The title of the English navigation warning document is "Navigation Warning" Issuing date:
When transmitted by telex, the title is "NAVIGATIONAL WARNINGS". 3.3.2 Serial number
The "serial number" is uniformly arranged by the drafter. Serial number:
Date of delivery:
When the navigation warning document is transmitted by telex, the drafter shall also add an "identification code" (stamp) in front of the "serial number"
No matter how the coastal radio station receives the navigation warning document, the broadcaster shall separately compile a "radio serial number" that is not related to the drafter after receiving it.
3.3.3 Level
According to the relevant provisions of the "Regulations on the Administration of Maritime Navigation Warnings and Navigation Notices of the People's Republic of China" approved and promulgated by the State Council, the English navigation warning level is divided into three levels: "ROUTINE", "IMPORTANT" and "VITAL". 3.3.4 Broadcasting station
“A broadcasting station is a station that broadcasts navigation warnings and is indicated by the Chinese name of the city where it is located. 3.3.5 Broadcasting days
“Broadcasting days” refers to the initial number of consecutive broadcast days and is indicated in Arabic numerals. 3.3.6 Delivery time
The delivery time adopts Coordinated Universal Time and is indicated in the order of “day, hour, minute, month, year.” Among them, “day, hour, minute” are each indicated by two (six) Arabic numerals, suffixed with the English letters “UTC”, “month” is indicated by three capital English letters abbreviation; “year” is indicated by the last two Arabic numerals of the year. For example: “Delivered at 0200 hours, January 1, 1995, Beijing time” should be filled in as \311800UTCDEC94\. 3.3.7 Message
GB17577.21998
Drafters should write messages in accordance with the principles of accuracy, simplicity and clarity, using the standard format and the vocabulary, sentence patterns and idioms specified in this standard. The drafted messages should be able to provide the public with sufficient safety navigation information with the most concise words and as few bytes as possible. 3.3.8 Seal

When the navigation warning station transmits navigation warning documents to the coast station by telex, the drafter's signature is represented by "operator code". 3.3.10 Reviewer
The navigation warning document shall be signed by the reviewer before it is sent out by hand or by fax: when it is sent by telex, the reviewer shall sign on the manuscript.
3.3.11 Issuing date
The navigation warning document shall indicate the issuing date before it is sent out; when it is sent by telex, the issuing date shall be written on the manuscript. 4 Structure of English navigation warning message
The structure of the message is as follows:
Basic content
Main body + location + main statement + time + supplement
The message should be sufficient to indicate what event occurred (or will occur) at what location and time. If necessary, a brief suggestion can be made to the navigator.
The core content of the navigation warning message is: "event" + "location". 4.1 Numbering
4.1.1 The numbering consists of: "identification code" and "sequence number". 4.1.1.1 Identification Code
The identification codes used by China's coastal navigation warning stations when issuing English navigation warnings are shown in Table 1. Table 1

4.1.2 When the number of a navigational warning mentioned in the message is the number of a navigational warning in another year, "/" and the year shall be added after the number to avoid confusion with the navigational warning with the same serial number in the same year. 4.1.3 Each navigational warning station shall strictly use its own identification code and number them in sequence to prevent the misuse of identification code and repeated use of the same serial number.
4.2 Area
4.2.1 "Area" means a rough range on the sea. In order to facilitate navigation personnel to mark on the chart, the drafter may indicate "area" in the message. If the drafter estimates that the location to be notified is in the sea area familiar to the public, this content can be omitted. 4.2.2 Area expression style and examples:
a)... SEA (XX Sea);
such as: EAST CHINA SEA (East China Sea). b) SEAPART (X× Sea × X Part);
such as: BOHAI SEA WESTERN PART (Western Bohai Sea). c) *\JIANG (RIVER) (×X River); such as: CHANGJIANG (Yangtze River).
