This standard is formulated to ensure the safe operation of amusement machines and recreational facilities in amusement parks (fields), prevent the occurrence of unsafe accidents, and provide tourists with safe, convenient, comfortable and efficient services. The technical elements mentioned in this standard mainly include that the requirements for the safety and service quality of amusement parks (fields) must be clearly specified based on the characteristics that can be observed and evaluated by tourists; the process of providing services must be specified based on the characteristics that tourists cannot often observe but directly affect the safety and service performance; safety and service quality can be evaluated by tourists in a quantitative (measurable) or qualitative (comparable) manner. It is mainly based on the work procedures, safety and service operating procedures of amusement parks (fields), and reference is made to relevant foreign materials. Appendix A, Appendix B, Appendix C, Appendix D, Appendix E and Appendix F of this standard are all appendices to the standard. This standard is proposed by the National Tourism Administration.

3.1 Amusement park (park)
A place equipped with amusement machines and amusement facilities, carrying out various amusement and recreational activities, mainly for tourists to entertain and exercise. 3.2 Amusement facilities
Amusement parks (parks) use modern mechanical facilities such as track movement, rotation movement, hanging rotation, field movement, indoor fixed movement, etc. to carry tourists for amusement. For example: gliding car, Ferris wheel, carousel, aerial rotating chair, bumper car, photoelectric shooting, etc. 3.3 Water recreation facilities

The basic requirements for the safety and service quality of amusement parks can be summarized as: safety first, high-quality service, clean and tidy, and good order. 4.1 Safety
4.1.1 Establish the idea of safety first and prevention first. 4.1.2 Equip necessary, sufficient and effective safety facilities to ensure the safe operation of amusement machines and amusement facilities. 4.1.3 Establish and improve various safety management systems and safety operating procedures, and ensure strict implementation. 4.1.4 Ensure the safety of tourists' lives and property.
4.1.5 A complete maintenance and repair system should be established for amusement machines and amusement facilities, with dedicated personnel and full-time responsibilities. 4.2 Service
4.2.1 Establish the purpose of tourists first and high-quality service. 4.2.2 It is strictly forbidden to operate amusement projects and cultural and entertainment activities with unhealthy colors such as gambling, pornography, superstition, and racial discrimination. 4.2.3 Implement standardized and standardized management and services. 4.2.4 Establish a service quality supervision and assurance system and conduct regular service quality assessments. 4.3 Hygiene
4.3.1 The environment is clean and hygienic, and the colors are coordinated. 4.3.2 Formulate various hygienic systems and measures, and conduct various hygienic inspections regularly. 4.3.3 Comply with various hygienic laws and regulations of the state and local governments. 4.4 Order
4.4.1 Formulate recreation rules, guide tourist activities, strengthen public security prevention, promptly eliminate various accident hazards, and ensure good recreation order and public security order in the venue.
4.4.2 Implement various work measures to ensure that various mechanical facilities are in normal operation. 5 Service Facilities
5.1 The purchase, installation, use and management of amusement machines, amusement facilities, water amusement facilities and water worlds shall be carried out in accordance with GB8408 and the relevant provisions of the amusement machine and amusement facility safety supervision and management regulations and the water world safety and sanitation management methods formulated by relevant national departments. When using these facilities and equipment, a certificate of acceptance from the technical inspection department shall be obtained. 5.2 Cultural and Entertainment Facilities
All kinds of cultural and entertainment facilities and equipment are in normal condition and have good performance. The venue is well ventilated, with an exit for emergency evacuation of tourists, and emergency exit signs are set up in accordance with GB2894, and the lighting conditions meet the requirements of WH0201. 5.3 Reception facilities
5.3.1 Ticket office
5.3.1.1 The ticket office should be located in a prominent position outside the main entrance, with a good and open environment, and equipped with shade and rain shelter facilities and queuing fences. 5.3.1.2 The number of ticket windows should be adapted to the number of tourists that the amusement park (venue) can accommodate. 5.3.1.3 For amusement parks (venues) that purchase tickets for individual items, a special ticket office should be set up to facilitate tourists to purchase tickets. 5.3.1.4 The ticket office should announce to tourists service guidelines such as fare tables, ticket purchase instructions, business hours, an introduction to the amusement park (venue), project introductions and amusement instructions.
5.3.2 Reception

