This standard is formulated based on the analysis and research of the existing classification methods and rules of many international and domestic news media, summarizing the many years of practical experience of news information classification of major domestic media organizations, drawing on and absorbing the classification methods of books and archives applicable to Chinese news information content, and starting from the actual situation and characteristics of Chinese news information. Appendix A, Appendix B, Appendix C, Appendix D, Appendix E and Appendix F of this standard are all normative appendices. This standard was proposed by Xinhua News Agency.
This standard is under the jurisdiction of the National Information Classification and Coding Standardization Technical Committee, and the Chinese New Information Classification and Coding Standard Management Group is responsible for the interpretation of this standard. The drafting units of this standard are: Xinhua News Agency, People's Daily, China National Radio, China Radio International, Economic Daily, and PLA Daily.

With the continuous development and application of information technology, mankind has entered an information society. The important signs of an information society are standardization of information processing, digitization of information storage and networking of information release. As an important part of social information, Chinese news information urgently needs to be regulated through standardized classification in order to achieve the exchange, storage, processing and sharing of news information between news industries and between news industries and the general public. Since traditional manual classification has a long cycle, high cost and low efficiency, it is impossible to adapt to the actual situation of rapid growth of information. Therefore, realizing classification automation is the only way to classify Chinese news information, and standardization is the basis of automation. So far, there is no unified new information classification standard in my country. The establishment of a unified classification standard has become a common call in the news information industry. The establishment and promotion of this standard will provide good conditions for the standardization and standardization of Chinese news information classification and for the further development and integration of Chinese news information resources. At the same time, it will also lay a good foundation for promoting and realizing the automation of Chinese news information classification. 1 Scope
Chinese News Information Classification and Code
This standard specifies the principles, methods, systems and classification codes of Chinese news information classification (GB/T20093-2006).
This standard is applicable to the classification, retrieval, identification and other aspects of Chinese news information processing and exchange business by news agencies, radio stations, television stations, magazines, online media, and information agencies. 2 Normative Reference Documents

News in Chinese
News agencies, newspapers, magazines, radio stations, television stations and online media, etc., report in Chinese on recent or ongoing facts of public interest.

Given the characteristics of news information that are comprehensive and comprehensive, and that are easy to form topics and interpenetrate, its classification needs to follow certain classification principles.
4.1 Scientificity
Politics, economy, and culture are identified as three major categories as the basis for dividing categories. The classification method that combines news themes with disciplines is adopted, and the categories at all levels are set up scientifically and reasonably, so that the classification system has the directness of the theme and the scientific nature of the discipline. 4.2 Systematicity
The classification adopts a hierarchical classification method from general to specific, from general to specific, and is systematized according to the inherent attributes or characteristics of news information. The entire classification system is composed of a main category table and a sub-category table. 4.3 Practicality
While ensuring the scientificity and logic of the classification system, some news information with large amounts of information and widespread social concern are listed as first-level categories across logical levels to meet the needs of actual use. 4.4. Simplicity
The division of each level is simple and clear. The common content is extracted by subdivision, and the subdivision structure is indicated by subdivision to reduce the length of the category table.
4.5 Qualitativeness
In the design of the first and second level categories, full consideration is given to various important areas closely related to the national economy and people's livelihood, social development, combined with the accumulated experience of decades of classification work in the news field in my country, and by monitoring relevant standards at home and abroad, to strive to make it relatively stable. 4.6 Extensibility
According to the highly dynamic characteristics of news information, an open system classification structure is adopted to reserve classification space for new things that emerge with the development of society, so that the classification system can be expanded and continued under the premise of relative stability. 5 Classification structure
5.1 Overview
This standard adopts a classification method that combines line classification and surface classification, and the main category table and subdivision table together constitute a complete classification system. The order of the categories in this standard is: political categories, codes 01-05, economic categories, codes 11-22, and cultural categories, codes 31-39. There are certain spaces between the three categories. 5.2 Main category table
The main category table is a general term for the first-level category table, the simple table and the detailed table. The first-level category table is a list composed of the first-level categories, which is called the basic category table; the simple table is a list composed of the first and second-level categories, also known as the basic category table; the detailed table is a list composed of all categories, also known as the main table. The detailed table of this standard is divided into five levels of categories from coarse to fine, including 23 first-level categories and 293 second-level categories (including 16 reference categories). There are differences in the classification level and the number of lower categories of the service-level categories, which is the embodiment of the imbalance of the development of things in news information reports. This standard respects objective reality and does not deliberately pursue formal balance. 2

