions.
Check whether the conditions based on the calculation are consistent with the acceptance conditions, mainly including: design pressure, operating pressure, operating medium; design temperature, operating temperature:
Specifications, quantity, arrangement and spacing of heat exchange tubes, spacing of baffles, heat exchange tubes, average wall temperature of shell; nominal diameter of shell, overall dimensions, equipment volume: external loads (such as wind load, snow load, earthquake intensity, local load borne by the nozzle): material selection and selection of corrosion allowance;
Nose symbol and nominal size.
Check whether other data based on the calculation are correct, mainly including: material properties and allowable stress:
weld coefficient;
additional wall thickness;
other loads except for the loads described in 3.3.2, paragraph 1, item e. Check whether the specifications, standards, calculation formulas and procedure methods used in the calculation are in compliance with the regulations; whether the data input in the calculation is correct; whether the units of the data meet the requirements of the calculation formula. 4
Check whether the main components have been calculated and whether all loads have been correctly considered in the calculation. Check the calculation results and determine whether the conclusions are correct. Check whether the calculation results and various data have been correctly reflected on the equipment drawings. Check the equipment general drawing and/or data sheet
Check whether the data and content indicated in the main title bar are correct: whether the equipment name and position number are consistent with the acceptance conditions: whether the project name, project number, design project or device name is correct: whether the drawing number complies with the regulations and is consistent with the requisition number: whether the design date and edition are correct.
Check whether the following data in the technical characteristics table are filled in correctly, whether they are consistent with the acceptance conditions and calculation books, and whether they comply with relevant regulations:
Design pressure, design temperature, operating pressure, operating temperature, material name, equipment volume, heat transfer area: weld coefficient, corrosion margin;
Non-destructive testing, post-weld heat treatment:
Earthquake intensity, wind pressure;
Container category;
Heat exchanger level, number of passes, heat transfer area, heat exchange tube specifications, quantity, tube length, arrangement, spacing, baffle type, number, spacing, cutting diameter.
3 Check whether the various data in the takeover table (symbol, nominal size, nominal pressure, connection standard, sealing surface type and purpose, etc.) are the same as the conditions and requirements put forward by the relevant professions. Check whether the technical requirements for design, manufacturing, etc. are complete and consistent with the engineering design regulations. 4
Check whether the material selection and requirements of the main components meet the requirements of the engineering material selection regulations (material memorandum). 6 Check the graphics and structures:
Whether the layout of the drawings is complete and reasonable, whether it correctly expresses the overall picture of the equipment, and whether the structural dimensions or detailed drawings related to the process requirements have been clearly indicated;
Whether the overall structure and internal structure design of the equipment are reasonable, whether they meet the process requirements and the requirements of manufacturing, installation and maintenance;
Whether the necessary safety accessories installed on the equipment have been clearly indicated, whether the necessary manholes, hand holes, and inspection holes have been set, and whether the hanging columns and lifting ears meet the requirements; d.
Whether the form and setting position of the support meet the requirements; whether the pre-welded parts that need to be pre-welded on the equipment have been clearly indicated. Verification of structural dimensions and textual description:
Whether the main characteristic dimensions are complete and correct; whether the selection of the main reference lines is reasonable and correct; whether the external connection dimensions, the size, quantity and positioning dimensions of the anchor bolt holes on the support are complete and correct: anchor bolt specifications, horizontal support fixed end position. Verification of pipe connection symbols and pipe opening orientation diagrams in the drawings: whether the pipe opening symbols in the drawings are consistent with the pipe opening table symbols; whether the pipe opening orientation in the drawings is consistent with the condition diagram or pipeline plane design diagram. For shell and tube heat exchangers and plate towers, attention should be paid to whether the relative relationship and position of the pipe opening orientation and components such as tube sheets, baffles, partition plates, downcomers (tubes) are correct.
Verify the pertinence, completeness and accuracy of additional instructions. 9

Review of Strength Calculation
Review whether the conditions based on the calculation are correct: design pressure, design temperature, operating pressure, operating temperature, average wall temperature of the tubes and shells of the heat exchanger: material selection, allowable stress, and related mechanical properties of the main components of the equipment; weld coefficient, corrosion allowance, wall thickness addition; nominal diameter, calculated length, specifications of heat exchange tubes and support spacing; wind load, earthquake intensity and other external loads. Review whether the load considerations during the calculation are comprehensive and appropriate. Review whether the design specifications, calculation formulas, and methods used in the calculation are correct, and whether the calculation results are appropriate. Review whether the calculations of the main components are complete. 3.4.2 Review of Equipment General Drawings and Node Detail Drawings The reviewer should review the drawings in full, but focus on the following items: Review whether the data and requirements in the technical characteristics table are consistent with the acceptance conditions and design regulations; 1
2 Review the rationality of the overall structure and internal parts structure, and whether they meet the production process and manufacturing requirements; 42
Review the integrity of equipment manufacturing and inspection requirements. 4.1 General Rules
4.1.1 The signing of the design documents of the construction drawings of containers and heat exchangers is divided into two types: design, verification, and review, and the signing of the design, verification, review, and approval. The provisions for the design and review signature of each design document are shown in Appendix A "Design Document Preparation, Review Signing Provisions".
4.1.2 The signing provisions for the design documents of the construction drawings of containers and heat exchangers are as follows: 1 The construction drawings (including general drawings and component drawings) and technical documents of general containers and Class I and Class II pressure vessels shall be signed by the reviewer.