5.3.2.7 The reception should be located near the main entrance and have a clear sign. 5.3.2.2 The reception should have a special counter for group reception and receiving tourist complaints, and there should be a dedicated person on duty. 5.3.2.3 The lighting and ventilation conditions in the reception should be good. 5.3.3 Luggage storage
5.3.3.1 The luggage storage should be located near the main entrance to facilitate tourists to store luggage and other items. 5.3.3.2 Safes (cabinets) should be equipped as appropriate to store heavy items. 5.3.3.3 The luggage storage should announce the storage instructions to tourists. 5.4 Inquiry service facilities
5.4.7 Inquiry service facilities including an inquiry office, inquiry telephone and broadcasting room should be set up. 5.4.2 Inquiry service facilities should be located near the main entrance, with obvious signs and dedicated personnel on duty. 5.4.3 The broadcasting room can be connected to the reception desk to facilitate communication among tourists. 5.4.4 The broadcasting content of the broadcasting room should be able to be accurately and clearly transmitted to all parts of the amusement park (venue) and near the main entrance. 5.5 Catering service facilities
5.5.1 The layout and grade of restaurants and catering service points should be coordinated with the overall environment of the amusement park (venue). 5.5.2 The scale and quantity of catering services should be adapted to the scale of tourists received by the amusement park (venue), and the variety and specifications of food and beverages should meet the basic requirements of tourists.
5.5.3 The facilities and equipment are intact, the indoor hygiene is clean and tidy, and fast food services can be provided. If conditions permit, special flavor food and buffet services can be provided.
5.6 Shopping facilities
5.6.1 The facilities of tourist shopping malls (stores) and kiosks are bright, clean and orderly. 5.6.2 They can provide tourist souvenirs, handicrafts and other commodities with local characteristics. 5.7 Medical emergency facilities
5.7.1 The amusement park (field) should be equipped with a medical room for tourist services, which should be reasonably located and clearly marked. 5.7.2 The medical room should have medical personnel on duty to diagnose and treat general sudden illnesses and pains for tourists. 5.7.3 The medical room should be equipped with common rescue equipment and be able to cope with the first aid of injured and sick people in sudden accidents. 5.7.4 The medical room should be equipped with doctors with medical qualifications above the title of medical assistant and well-trained nursing staff. 5.8 Public facilities
5.8.1 Public toilets
5.8.1.1 The amusement park (field) should have separate public toilets for men and women, and their number and distribution should be adapted to the area of the amusement park (field) itself and the tourist capacity.
5.8.1.2 The public toilets shall be clearly marked, with complete facilities, flushing, good ventilation and bright lighting. 5.8.1.3 There shall be disabled access and male and female toilets for disabled people. 5.8.1.4 The sanitation requirements shall meet the requirements of Article 9.3. 5.8.2 Public telephones
Amusement parks (fields) shall be equipped with public telephones, which shall be conveniently located and eye-catching, and the number shall be adapted to the reception scale. If conditions permit, coin-operated telephones or magnetic card telephones may be provided. The public telephones shall be marked in accordance with LB/T001. 5.8.3 Parking lot
5.8.3.1 It shall be located near the main entrance of the amusement park (field), and its size shall be adapted to the reception scale of the amusement park (field). The parking lot shall be marked in accordance with LB/T001.
5.8.3.2 The parking lot shall have a flat surface and parking space signs. 5.8.3.3 Parking lots should be managed and guided by dedicated personnel, and vehicles should be parked in an orderly manner. 5.8.4 Lighting facilities
5.8.4.1 Amusement parks (fields) open at night should have sufficient lighting equipment in their main passages and public areas. Each amusement machine and amusement facility should also have lighting.