In the case where subdivision is not required, the five-level categories in the detailed table can be used as the basic units of classification, and the second, third and fourth-level categories that are no longer subdivided can also be used as the basic units of classification; in the case of subdivision, the categories in the detailed table must be combined with the categories in the subdivision table to form the basic units of classification. 5.3 Subdivision table
In order to reduce the length of the main category table and increase the flexibility of use, setting up a subdivision table is an effective classification method. The subdivision table is divided into a general subdivision table attached to the category date of the detailed table and a special subdivision table attached to a specific category of the detailed table. This standard sets up general subdivision tables such as the general category subdivision table, the character subdivision table, the news information genre table, the world country (region) code table, the Chinese administrative division code table and the Chinese ethnic name code table (see Appendix A to Appendix F), as well as special subdivision tables for agricultural products, mining and industrial products, stocks, funds, securities, futures, songs, sports competitions, etc. 6 Coding method
6.1 Overview
Chinese news information classification coding follows the principle of uniqueness, that is: in the Chinese news information classification coding system, each category should have only one code, and one code only represents one category day. In view of the fact that news information is highly comprehensive and easy to cross-penetrate each other, this standard sets a large number of reference categories, but only assigns codes in one place, and reference categories are not given codes, and they are explained in the description column. Chinese news information classification coding adopts a hierarchical coding method, including the coding of the main category table and the coding of the sub-category table. 6.2 Main category table code
The main category table code uses a hierarchical code with non-fixed code positions, from 2 layers of 4 bits to 5 layers of 10 bits, represented by Arabic mathematical characters, each layer is a 2-digit sequence code, and a separator "," is added between the sequence codes of each layer. The first level code is equivalent to the first level code. The codes of the second level category and the categories below it are composed of the upper level category code plus the sequence code of this level, that is: the second level category code is composed of the first level category code and the second level code; the third level category code is composed of the second level category code and the third level code; the fourth level category code is composed of the third level category code and the fourth level code; the fifth level category code is composed of the fourth level category code and the fifth level code.
The "other" category of the second, fourth, and fifth levels is indicated by "99". "Scientific research" or "science and technology" in various categories (except 33 science and technology) is indicated by "98", and "engineering technology" is indicated by "97". 6.3 Codes in the World Country (Region) Code Table
6, 3.1 Codes in the Universal Chain Code Table
The Arabic numeral codes in the World Country (Region) Code Table refer to GB/T2659-2000 Codes for Names of Countries and Regions in the World (latest version as of the end of 2005), and add the symbol G in front of it (G is the first letter of the Chinese Pinyin for "Medical". In order to meet the needs of new reports, this table adds regional names, such as East Asia, Southeast Asia, South Asia, etc. See Appendix 1). The Chinese Administrative Division Code Table uses the Arabic numeral codes of GB/T2260-2002 Administrative Division Code of the People's Republic of China (the latest version as of the end of 2005), and adds the identification symbol D in front of it (D is the first letter of the Chinese phonetic spelling of the place name). In order to meet the needs of news reports, the table has made necessary modifications and supplements to the place names above the county level that have been changed or added since 2002, see Appendix E. The Chinese National Name Code Table uses the Arabic numeral codes of GB/T3304-1991 "Romanization and Code of the Names of Chinese Nationalities (the latest version as of the end of 2005), and adds the identification symbol M in front of it (M is the first letter of the Chinese phonetic spelling of the ethnic group), see Appendix F.