d) · JIANG KOU (RIVER MOUTH) (×× River Mouth or ×× River Mouth); such as: ZHUJIANG KOU (Pearl River Mouth). e)... HARBOUR (XX port);
such as: TIANJIN HARBOUR. f) BAY(XX Bay);
such as: BEIBU BAY.
g)*.. CHANNEL(XX waterway);
such as: CHANGJIANGKOUSOUTH CHANNEL. h) STRAIT(XX Strait);
such as: QIONGZHOU STRAIT. 4.3 Issuing unit
“Issuing unit” is: “full place name” + “port supervision” English abbreviation. For example: TIANJINH.SA(Tianjin Port Supervision); SHANGHAI HSA (Shanghai Harbour Supervision Bureau). 4.4 Basic Content
The structure of the basic content of the message is: "Main body" + "Location" + "Main statement" + "Time" + "Supplement". 4.4.1 Main body
"Main body" refers to the part emphasized in the navigation warning message, that is, things that have a direct impact on the navigation and operation safety of the ship, such as: aids to navigation; underwater obstacles; floating objects on the surface (water); offshore operations; heavy towing; maritime rescue; military exercises; shooting; launching and recovering spacecraft; temporary demarcation of various prohibited navigation areas and other matters that the competent authority believes are harmful to navigation. , other information that affects operational safety, etc. Each navigation warning can only have one "subject". 4.4.2 Location
4.4.2.1 "Location" refers to a geographical location that can be plotted, which can be a point or a body of water with a certain area. When the subject is a fixed facility or object, the "location" can be incorporated into the "subject". For radio navigation systems, if the message does not involve changes in its position, the "location" can usually be omitted.
4.4.2.2 Expression of location
a) Expressed in geographic coordinates (i.e. longitude and latitude); GB 17577. 2 - 1998wwW.bzxz.Net
For example: INNE" (where longitude and latitude are directly marked after the subject) means that the subject is located at north latitude and east longitude. The expression of longitude and latitude is DD-MM.mmN, DDD-MM.mmE, where DD” and *DDD\ are degrees, and “MM.mm” is the integer and decimal places of minutes. When accuracy to “whole minute” is required, write \MM”; when accuracy to one decimal place after minute is required, “minute” is written as \MM.m\, and when accuracy to two decimal places after minute is required, “minute\ is written as \MM.mm”. Latitude and longitude should use the same accuracy. b) Polar coordinates (i.e. true azimuth and distance relative to significant objects) are used for expression: such as ·IN --- DEGREES MILES FROM - (N ·E). means that the subject is at ×× azimuth of north latitude and east longitude, at a distance of .mile. ·INMILESOF
means that the subject is nmmile in the ×× direction of ××. c) The generalization method is used to indicate the approximate position: such as: IN VICINITY OF
means that the subject is near ×× location.
For example: NEAR BY THE LINE JOINING **-N *E AND **-N +-E. means that the subject is near the line connecting N.E. and N.E. d) Use the generalization method to indicate the scope; for example; IN AREA BOUNDED BY ...N..E,-NE,AND NE means that the subject is within the range formed by the line connecting N.E., N.E. and N.E. For example: IN AREA WITHIN . MILE(S) RADIUS OF..-N ..-E. means that the subject is within the range with N.E. as the center and n mile as the radius. For example, ON LINES JOINING .N ..E..N ..E, AND N ..E. means that the subject is on the line connecting N.E., N.E. and N.E. For example: IN AREA BETWEEN .N,...N AND ..-E, E. means that the subject is located within the waters between .N and .N and ..-E and ..-E. 4.4.2.3 When polar coordinates and the outline method are used to indicate the position, the reference object used should be a landmark that is easy to find on the nautical chart. In order to facilitate navigation personnel to find, the longitude and latitude of the selected reference object should be marked after its name. However, when the navigation mark listed on the navigation mark table is used as a reference object, it is not necessary to mark the longitude and latitude after it.