5.8.4.2 Indoor public service facilities should have sufficient lighting and emergency lighting equipment. Relevant requirements shall be implemented in accordance with WH0201. 5.8.5 Trash cans (bins)
5.8.5.1 Trash cans (bins) should be set up in amusement parks (fields). 5.8.5.2 The number and layout should be appropriate and reasonable. 5.8.5.3 The trash cans (bins) are intact, covered, clean and stain-free, and the trash in the cans is disposed of in a timely manner. 5.8.5.4 The shape of the trash can (box) should be in harmony with the atmosphere of the amusement park (field). 5.8.6 Recreation facilities
Seats for tourists to rest should be set up in the amusement park (field). Depending on the seasonal climate needs of the region, the seats should be equipped with awnings. The tone, color, weight and shape of the seats and awnings should be coordinated with the main facilities of the amusement park (field). 5.9 Information and indication facilities
5.9.1 The amusement park (field) should be equipped with guide maps, guide signs and public information graphic signs. 5.9.2 Public information graphic symbol signs should be set according to GB10001, GB3818, and LB/T001. 5.9.3 Safety signs
5.9.3.1 Safety signs should be set up in places and locations related to safety according to GB2894. 5.9.3.2 Safety signs should be set up in conspicuous locations, clear and easy to identify, and should not be set up on movable objects, so as to avoid the safety signs being invisible after the objects are moved.
5.9.3.3 Various safety signs should be checked at any time. If any deformation, damage or discoloration is found, they should be repaired or replaced in time. 5.9.3.4 Indoor projects should have eye-catching entrance and exit signs. 5.9.4 Guide signs
5.9.4.1 A "Guide to Visitors" in Chinese and English should be set up in a prominent position near the main entrance. 5.9.4.2 Guide signs should be set up in appropriate positions at each main passage and fork. 5.9.4.3 At the entrance of each amusement project, the "Amusement Rules" of the project should be set up in a prominent place. 5.9.4.4 The content of guide signs, signboards, and explanation signs should be accurate, the text should be standardized, the handwriting should be clear, the symbols should be standard, there should be no dust on the surface, and there should be no missing sentences or words caused by peeling paint.
6 Safety system and measures
6.1 Amusement parks should pay special attention to safety management, put safety work on the important agenda, and cultivate safety awareness among all employees. 6.2 Establish and improve various safety systems, including safety management system, 24/7 duty system for amusement parks (fields), regular safety inspection system and inspection content requirements, safety operation procedures for amusement projects, water amusement safety requirements and safety accident registration and reporting system. 6.3 Safety Management
6.3.1 Establish a complete and efficient safety management organization (safety committee) to clarify the safety responsibilities of all levels and positions. 6.3.2 Carry out regular safety training and safety education activities. 6.3.3 Regularly organize safety inspections of the entire amusement park (field) on an annual, seasonal, monthly, before holidays and before the start of the peak season. 6.3.4 Establish a safety inspection work file, fill in the inspection file for each inspection, and the original record of the inspection shall be signed and filed by the responsible person. 6.4 Employee Safety
6.4.1 Those who do not hold a professional technical job certificate shall not operate energized equipment and amusement facilities. 6.4.2 Employees should dress safely; they must wear safety equipment such as safety helmets and safety ropes when working at high altitudes or in engineering operations, and strictly follow the rules. 6.4.3 Employees should strictly follow the safety service operation procedures during work. 6.4.4 Keep the work area clean and tidy to ensure safe operation. 6.5 Tourist safety
6.5.1 Before the start of the recreational activities, tourists should be given safety knowledge and safety matters, and specifically guided to use the recreational facilities correctly to ensure that tourists master the safety essentials of recreational activities. 152

