This part of GB/T 2828 specifies general skip-lot sampling procedures for acceptance inspection by attributes. The purpose of these procedures is to provide a way to reduce the amount of inspection for high-quality products submitted by suppliers with a satisfactory quality assurance system and effective quality control. The reduction in the amount of inspection is achieved by randomly determining with a specified probability whether the batch submitted for inspection can be accepted without inspection. These procedures extend the principle of random selection of sample units used in GB/T 2828.1 to random selection of batches. This part is Part 3 of GB/T 2828.
This part of GB/T2828 is equivalent to the international standard ISO2859-3:2005 "Sampling inspection procedures for attributes Part 3: Skip lot sampling procedures", and the following corrections are made to ISO2859-3:2005:
--- 6.3.4 Example 3 corrects 14 batches accepted after inspection to 11 batches accepted after inspection.
This part replaces GB/T13263-1991 "Sampling inspection procedures for skip lot attributes". Compared with GB/T 13263-1991, the changes in the technical content of this part mainly include:
--- Cancelled the service items, data or records, management procedures, etc. in the scope of application;
--- Made more detailed provisions on the restrictions of the GB/T 2828.1 sampling plan used, and allowed the use of multiple sampling plans with the first acceptance number as a numerical value (not #);
--- Introduced the concept of qualification score, which is used to determine the relevant qualification appraisal, change of skip inspection frequency, skip inspection interruption, disqualification and requalification, etc., to replace the requirements of Table 1 and Table 2 of GB/T 13263-1991 on the minimum cumulative sample size and judgment number in the acceptance batch;
--- Changed the "if the requalification fails within 10 batches, the product will be disqualified from skipping the batch" to "if the requalification fails within 6 batches, the product will be disqualified from skipping the batch";
--- Added Appendix A and Appendix B.

GB/T 2828.3—2008/ISO 2859-3:20054.1 Skip lot inspection is only used when both the supplier and the product are qualified for skip inspection. The requirements for these qualifications are given in Clause 5. NOTE: The skip lot sampling procedure specified in this part is different from the skip lot sampling plan of Dxdge, see reference L1], [2] and [3]. 4.2 This part is a supplement to the sampling system of GB/T 2828.1 and should be used in conjunction with GB/T 2828.1. Unless otherwise specified in this part, all clauses of GB/T 2828.1 are applicable. ISO 2859-10 provides useful information for the application of the GB/T 2828 series of standards. 4.3 The skip lot sampling procedure specified in this part is only applicable to continuous batch series and not to batch batches. All batches in the continuous batch series are expected to have similar quality, and there is reason to believe that the uninspected batches have the same quality as the inspected batches. 4.4 If skip lot sampling is more cost-effective, skip lot sampling can be used instead of relaxed inspection (see 9.2 and Appendix C), but its application and transfer rules are different from the relaxed inspection in GB/T 2828.1. 4.5 There are some restrictions when using the skip lot sampling procedure (see 9.1). 4.6 When different acceptance quality limits (AQL) are specified for two or more nonconforming categories or classes, special care should be taken to ensure that the standard is used correctly (see 5.2.2 to 6.6 and 10.2). 4.7 Inspection may be carried out at either the supplier or the purchaser, or at any stage in the production process. 4.8 Since each product has its own environment and characteristics, a number of optional requirements are provided to the supplier and the responsible department to meet these specific conditions. The choice of these and the specific design results should be recorded in the document. 4.9 With the consent of the purchaser, this standard may be referenced in the purchase contract, inspection procedure or other contract documents. 4.10 The "responsible department" and "inspection body" shall be specified in the above documents. This standard assumes that batch inspection and qualification are performed by an independent third party inspection body, but the purchaser may perform them. In certain specific circumstances, the term "inspector (such as the purchaser's representative)" or "assessment team" shall be used instead of "inspection body". 5 Qualification of suppliers and products
5.1 Qualification of suppliers
5.1.1 Requirements for supplier qualifications
Requirements for supplier qualifications are as follows:
The supplier shall have established and kept up to date with documents for controlling product quality and design changes. The documents shall include records of inspections and inspection results for each ay
batch of products produced by the supplier. b) The supplier shall have a system that can detect and correct deviations in quality levels and monitor process changes that may have an adverse effect on quality. The supplier's personnel responsible for the system shall have a clear understanding of the standards, systems and procedures to be followed. The supplier has not made any changes that have an adverse effect on product quality. e
5.1.2 Assessment of supplier qualifications
Organize an assessment team to be responsible for the assessment of supplier qualifications. When the assessment is undertaken by the inspection body, Chapter 8 gives a typical example of the inspection tasks and responsibilities of the assessment team. When the purchaser is responsible for the supplier's qualification assessment, the responsibilities of the assessment team are similar to those when the assessment is undertaken by the inspection body. If the supplier has been qualified for another similar product, the responsible department shall take this fact into account when deciding to what extent additional assessment of the supplier's qualifications should be carried out.