4.4.2.4 The names of "places" involved should be based on the newly published nautical books and materials by the nautical chart publishing agency of the People's Republic of China. 4.4.3 Main narrative
The "main narrative" is a description of the status and main situation of the subject of the event. Youshu For the convenience of narration, the "place" and "main narrative" can be combined. 4.4.4 Time
4.4.4.1 The time in English navigation warning messages shall adopt "Coordinated Universal Time". 4.4.4.2 The order of expressing time is: DDHHMMUTCMoMoMoYY. Among them, "DD" is "day", "HH" is "hour", "MM" is "minute", "UTC" is the English abbreviation of Coordinated Universal Time, and "MoMoMo" is the English abbreviation of month. "YY" is the last two digits of the year.
4.4.4.3 The expression method of time is:
n) ON DD MoMoMo
For example: ON05FEB (February 5).
b) ON DD MOMoMo YY
For example: ON05FEB95 (February 5, 95). 229
GB 17577.2—1998
c) AT DDHHMMUTC MoMoMo YY
For example: AT051030UTCFEB95 (at 1830 Beijing time on February 5, 95)d) FROM DD MoMoMo
For example: FROM05FEB (from February 5). e) FROM DD MoMoMo YY
For example: FROM05FEB95 (from February 5, 95). f) FROM DDHHMMUTC MoMoMo YY
For example: FROM051030UTCFEB95 (from 1830 Beijing time on February 5, 95). g) FROM DD MoMoMo TO DD MoMoMoFor example: FROM05FEBTO05MAR (from February 5 to March 5). h) FROM DDHHMMUTC MoMoMo TO DDHHMMUTC MoMoMo, such as: FROM 050000UTC FEB TO 050000UTC MAR (from 0800 hours on February 5 to 0800 hours on March 5, Beijing time). i) HHMMUTC TO HHMMUTC DAILY FROM DD TO DD MoMoMo, such as: 0000UTC TO 1000UTC DAILY FROM 05 TO 15 FEB (from 0800 hours to 1800 hours every day from February 5 to 15, Beijing time). 4.4.4.4 If the validity period is within the same day, only one date will appear in the message; if the validity period is within the current month, only one month will appear in the message; if the validity period spans multiple months, the months must be indicated separately; if the validity period is within the current year, the year can be omitted; if it spans multiple years, the year must be indicated. 4.4.5 Supplement
4.4.5.1 “Supplement” refers to the supplementary description of some important details that cannot be fully expressed in the “main statement”, such as the suggestions made by the competent authorities to the navigators and the validity period of the warning.
4.4.5.2 The supplementary description of “the validity period of the warning” is generally expressed as “cancel the warning”, and its format is as follows: a) CANCEL THIS MESSAGE DDHHMMUTC MoMoMo (This warning is canceled on the date of month, month, hour and minute)
b) CANCEL ·\- AND THIS MESSAGE (Cancel No. ××× and this warning)
c) CANCEL ….
(Cancel No. ××× warning)
4.4.5.3 If the telegram does not state the cancellation time, the cancellation time is usually 1 hour after the main body disappears or the project is completed; if the telegram only indicates the date, the cancellation time is usually 2400 hours on the date. 4.4.6 Navigation warnings can be cancelled by special messages. The message used to cancel the issued navigation warning should briefly state the reason for canceling the warning. Its expression format is shown in the following example:
Example: SH-.- CANCEL ..- SURVEY COMPLETED. SHANGHAI HS A Warning No. SH, cancellation of No. ××× warning, survey completed. Shanghai Port Supervision. 4.4.7 If a navigation notice is issued due to a long validity period, or a warning with the same content has been issued at the same time, a warning should be issued in time to cancel it. 5 The terms, sentence patterns and examples of English navigation warning messages are divided into six categories and eleven types according to the category of the subject. This standard focuses on regulating the "basic content" in the structure of navigation warning messages. 230
GB 17577. 2 - 1998
The terms in the “Main Statement” and “Supplementary” columns in each table can be selected and matched according to the content of the navigation warning message. You can also make multiple or multiple selections for the terms in the “Supplementary” column.