6.5.2 If some recreational activities have health requirements for tourists or are not suitable for patients with certain diseases, they should be announced at the entrance of the activity in the form of "warning"
6.5.3 During the recreational process, tourists' safety status should be closely monitored, and tourists should be reminded of safety matters in a timely manner, and tourists' behaviors that do not meet safety requirements should be corrected in a timely manner to eliminate safety hazards. 6.5.4 In the event of a safety accident involving tourists, rescue measures should be taken according to the prescribed procedures, and the aftermath should be handled conscientiously and responsibly. 6.6 Safety facilities
6.6.1 All amusement places and public areas should be equipped with safe passages and keep them open at all times. 6.6.2 All amusement areas, except closed ones, should be equipped with safety fences in accordance with the provisions of GB8408. 6.6.3 Fire prevention equipment should be installed in strict accordance with fire regulations, and special personnel should be assigned to manage and inspect them regularly. 6.6.4 There should be alarm facilities, and sirens and fire alarm telephone signs should be installed in accordance with GB13495. 6.6.5 Lightning protection devices should be installed in open-air water worlds. 6.6.6 There should be safe passages and facilities for disabled people. 6.6.7 There should be first aid facilities and equipment for handling accidents. 6.7 Safety and rescue measures
6.7.1 Strengthen safety inspections. In addition to routine inspections on days, weeks, months, before holidays and before the start of peak seasons, equipment and facilities must be fully overhauled once a year in accordance with regulations. It is strictly forbidden to operate equipment with faults. 6.7.2 Routine safety inspections before daily operations should be carried out conscientiously and responsibly, and a safety inspection record system should be established. Facilities and equipment that are not signed by safety inspectors cannot be put into operation.
6.7.3 Keep detailed records of safe operation status. It is strictly forbidden to use amusement facilities and equipment that have exceeded the safety period for passenger operation. 6.7.4 In case of bad weather or mechanical failure of amusement and recreational facilities, emergency and response measures must be in place. When the business is suspended, an announcement should be made to the public. 6.7.5 Equip security personnel to maintain the order of amusement parks (fields) and stop public security disputes. 6.7.6 All employees of amusement parks (fields) must undergo fire alarm rehearsal training and mechanical hazard elimination training, and be proficient in relevant emergency handling measures. 7 Safety operation requirements
7.1 Basic requirements for daily operation of amusement machines and amusement facilities 7.1.1 Safety inspections must be carried out before daily operation. The inspection contents are shown in Appendix A (Standard Appendix) Table A1 requirements. 7.1.2 The machine must be tested for at least two times before operation. Only after confirming that everything is normal can it be started for operation. 7.1.3 Safety operation requirements during business operation:
7.1.3.1 Introduce the rules of amusement, operation methods of amusement machines and relevant precautions to tourists in detail. Tourists who do not meet the requirements for riding amusement machines are not allowed to participate in amusement activities.
7.1.3.2 Guide tourists to correctly sit in the high-altitude rotating amusement machines. Overloading is strictly prohibited. No partial loading is allowed. Safety belts are fastened. 7.1.3.3 Maintain the order of amusement and entertainment, dissuade tourists from staying away from safety fences, and keep order on and off the amusement machines. 7.1.3.4 Ring a bell before starting the machine, and only start the machine when it is confirmed that there is no danger. 7.1.3.5 When the amusement machine is in operation, operators are strictly prohibited from leaving their posts without authorization. 7.1.3.6 Pay close attention to the dynamics of tourists and stop unsafe behaviors of individual tourists in time. 7.1.4 Safety inspection after opening:
7.1.4.1 Arrange, clean and inspect all loads, auxiliary equipment and amusement venues to ensure that they are neat and orderly, clean and free of safety hazards. 7.1.4.2 Keep a record of the operation of the amusement equipment on the day. 7.2 Amusement machines and amusement facilities should be regularly repaired and maintained, and safety inspections should be carried out. Safety inspections are divided into weekly, monthly, semi-annual and annual inspections. The inspection content is shown in Appendix A (Appendix to the standard). 7.3 Safety measures for water world
7.3.1 The "Amusement Rules" of various water amusement projects should be announced in obvious locations, and broadcasts should be repeatedly publicized to remind tourists to pay attention to safety and prevent accidents.

