This standard is formulated according to the International Seed Testing Association (ISTA) International Seed Testing Procedure (199% Edition). This standard incorporates the main technical content such as species and their stability method, and equivalently adopts Part 11 of the International Seed Testing Procedure (ISA, 1999): Determination of other seeds. In addition, 29 species that are not listed in the national standards but have the most important economic value in my country but lack suitable testing methods are included. IST A. The biggest risk in agriculture is that the seeds of the varieties used cannot show their production capacity. Seed inspection is used to assess the quality of seeds before planting to minimize this risk. Seeds are often a combination of different characteristics. These characteristics are extremely important to different sectors of the seed industry, such as producers, processors, storage, operators, farmers, certification bodies, and government agencies or departments responsible for their taxation. Under the guidance of the manufacturer, the final result of the test is the value of the seed. Seeds are living products. Their condition cannot be accurately predicted like that of inanimate or non-animal products. The test methods used must be based on scientific knowledge and the experience accumulated by seed inspectors. The accuracy and specificity required are determined by the current test. The standards and methods specified in this regulation must be applicable to the seed quality assessment of international research products. Therefore, the accuracy and specificity of the test methods must be achieved. When the trade of varieties crosses national borders, it is possible that they can be inspected by inspection offices in different countries. Therefore, it is very important that all inspections adopt consistent standard methods so that accurate inspection results can be obtained within the specified range. This regulation is divided into two parts: the main body of the regulation and the appendix. The main body of the regulation describes the purpose and principles of each item, the definitions adopted, and describes the methods and procedures used. The appendix introduces the definitions and expands the procedures and methods specified in the regulation. If the results of this procedure are completed on time and a complete medical particle inspection certificate is required, the procedure must be strictly followed.
