This standard specifies the evaluation principles, evaluation methods, document evaluation, on-site evaluation, performance evaluation and grade determination requirements for agricultural product suppliers.
This standard applies to the evaluation of suppliers of planting agricultural products such as fruits, vegetables, grains and tea, and the evaluation of suppliers of other types of agricultural products can refer to this standard.

3 Terms and definitions
The terms and definitions defined in GB/T20014.1-2005 and the following terms and definitions apply to this document. For ease of use, some terms and definitions in GB/T20014.1-2005 are listed repeatedly below. 3.1
Supplier
A producer or operator or its organization that provides agricultural products to the demanders of agricultural products. Note: Including individual agricultural producers and operators, agricultural production and operation enterprises, farmers' professional cooperatives, rural collective economic organizations, family farms, etc. 3.2
Purchaser
Purchaser
An organization or individual that purchases agricultural products from suppliers under certain conditions to ensure the normal development of its own production and operation activities. Evaluation clauses should be clear, evaluation methods should be simple and easy to implement, and evaluation information should be easy to collect and organize. 5 Evaluation methods
5.1 This standard adopts the Hazard Analysis and Chain Control Point (HACCP) method to identify, evaluate and control risks related to the evaluation of agricultural product suppliers, and divides the control clauses into Level 1, Level 2 and Level 3 according to the degree of influence of agricultural product quality and safety, agricultural product supplier performance, environmental protection, personnel welfare, continuous improvement and social responsibility on the evaluation of agricultural product suppliers (see Table 1). Involving laws and regulations, clauses directly related to agricultural product quality and safety and agricultural product supplier performance are based on level 1 control points. Clauses that have a certain impact on agricultural product quality and safety and agricultural product supplier performance cover other environmental protection requirements, personnel welfare, continuous improvement requirements and social responsibility, or clauses that have little impact on agricultural product quality and safety and agricultural product supplier performance
, level 3 clauses are industry-leading, and if necessary, level 3 clauses can be upgraded to level 2 clauses or level 1 clauses. 5.2 Agricultural product suppliers applying for evaluation should submit relevant materials (see Appendix A). 5.3 The evaluation of agricultural product suppliers is divided into initial evaluation and follow-up evaluation. The initial evaluation should include document evaluation and on-site evaluation: the follow-up evaluation should include document evaluation, on-site evaluation and performance evaluation. 5.4 Agricultural product suppliers that do not meet the basic qualification requirements or have major agricultural product quality and safety accidents in the year shall not be allowed to enter the evaluation system. 6 Document evaluation
Basic qualifications
6.1.1 Business license, (national tax/local tax) tax registration certificate or tax exemption certificate, organization code certificate (except for individual agricultural production operators) and qualified agricultural product quality inspection report should be available. 6.1.2 Other relevant laws and regulations should be met. 6.1.3 Other relevant certificates to ensure the quality of agricultural products should be provided. 6.2 Quality management

Establish a sound quality management system, and form documents, maintain regular reviews, and keep market evaluation records. 7 On-site evaluation
7.1 Environmental conditions

According to risk assessment, the production base should maintain a certain distance from urban areas, industrial and mining areas, livestock farms, hospitals, manure ponds, main traffic lines, industrial pollution sources and domestic garbage dumps.
The production base should meet the following requirements and provide relevant test reports: The soil environmental quality should comply with the secondary standard in GB156182008 (special cultivation such as soilless cultivation or hydroponic cultivation, this clause is not applicable):
The water quality of farmland irrigation water should comply with the provisions of GB5084:c2
The water used for dust removal and treatment of agricultural products should comply with the provisions of GB5749: The ambient air quality should comply with the secondary standard in GB30952012. When the existing risks change or the production base is changed, the risk assessment should be carried out again. The assessment should consider the agricultural product quality and safety, employee health and environmental protection of the new base to ensure that it is suitable for agricultural production. A production base management plan should be formulated to minimize known risks, such as pollution or groundwater contamination. The analysis results should be recorded and used to determine the suitability of the proposed base. 7.2
Production management
Propagation materials
The terms and requirements for quality are shown in Table 4. Table 4

All employees who come into contact with plant protection products should undergo voluntary physical examinations every year. Establish procedures for the intervals between people re-entering the spraying area. If there is no relevant information on the label, no special requirements are required. Obvious accident handling procedures should be hung within 10m of the plant protection product warehouse. There should be corresponding facilities to deal with accidental contamination of personnel. 7.2.5