7.3.2 There should be obvious warning signs for tourists to pay attention to parts prone to danger. 7.3.3 Each water recreation project should have a monitoring station with dedicated personnel on duty. The number and location of the monitoring stations should be able to clearly see the scope of the entire pool. 7.3.4 Sufficient lifeguards should be equipped as required. Lifeguards must comply with the regulations of the relevant departments, undergo special training, master lifesaving knowledge and skills, and hold certificates before taking up their posts.
7.3.5 The ground within the water world should be free of stagnant water, broken glass and other sharp objects. 7.3.6 Report weather changes to tourists at any time. Set up safe places for tourists to shelter from wind and rain or have other protective measures. 7.3.7 All employees should be familiar with various areas and places in the venue and have basic knowledge and skills for emergency rescue. 7.3.8 Set up a duty room and staff on duty.
7.3.9 Set up a medical room and staff it with doctors with medical qualifications above and trained medical staff and first aid facilities. 7.3.10 Use chemicals safely.

8 Service quality requirements
8.1 Basic requirements

8.2.1 The services of amusement machines, amusement facilities, water amusement facilities and water worlds should meet the requirements of Articles 7.1 and 7.3. 8.2.2 During the service, the dynamics of tourists should be observed at all times, and tourists should be guided to play safely at any time. 8.2.3 Help tourists solve difficulties as much as possible. 8.3 Ticketing services

8.3.1 Ticket sellers should be familiar with the prices and usage of various tickets. 8.3.2 Tickets should be sold quickly and accurately, and the error rate should not exceed 0.5%. 8.3.3 Establish a registration system for important guests and group guests and promptly transmit information and special service requirements to relevant departments. 8.4 Gate Service
8.4.1 Gate services should be set up at the entrances and exits of the amusement park (venue) and the main entertainment venues and other service venues in the amusement park (venue), such as theaters, dance halls, clubs, bars, teahouses, and game rooms, to receive and clear tourists and ensure unimpeded access. During the peak period of tourist entry, additional on-site staff should be added to assist the gate work. 8.4.2 The gate staff on duty should be familiar with the use of various tickets stipulated in this amusement park (venue), quickly and accurately check and accept tickets; actively and correctly guide group tourists to enter the venue in order.

8.5 Inquiry Service
8.5.1 Keep abreast of the latest developments in the amusement park and accurately answer tourists' inquiries. 8.5.2 Stand up when receiving inquiries. When receiving telephone inquiries, the ring should not exceed three times and the name of the unit should be announced first. 8.6 Broadcasting service
8.6.1 Broadcasts should be broadcast in Mandarin and foreign languages. When broadcasting in local languages, the broadcast content should be replayed using Jiangtong. 8.6.2 The broadcast should be clear, uniform and accurate. 8.6.3 The broadcast content (including the music and songs played) should be healthy. 8.6.4 Broadcast missing person notices and missing items notices for tourists. 8.7 Luggage storage service
8.7.1 When receiving luggage items handed over by tourists for storage, the luggage custodian should ensure that there are no dangerous goods such as flammable, explosive, toxic or other prohibited items.
When receiving and sending luggage, the identity documents of tourists should be carefully checked and registration should be done well. 8.7.2 1

8.8.1 The business hours of restaurants and catering service outlets should be adapted to the opening hours of the amusement park (field). 8.8.2 Food hygiene should meet the requirements of Article 9.12. 8.9 Tourism shopping services
8.9.1 The kitchen windows and counters of tourist shopping malls (stores) and kiosks are reasonably laid out, and the displays are both artistic and convenient for tourists to choose and buy. 8.9.2 Service personnel should be familiar with and understand the performance, origin and characteristics of the goods being promoted, actively and enthusiastically introduce the goods to tourists, answer questions during service, and try their best to meet the requirements of tourists. 8.9.3 Ensure that the quality of beverages, tea, goods, handicrafts and tourist souvenirs sold is up to standard. Do not sell fake and inferior goods, do not defraud tourists, and clearly mark prices.
8.9.4 The hygiene of shopping malls (stores) and kiosks should meet the requirements of Article 9.13. 8.10 Cultural and entertainment services
8.10.1 Cultural and entertainment projects are rich in national and local characteristics. 8.10.2 Based on local natural and cultural resources, develop folk festivals and cultural performances to provide tourists with healthy entertainment, leisure and fitness activities.
8.10.3 The content of cultural and entertainment activities is civilized and healthy, suitable for national conditions and in line with ethics.
