This regulation specifies the safety requirements for the design, manufacture, use and maintenance of construction winches. GB13329—91
This regulation applies to construction winches driven by electric motors (hereinafter referred to as winches) used in construction and installation projects. Winches driven by other power sources may also be implemented as a reference. This regulation does not apply to lifting equipment where all or part of the load is personnel. 2 Reference standards

3.1 Materials
The mechanical properties and chemical composition of the materials used for winch parts shall comply with the provisions of relevant national standards and shall be produced according to the materials specified in the drawings. The materials entering the factory shall be inspected and those that do not meet the requirements shall not be used. 3.2 Connection
3.2.1 Welded connection
The weld must comply with the provisions of JJ12.3. The welds of the main load-bearing components must be quality checked according to the design requirements. 3.2.2 Rivet and bolt connections
3.2.2.1 Rivet and bolt connections should comply with the provisions of GB3811. 3.2.2.2 When high-strength bolts are used for connection, they should be processed according to the design technical requirements and tightened with special tools. 3.3 Controls
3.3.1 Controls used in routine operations should be installed in places that are convenient for the driver to operate. 3.3.2 When setting controls, consider keeping the driver's operating position as far away as possible from the shaded area in Figure 1. b. When rope clamps are used for fixing, the number of rope clamps is related to the diameter of the wire rope, see Table 3. The number of working rope clamps shall not be less than 3, and a safety rope clamp shall be added at the tail end. The spacing between rope clamps shall not be less than 6 times the diameter of the wire rope, and the distance between the rope head and the safety rope clamp shall not be less than 140mm, and they shall be tied with fine steel wire. The rope clamp saddle is placed on the side of the wire rope that is subjected to force during operation, and the U-bolt is buckled at the tail end of the wire rope. The performance of the wire rope should be prevented from being reduced due to damage, corrosion or other physical and chemical conditions; when cutting the wire rope, measures should be taken to prevent the rope strands from spreading;>37~40
When installing the wire rope, it should not be dragged in unclean places, nor should it be wrapped around other objects; when pulling the wire rope out from the drum or wire rope roll, measures should be taken to prevent the wire rope from being damaged, tangled, bent and tangled. The wire rope should be protected from scratches, grinding, rolling and excessive bending; d. The wire rope should be well lubricated. The lubrication cycle should be determined according to the usage and lubrication should be done regularly. When lubricating, special attention should be paid to the area in contact with the pulley and other parts that are difficult to inspect and repair. The lubricant should meet the requirements of the rope and should not affect the appearance inspection. 3.5.6 The inspection and scrapping of wire ropes shall comply with the provisions of GB5972. 3.6 Drum
The pitch diameter of the drum should not be less than 19 times the nominal diameter of the wire rope used. 3.6.2
The distance from the outer periphery of the drum edge to the outermost wire rope should not be less than 1.5 times the diameter of the wire rope. 3.6.3
The drum should be scrapped if any of the following conditions occur: cracks or edge damage;

3.7 Brakes and Clutches
3.7.1 The winch shall be equipped with at least one brake. 3.7.2 The braking torque of the brake shall be greater than 1.5 times the static torque of the wire rope at rated tension. 3.7.3 The brake controlled by power must be normally closed. 3.7.4 After assembly, the distribution area of ​​the contact spots between the brake friction pad and the working surface of the brake wheel and the two engaging surfaces of the clutch shall not be less than 80% of the theoretical contact area.
3.7.5 When the clutch is in the released state, the two engaging surfaces shall be able to be completely separated. 3.7.6
Replacement and adjustment of brake and clutch parts: any part should be replaced immediately if cracks appear. b.
Brake friction pads should be replaced when the wear reaches 50% of the original pad thickness; c.

3.8.3Each part of the gear coupling shall be scrapped if any of the following conditions occur: a.