The classification code of the general category sub-table is composed of the general category identifier "+2 Arabic numerals, see Appendix A. The classification code of the character sub-table is composed of the identifier R (R is the first Chinese pinyin letter of "character") plus 2 Arabic numerals, see Appendix B,
The classification code of the news information genre table is composed of the identifier 1 (T is the first Chinese pinyin letter of "genre") plus 2 Arabic numerals, see Appendix C.
When the classification code of the general sub-table is used in combination with the main category table code, it should be placed after the main category code. 6.3.2 Special sub-table code
The classification code of the special sub-table is composed of the identifier Z (Z is the first letter of "Special" in Chinese Pinyin) plus two Arabic numerals. When used in combination with the main category table code, the classification code of the special sub-table should be placed after the main category table code. Implementation Guide
7.1 Rules for Classification Indexing
When using this standard to classify and index Chinese news information, the following general rules should be considered: The main basis for classification is the content of the news information, which has nothing to do with the subject and genre. - Correctly handle the classification of multi-theme news information; - Pay attention to understanding the category description of the detailed table when classifying; - The names of institutions, enterprises, and people listed at the end of the classification table can be classified using inter-theme indexing; - News information that needs to be subdivided or concentrated, or needs to cover topics not listed in the classification table, can be combined with relevant category codes. Countries, regions, ethnic groups, genres, etc. can be classified according to relevant sub-tables. 7.2 Use of the number grouping method
The number grouping method is applicable to the subdivision, concentration or dispersion of content-related news information. It can also be used to express categories not listed in the main table of this standard. The grouping symbol is ",".
Through grouping, some news information is subdivided. For example, the classification of "National Games Swimming Competition" is combined with "National Games" and "Swimming", that is, 39.11.07.01: 39.15.07.01. Through grouping, some news information is concentrated or dispersed, for example, the classification of "Textile Trade" is combined with "Commodity Trade" and "Textile and Clothing, Shoes and Hats Industry", that is, 19.15.11: 15.26. - Through grouping, several conceptually related categories are combined into categories not listed in the main table of this standard. For example, the classification of "anti-AIDS Chinese patent medicine" is combined with "traditional patent medicine" and "AIDS", that is, 15.18.04.01:38.1102, 14.7.3 Use of sub-classification table
7.3.1 General category sub-classification table
General category sub-classification table is applicable to the sub-classification of any first-level category in the detailed table. When using it, just add the identification symbol " together with the sub-classification code after the detailed table classification code.
7.3.2 Other general sub-classification tables
World country (region) code table, China administrative division code table, China's ethnic name code table, news information genre table, etc. are applicable to the sub-classification of any first-level category in the detailed table. When using it, just add the identification symbol together with the sub-classification code after the detailed table classification code. 7.3.3 Special sub-tables
When using various special sub-tables, just add the identifier together with the sub-table code after the detailed table classification code. 7.3.4 Special instructions
In the detailed table of this standard, some categories have special needs, and the lower categories that are alternate with the general category sub-table are set. For example, the description of "12.01.11.03 Taxation Work": tax collection and management, tax law enforcement, tax auditing, etc.
Specify the relationship and scope between categories. For example, the description of "14.15 Clothing Production": spring sowing, summer harvest, autumn and other agricultural activities are included here. Specific crop planting people 14.15.02 ~ 14.15.99 related categories. Indicate the alternation of categories. For example, the description of "Population" people 05.11 population, family planning. Indicate the subdivision method. For example, the description of "01.15.01:42 Grassroots Party Organization": first imitate 01.15.01.41 local party organizations, and then divide according to the Chinese administrative division code table. · Special situation description. Each media organization has its own characteristics and news information collection focus, and the use requirements of this standard are not consistent. For this reason, under the unified classification structure, in accordance with the requirements of 7.5.1 to 7.5.6, according to actual needs, the applicable classification details or appropriate usage standards can be formulated. 7.5.1 You can select some categories in the detailed table to formulate your own usage standards, but the categories listed in the detailed table cannot be changed. 7.5.2 Specify the scope and method of classification and sub-classification that suits your own classification needs. 7.5.3 Make a choice on the use of the sub-classification table. When selecting, it is necessary to determine which sub-tables are used and which are not; which sub-tables are used in full and which are used partially, etc. 7.5.4 The categories below the third level can be expanded and refined as needed, but the names, codes and internal descriptions of the expanded and refined categories must first be submitted to the management group of this standard, and the management group will organize relevant experts to review and approve them. 7.5.5 When formulating the usage manual, the classification system and marking system promoted by this standard must be followed. 7.5.6: Once the usage manual of each media organization is drafted, the usage manual must be submitted to the management group of this standard for filing. 8 Category table