Hygiene procedures should be implemented during the harvesting process, and relevant records should be kept. Requirements
Handle the harvesting and leaving the production area. A risk assessment of health issues should be conducted during the transportation process before and after the base, and it should be reviewed and updated annually. Convenient hand washing facilities and toilets should be available near the harvest site, and the hygiene conditions should be good. 7.2.5.2

Vehicles and related equipment for transporting harvested agricultural products should be kept clean and suitable for the transportation of food raw materials to prevent the contamination of food raw materials
The measuring instruments used should be calibrated at least once a year. The control equipment (including drying, temperature control, etc.) should be maintained and cleaned according to regulations, and records should be kept (if there is no relevant equipment, this clause does not apply)
Final packaging of agricultural products at the harvesting point
The clause levels and requirements for final packaging of agricultural products at the fruit harvesting point are shown in Table 16. Table 16
All agricultural products packaged and handled directly in the field, orchard or greenhouse should be covered to avoid contamination after packaging. Documented inspection procedures and quality inspection records should be in place to ensure compliance with established quality standards. Storage of packaging materials should be protected to avoid contamination of packaging materials. Fragments, discarded agricultural products and other waste should be cleaned up promptly. Packaged agricultural products are stored at the production base and, if necessary, temperature and humidity should be controlled and recorded (if agricultural products are not stored at the production base, this clause does not apply).
Water or ice used at the harvesting point should be derived from drinking water and processed under sanitary conditions to avoid contamination of agricultural products. Agricultural product handling (if agricultural products do not require processing, this clause does not apply). 7.2.6.1 Hygiene

Cleaning agents, lubricants, etc. used by relevant facilities and equipment shall be stored in dedicated areas to avoid chemical contamination of agricultural products. Internal transportation vehicles (such as forklifts, etc.) shall be cleaned and maintained regularly to avoid exhaust gas from vehicles from contaminating agricultural products. Fragile safety lights or lighting lamps shall be equipped with protective lampshades to ensure that equipment hanging above agricultural products and other materials used for agricultural product processing are safe, and have protection or reinforcement measures to prevent the above-mentioned equipment from contaminating agricultural products when broken. Employee passages and logistics corridors (entrances) shall be set up. Appropriate changing rooms and storage cabinets may be set up at the entrances of employee passages. Measuring instruments used shall be calibrated at least once a year. 7.2.6.3 Control of animal pests

Properly guard all entrances and exits of equipment and buildings where agricultural products are stored and in contact with them to prevent the intrusion of animal pests (such as rodents and birds). Keep detailed records of animal pest inspections and necessary measures taken. According to the product categories in the table, corresponding testing instruments should be configured to carry out safety testing of agricultural products. When there is no self-testing, according to the risk assessment, the tea sensory evaluation room or other equivalent methods are equipped to meet the sensory evaluation requirements. Clearly define storage areas and mark them clearly. Waste in storage places should be stored separately from agricultural products and disposed of in a timely manner. Cleaners, lubricants and other chemicals should be stored in dedicated areas to avoid chemical contamination of agricultural products. Control physical hazards in storage areas. Fragile safety lamps or lighting should be equipped with protective lampshades. Ensure that equipment suspended above agricultural products and other materials used for agricultural product handling are safe and have protection or reinforcement measures to prevent the above equipment from being broken and contaminating agricultural products. There should be a clean and dry outdoor hardened loading area for bulk agricultural products. Vehicles transporting products should meet the conditions for loading and unloading operations, and control the transportation temperature according to the transportation temperature requirements of different agricultural products. Keep relevant records. A cleaning and maintenance plan should be formulated for related facilities and equipment, and regular cleaning and maintenance should be carried out according to the plan to avoid contamination, and cleaning and maintenance records should be kept. According to risk assessment, ensure that all factors with contamination risks in storage and transportation facilities and equipment are well protected. Inspection and testing. The clause levels and requirements for inspection and testing are shown in Table 25. Table 25. Documented inspection procedures and quality inspection records should be available to ensure compliance with the determined quality standards. According to the product categories in the table, corresponding testing instruments should be configured to carry out safety testing of agricultural products. When there is no self-testing, according to the risk assessment, the tea sensory evaluation room or other equivalent methods are equipped to meet the sensory evaluation requirements.
