3 Definitions
This standard adopts the following definitions:
All kinds of towers, balls, kettles, tanks, tanks, furnaces, drums, pipelines, containers, and basements, manholes, pits, sewers or other closed places in the chemical production area.
4 Preparation before maintenance
4.1 Before the start of equipment maintenance work, an "Equipment Maintenance Safety Operation Permit" should be obtained. The format of the "Equipment Maintenance Safety Operation Permit" is shown in Appendix A. 4.2 According to the requirements of the equipment maintenance project, an equipment maintenance plan should be formulated to implement maintenance personnel, maintenance organization, and safety measures. 4.3 The person in charge of the maintenance project shall organize the maintenance personnel to the maintenance site according to the requirements of the maintenance plan, explain the maintenance projects, tasks, and maintenance plans clearly, and implement the maintenance safety measures. 4.4 The person in charge of the maintenance project shall be fully responsible for the maintenance safety work and designate a person to be responsible for the safety work of the entire maintenance operation process. 4.5 If the equipment maintenance requires high-altitude operations, fire, earthwork, circuit breaking, hoisting, blind plate removal, and entering the equipment, etc., the corresponding safety operation permit shall be obtained in accordance with the provisions of HG23011, HG23012, HG23013, HG23014, HG23015, HG23016, and HG23017.
4.6 The cleaning, replacement, and handover of the equipment shall be the responsibility of the unit where the equipment is located. An analysis report shall be provided after the equipment is cleaned and replaced. The person in charge of the maintenance project shall work with the equipment technicians and process technicians to check and confirm that the equipment, process treatment and blind plate plugging meet the maintenance safety requirements. 5 Safety education before maintenance
5.1 Before maintenance, safety education must be conducted for the personnel participating in the maintenance work. 5.2 Safety education content:
5.2.1 Relevant maintenance safety rules and regulations that must be followed in maintenance work. 5.2.2 Unsafe factors and countermeasures that may exist or appear at the maintenance site and during the maintenance process. 5.2.3 Correct wearing and use of personal protective equipment and supplies during maintenance work. 5.2.4 Maintenance work items, tasks, maintenance plans and maintenance safety measures. 6 Safety inspection and measures before maintenance
6.1 The scaffolding, lifting machinery, electric welding tools, hand-held power tools, wrenches, pipe clamps, hammers and other tools used in maintenance work should be inspected. Any tools that do not meet the safety requirements of the operation shall not be used. 6.2 Reliable power-off measures should be taken to cut off the power supply of the electrical appliances on the equipment to be repaired, and after the start-up recheck confirms that there is no power, hang the "Do not start" safety sign at the power switch and lock it. 6.3 The gas protection equipment, fire-fighting equipment, communication equipment, lighting equipment and other equipment used in maintenance work should be inspected by a dedicated person to ensure that they are intact and reliable, and are placed reasonably.
6.4 The ladders, railings, platforms, iron counters, covers, etc. at the maintenance site should be inspected to ensure safety and reliability. 6.5 The blind plates used for maintenance should be checked one by one, and the high-voltage blind plates must be used after flaw detection. 6.6 The mobile electrical tools used for maintenance should be equipped with leakage protection devices. 6.7 For maintenance sites with corrosive media, a water source for flushing should be available. 6.8 For pits, wells, depressions, ditches, steep slopes, etc. at the maintenance site, they should be filled or covered with covers flush with the ground. Fences and warning signs can also be set up, and red warning lights should be set up at night.
6.9 The flammable and explosive items, obstacles, oil stains, ice and snow, stagnant water, waste and other debris that affect the safety of maintenance at the maintenance site should be cleaned up.
The fire escape and driving passages at the maintenance site should be checked and cleaned to ensure unobstructed access. 6.11 The workplace that needs to be maintained at night should be equipped with lighting devices of sufficient brightness. 7 Safety requirements in maintenance operations
7.1 Personnel participating in maintenance operations should wear labor protection equipment. 7.2 Personnel of each type of work in maintenance operations should comply with the provisions of the safety and technical operating procedures of this type of work. 7.3 Electrical equipment maintenance operations should comply with electrical safety work regulations. 7.4 When carrying out equipment maintenance in places where hazardous chemicals are produced and stored, the person in charge of the maintenance project should contact the shift supervisor. If abnormal conditions occur in production or materials are suddenly discharged, endangering the personal safety of maintenance personnel, the shift supervisor of production should immediately notify the maintenance personnel to stop working and quickly evacuate the workplace. After the above conditions are eliminated and safety is confirmed, the person in charge of the maintenance project can notify the maintenance personnel to re-enter the work site.
7.5 It is strictly forbidden to alter or lend the "Equipment Maintenance Safety Operation Permit", change the work content, expand the scope of work or transfer the work location. 7.6 If the approval procedures for the "Equipment Maintenance Safety Operation Permit" are incomplete, safety measures are not implemented, and the working environment does not meet safety requirements, the operator has the right to refuse to work.
8 Safety requirements after the maintenance is completed
8.1 The person in charge of the maintenance project should check with the relevant maintenance personnel whether the maintenance items are omitted and whether the tools and materials are omitted in the equipment. bZxz.net

8.2 The person in charge of the maintenance project shall, together with the equipment technicians and process technicians, check the blind plate plugging situation according to the production process requirements. 8.3 The cover plates, counter plates, handrails, railings, protective covers and other safety facilities removed for maintenance needs shall be restored to normal. 8.4 The tools used for maintenance shall be removed, and the scaffolding, temporary power supply, temporary lighting equipment, etc. shall be removed in time. 8.5 The debris and garbage on the equipment, roof and ground shall be cleaned up. 8.6 The maintenance unit shall, together with the equipment unit and relevant departments, test the equipment for pressure and leak, adjust the safety valve, instrument and interlocking device, and keep records.
8.7 The maintenance unit shall, together with the equipment unit and relevant departments, conduct single and linkage test runs on the equipment to be maintained, and accept and hand over. 9 Management of the "Equipment Maintenance Safety Operation Permit" 9.1 The "Equipment Maintenance Safety Operation Permit" shall be managed by the factory mobile department. 9.2 The unit where the equipment is located shall propose safety measures for the equipment handover and fill in the relevant columns of the "Equipment Maintenance Safety Operation Permit". 9.3 The unit responsible for the maintenance project shall propose construction safety measures and fill in the relevant columns of the "Equipment Maintenance Safety Operation Permit". 9.4 The unit where the equipment is located and the maintenance construction unit shall review the "Equipment Maintenance Safety Operation Permit" and fill in the review opinions. 9.5. The factory equipment management department shall conduct the final review and approval of the "Equipment Maintenance Safety Operation Permit". 9.6 The maintenance project responsible unit shall keep a copy of the "Equipment Maintenance Safety Operation Permit" and submit one copy to the mobile department and the unit where the equipment is located.
