1 Scope
GB/T 39418 specifies the classification method of storm surge intensity grade, high tide level super warning grade and storm surge disaster grade.
GB/T 39418 is applicable to storm surge forecast, storm surge assessment, related information release and other work.

3 Terms and definitions
The terms and definitions defined in GB/T 15920-2010 and GB/T 17839-2011 and the following terms and definitions apply to this document.

Storm surge
The local sea surface oscillation or non-periodic abnormal rise (lowering) phenomenon caused by strong winds and sudden changes in air pressure accompanying the passage of storms such as tropical cyclones, extratropical weather systems, and marine squall lines.
Note: The local sea surface oscillation or non-periodic abnormal rise phenomenon in storm surge is called storm surge, or simply surge; the local sea surface oscillation or non-periodic abnormal lowering phenomenon in storm surge is called storm reduction, or simply reduction.

peak surge
The maximum value of hourly surge during a storm surge, also known as the maximum storm surge.

warning tidal level
A tidal level threshold. When the tidal level reaches this threshold, the coast may be in danger and must be on alert to prevent tidal disasters.

Hazard degree of storm surge
The potential degree of disaster caused by storm surge, the value of which is calculated and divided by storm surge intensity and high tide level exceeding warning level.
This standard specifies the division method of storm surge intensity level, high tide level exceeding warning level and storm surge hazard level. This standard is applicable to storm surge forecast, storm surge assessment, related information release and other work.

The phenomenon of local sea surface oscillation or non-periodic abnormal rise (lowering) caused by strong winds and sudden changes in air pressure accompanying the passage of tropical cyclones, temperate weather systems, sea-trails, etc. Note: The phenomenon of local sea level oscillation or non-periodic abnormal rise in storm surge is called storm surge, or surge for short; the phenomenon of local sea level oscillation or non-periodic abnormal decrease in storm surge is called storm reduction, or reduction for short. 4 Level division
4.1 Division principle
The division of storm surge level (storm surge intensity level, high tide level super warning degree level and storm surge hazard level) follows the principles of scientificity, rationality and applicability.
Storm surge intensity level
Based on the maximum storm surge, the storm surge intensity is divided into five levels: extra strong, strong, relatively strong, medium and general, corresponding to levels I, II, III, IV and V, respectively, as shown in Table 1.