When the tooth thickness wear reaches 15% of the original tooth thickness.
Other types of couplings shall also be scrapped or replaced if similar conditions occur. 3.9 Transmission gear
Transmission gears shall be scrapped when any of the following conditions occur: a. Cracks,
b. Broken teeth;
When pitting of the tooth surface reaches 30% of the meshing surface and the depth reaches 10% of the original tooth thickness; c.
d. When the percentage of tooth thickness wear to the original tooth thickness reaches the following values: 10% (first-stage meshing) and 20% (other-stage meshing) for closed gear transmission; 30% for open gear transmission.
4 Safety protection device
4.1 Exposed moving parts on the winch, such as open gears, couplings, pulleys, etc., shall be equipped with protective covers when accidents may occur under normal operating conditions.
4.2 A rain shelter shall be installed for winches working outdoors, and the installation of the rain shelter shall not affect the driver's operation and inspection. 4.3 When the winch is used to lift heavy objects, an overtravel limit switch shall be installed. 4.4 Other devices, such as overload protection, overspeed protection, and lowering overtravel limit switch, should be considered as appropriate according to the construction situation. 5 Electrical system
5.1 General requirements

5.1.1 Electrical control equipment and components should be installed in the cabinet (box), and the electrical cabinet (box) should have a door lock. 5.1.2 The metal structure of the winch and the metal shell, pipe trough, and cable metal sheath of the electrical equipment should be grounded. 5.3 Electrical protection
5.3.1 A main isolating switch with a fuse should be installed at the line inlet of the winch, or other isolation measures should be taken. 5.3.2 The winch should be equipped with an emergency power-off switch that can quickly cut off the main control power supply in an emergency, and installed in a place where the driver can operate conveniently.
5.3.3 The winch should be equipped with short-circuit and over-current protection, pressure loss protection, and zero-position protection. 5.3.4 The remote-controlled winch must have facilities to ensure that the winch stops moving when the control signal fails. 6 Use
6.1 Driver
6.1.1 The winch should be operated by the following personnel: a driver who has passed the examination;
b. Trainees under the direct guidance of the driver;

6.2.5 The installation of the winch should ensure that there is no displacement or obvious vibration of the body during operation. 6.3 Operation requirements
6.3.1 Before starting the machine, check the brake performance, wire rope joints, various fasteners and the installation of the machine body. If any abnormal situation is found, it should be eliminated immediately.
6.3.2 The winch shall not be overloaded.
6.3.3 Since the rated tension of the wire rope is the maximum static tension of the reference layer, when the wire rope is wound beyond the reference layer, it should be carried out according to the provisions in the instruction manual.
6.3.4 When the power is suddenly cut off during work, the controller handle or button should be placed at zero position. If the wire rope is in a tensioned state, the driver shall not leave the operating position.
6.3.5 The operation shall be carried out according to the command signal, but the emergency stop signal shall be executed immediately regardless of who issues it. 6.3.6
After work, the wire rope is in a relaxed state, the power supply is cut off, and the power switch is closed. Records should be made when changing shifts, and the driver who takes over must be notified if there is any fault that has not been eliminated. The winch shall not be used to transport personnel.
It is strictly forbidden to use human power to open the electric control brake to achieve slipping. 7 Inspection and maintenance

7.4 Regular inspection The inspection cycle shall be determined according to the heavy workload and harsh environment of the winch, but shall not be less than once a month. The inspection content includes the following items and a judgment shall be made on whether the fault constitutes a hazard: a. Any damage and destruction that can be observed during operation and may occur within the inspection cycle b. 6.2.5 The installation of the winch should ensure that there is no displacement or obvious vibration of the body during operation. 6.3 Operation requirements
6.3.1 Before starting the machine, check the brake performance, wire rope joints, various fasteners and the installation of the machine body. If any abnormal situation is found, it should be eliminated immediately.
6.3.2 The winch shall not be overloaded.

The wear, deformation, cracks and corrosion of parts; c.