2 In addition to the three-level signatures, the construction drawings and technical documents of Class III pressure vessels and complex key equipment shall also be approved and signed by the reviewer for the general drawings and calculations. 4.1.3 The documents submitted for review shall include: equipment schematics (equipment engineering drawings) or design condition tables approved by relevant professionals, a full set of drawings, text descriptions, calculations, investigation reports, design quality assessment cards, review records, etc. 4.1.4 In the signature column of design drawings and documents, designers at all levels can only sign one level and are not allowed to sign two levels at the same time. 4.1.5 The general drawings of various types of equipment in the engineering design shall also be countersigned by the relevant professional design person in charge or design personnel who put forward the design conditions.
4.2 Self-checking rules
After the design drawings and documents are completed, the designer shall conduct self-checking carefully and comprehensively to ensure the quality of the finished design. The self-checking rules shall be carried out in accordance with the checking rules (see Section 4.3 for details). Checking rules
4.3.1 Checking of equipment assembly drawings
1Whether the assembly drawings meet the requirements of the equipment schematic drawing (equipment engineering drawing) approved by the relevant profession or the design conditions put forward by the relevant profession (or unit).

3Whether the layout of the drawing is reasonable and neat, whether the projection is complete and correct, whether the selected section is complete and correctly reflects the overall appearance of the equipment, and whether the selected scale and drawing size are appropriate. 4 Whether the graphics and matching dimensions (or related dimensions) between the assembly drawing and the parts drawing are consistent and correct. 5 Whether the equipment material selection meets the requirements of the equipment schematic (equipment engineering drawing) or conditional drawing, whether there are additional requirements for the materials, and whether the material selection principles meet the "Regulations on Safety Technical Supervision of Pressure Vessels", design specifications, and standard regulations. 6 Whether the nominal diameter, connection standard, sealing surface type and purpose in the pipe table are consistent with the equipment schematic (equipment engineering drawing) or design condition table, and whether the pipe symbols in the pipe table are consistent with the symbols in the view. Whether the technical characteristics table is complete and the data is filled in correctly. 7
Whether the standards adopted for the technical requirements are correct, whether the description of the main technical requirements is complete and clear, and whether the requirements for welding materials, welds, non-destructive testing, heat treatment, pressure testing, etc. meet the requirements of the specifications. 9 Whether the standards selected for equipment accessories such as manholes, hand holes, liquid level gauges, davits, supports, etc. are appropriate, and whether the necessary pre-welded parts are complete.
Whether the results of the drawings are consistent with those of the calculation book, and whether the text description of the drawings is clear, correct, and relevant. Whether the part number indication is accurate, and whether the content is consistent with the description in the detailed list. Whether the special manufacturing and inspection requirements are reasonable, and whether the special installation requirements have been explained. Whether the safety measures have been carefully considered, and whether explosion-proof devices are required. Verification of parts drawings
Whether the shape and matching dimensions are consistent with the assembly drawing, and whether the projection is correct. Whether the size tolerance, matching, and roughness are correct, and whether the processing accuracy and processing symbols are appropriate. Whether the material selection and anti-corrosion measures meet the process requirements. 3
Whether the part number, name, material, weight, and drawing number in the title bar of the parts are correct and consistent with the assembly drawing, and whether all items in the drawing label 4
are complete.
Verification of calculation books
Whether the specifications, regulations, and calculation formulas used are correct. 1
Whether the original data, calculation method, and selection of various coefficients are correct. 2
Whether the calculation process and calculation results are correct. If electronic calculation is used, the input data and calculation results should be checked for correctness. 3
Verification of other documents and instructions involved in equipment construction drawings 4.3.4
When equipment construction drawings also involve other documents (such as manufacturing technical requirements, procedure instructions, drawing catalogs, etc.), the following items should be checked:
Whether the listed design basis and original data are sufficient: 1
Whether it is technically feasible, whether the content of the instructions is consistent with the equipment drawings; 3
Whether the text description is accurate and fluent;
Whether the drawing catalog is written correctly, and whether there are errors in standard drawings, reused drawings, etc. 4.4 Review details
4.4.1Whether the design principles and design plans meet the requirements of design conditions and relevant standards and specifications, and whether the structural design is practical, technologically advanced, economically reasonable, and safe and applicable. Whether the relevant parameters of the technical characteristics table, such as container type, design pressure, design temperature, corrosion margin, weld coefficient, etc., are correct, and whether the main technical requirements are clearly explained. 4.4.3
Whether the original data, important calculation formulas, methods and calculation results in the calculation book are correct. Whether the selection of materials is reasonable and meets the design conditions and requirements of relevant specifications. Whether the manufacture, installation, maintenance and transportation of equipment are convenient and feasible. Whether the design documents are complete and the selected standard drawings and reused drawings are appropriate. Whether the places that have been verified and modified are appropriate.
Whether the design of the pressure vessel complies with the provisions of the "Regulations on Safety Technical Supervision of Pressure Vessels". 4.5 Review Rules
The review contents of the three types of pressure vessels and complex key equipment include: 4.5.1 Whether the design implements the relevant national technical guidelines and policies, and whether the structure is practical, technologically advanced, economically reasonable, safe and applicable;
4.5.2 Whether the design meets the design conditions; whether the material selection, calculation method and calculation results of the main components are correct; 4.5.3
Whether the key technical requirements (including additional technical requirements) to ensure the quality of equipment design are reasonable: 4.5.4