The responsible department shall decide whether the supplier is qualified for skip batch inspection after reviewing the assessment results (see 8.2). The supplier's assessment and registration of the product category to which the product belongs in accordance with the third-party assessment standard GB/T19001 should be taken into account when deciding the applicability of skip batch inspection.
5.1.3 Review of supplier qualifications
The supplier's qualifications should be reviewed regularly. The review period shall be agreed upon by the supplier and the responsible department. The purpose of the review is to confirm whether the supplier can still understand and follow the quality control procedures.
GB/T 2828.3—2008/IS0 2859-3:2005The review method is similar to the assessment method and can be simplified to one inspector replacing the assessment team to complete it. 5.2 Product Qualification
5.2.1 General requirements for product qualification
General requirements for product qualification are as follows:
a) The product should have a stable design.
b) The product should not have any fatal unqualified categories or unqualified categories: the set AQL should be at least 0.025 (%), and the set inspection level should be the general inspection level I, II or III (see c
GB/T 2828. 1--2003).
d) During the qualification stage, product inspection should be in the state of normal inspection, relaxed inspection or a combination of the two (see GB/T2828.1-2003). Products that have been subjected to strict inspection at any time during this stage are not eligible for skip batch inspection. c) Products should be produced in a basically continuous production state within a specified production cycle and at a specified production frequency. The minimum production period and minimum production frequency should be specified on the basis of the agreement between the supplier and the responsible department. If no minimum production cycle is specified, this value should be set to 6 months. If the production is interrupted for one day during the identification period, this period should be calculated from the resumption of production. If no minimum production frequency is specified, this value should be set to once a month, or at least one batch should be submitted every month. If the supplier and the responsible department agree, products that are essentially similar but shipped to different customers can be considered to be "basically continuously produced". I) Product quality should be maintained at AQI or better levels (see GB/T2828.1-2003) within a stable period agreed by the supplier and the responsible department. If no such period is specified, 6 months should be used as the period. 5.2.2 Special requirements for product qualification
5.2.2.1 Special requirements for product qualification are as follows: a) 10 or more batches are accepted for initial inspection in succession. The results of resubmitted batches should not be included in the "initial inspection"; b)
The qualification scores (see 5.3) in 20 consecutive batches reach or exceed 50 points: it is recommended that if the qualification stage exceeds 20 batches, only the recalculated qualification scores of the latest 20 batches should be used.
5.2.2.2 There are the following restrictions on the sampling plans that can be used: a) The sampling plan of fractional acceptance number should not be used (see Chapter 13 of GB/T2828.1--2003); b) Only multiple sampling plans with the first acceptance number as a numerical value are allowed. 5.2.3 Evaluation of product qualification
The evaluation of product qualification should not precede the evaluation of supplier qualification, but one can be carried out simultaneously. The assessment of product qualifications shall be carried out by an assessment team, or by a substitute inspector or inspection body. When the inspection body undertakes the assessment, a typical example of inspection tasks and division of responsibilities is given in Chapter 8 and Appendix A. When the purchaser undertakes the supplier's qualification assessment, the qualifications of the assessment team are similar to those when the inspection body undertakes the assessment. The responsible department shall decide whether the product is qualified for skip batch inspection after reviewing the assessment results (see 8.3). The assessment of product qualifications should be carried out frequently, even in the case where the supplier has obtained GB/T19000 quality management system certification. 5.2.4 Review of product qualifications
Product qualifications should be reviewed regularly by the supplier and the responsible department, the purpose of which is to confirm whether the product continues to comply with the quality control procedures. The review of product qualifications should be carried out at the same time as the review of supplier qualifications. The review method is similar to the assessment method, but can be simplified by using a police officer instead of the assessment team to complete it (see 8.3). 5.3 Qualification score
5.3. 1 General
Qualification score is not only used for qualification appraisal, but also for judging the change of skip inspection frequency, interruption of procedure, requalification and cancellation of qualification. The given rules apply to each state. In the case of inspection of the number of non-conforming products per hundred units, the word "non-conforming product" in the following rules should be replaced by "non-conforming". 5.3.2 Normal inspection single sampling plan
The rules for calculating the normal inspection secondary sampling rolling qualification score are as follows:..
a) Sampling plan with Ac≥3

5.4 Example of product qualification
The following is a numerical example of product qualification. Basic structure of the skip-batch sampling procedure
GB/T 2828.3—2008/ISO 2859-3:2005The first step in state 2 is to determine the initial skip-batch inspection frequency (see 6.2 and Figure 2). In state 2, the skip-batch inspection frequency can be changed from one frequency to another (see 6.3 and Figure 3).
In state 2, the skip-batch sampling may be temporarily interrupted (see 6.5) and the result is transferred to state 3 (skip-batch interruption state). In state 3, the product will be requalified under less stringent conditions (see 6.6). If it passes, it will return to state 2 (skip batch inspection state). In state 2 or state 3 (qualified for skip batch stage), the product may be disqualified for skip batch (see 6.7), thus returning to state 1 (batch inspection state). In this case, the product must be requalified in order to return to skip batch inspection. 6.2 Initial skip inspection frequency and its determination
6.2.1 Initial skip inspection frequency
