This standard specifies the quality evaluation principles, evaluation index system and comprehensive evaluation method for freight transportation work of intermodal transport enterprises. This standard applies to intermodal transport enterprises of all-people and collective ownership throughout the country. 2 Principles for the evaluation of freight transportation work quality of intermodal transport enterprises 2.1 Ensuring the safe and rapid realization of the entire process of freight transportation is the core of the freight transportation work of intermodal transport enterprises. Therefore, the evaluation index system of freight transportation work quality of intermodal transport enterprises must include two parts: safety index and rapid index. 2.2 The main task of intermodal transport enterprises is to realize the contracted transportation responsible for the entire process of intermodal freight transportation. Therefore, the evaluation index of freight transportation work quality of intermodal transport enterprises should also include the proportion index of intermodal freight transportation. 2.3 The indicators included in the evaluation index system should be distinguished by different importance values in the comprehensive evaluation according to their different degrees of influence on the quality of cargo transportation work.
2.4 The evaluation of the quality of cargo transportation work of multimodal transport enterprises should be based on quantitative calculations. If necessary, it can also be supplemented by qualitative analysis of indicators such as convenience and punctuality.
3 Evaluation index system for the quality of cargo transportation work of multimodal transport enterprises 3.1 Cargo transportation safety indicators
3.1.1 Number of responsible cargo accidents
3.1.1.1 Definition of indicators
The number of cargo accidents that occurred within the responsibility period of the enterprise and for which the enterprise should bear compensation is called the number of responsible cargo accidents. 3.1.1.2 Calculation unit
The cargo handled by the multimodal transport enterprise includes the dispatched cargo, transit cargo, final cargo of the transportation business undertaken, and the cargo of the warehouse storage business undertaken. For all kinds of goods that undertake transportation business, the goods filled in one cargo waybill are considered as a batch; for goods that undertake warehouse storage business, the goods that undertake warehouse storage business are considered as a batch. The number of responsible freight accidents is calculated on a batch basis, and is counted by the responsible unit of the freight accident and accumulated within the prescribed statistical period. When a batch of goods has multiple responsible accidents, the number of accidents is counted according to the actual number of occurrences. When the same accident involves several responsible units, the number of accidents is counted for each responsible unit. 3.1.1.3 The time limit of liability of the intermodal transport enterprise for the dispatch of goods shall commence from the time when the goods are transported and moved to the intermodal transport enterprise's warehouse (freight yard or cargo storage place) or when the goods are directly received from the consignor's goods storage place, and end when the intermodal transport enterprise consigns the goods to the transportation enterprise and moves all the goods to the transportation enterprise's warehouse (freight yard) or directly loads the goods from the intermodal transport enterprise's warehouse (freight yard or cargo storage place) and completes the handover of the goods. For goods transported by the intermodal transport enterprise's means of transport, the time limit of liability shall include the transportation process of the goods, that is, when the intermodal transport enterprise transports the goods to the goods transfer place (or final destination), completes the handover to the local intermodal transport enterprise, moves the goods to the intermodal transport enterprise's warehouse (or freight yard) or delivers the goods to the consignee at the final destination. 3.1.1.4 The time limit for the intermodal transport enterprise to be responsible for the transit goods is the time when the goods are received and moved out of the warehouse (freight yard) of the transport enterprise by the transporting intermediary; or the time when the transporting intermediary directly transports the goods to the intermodal transport enterprise. The liability period starts from the time when the intermodal enterprise completes the handover and moves the goods to the warehouse (freight yard) of the transport enterprise, and ends when the intermodal enterprise consigns the goods to the transport enterprise and moves them to the warehouse (freight yard) of the transport enterprise, or directly loads the goods onto the vehicle (ship) from the warehouse (freight yard) of the intermodal enterprise, and completes the goods handover procedures. For the goods that are transported by the intermodal enterprise at the transit place, the liability period should also include the transportation process of the goods, that is, when the intermodal enterprise transports the goods to the transit place (or final destination), completes the handover to the local intermodal enterprise, moves the goods to the warehouse (or freight yard) of the intermodal enterprise, or delivers the goods to the consignee at the final destination.
3.1,1.5 The time limit of the liability of the intermodal transport enterprise for the final arrival of the goods shall be from the time when the goods are received by the delivery transport enterprise and moved out of the warehouse (cargo yard) of the transport enterprise, or when the delivery transport enterprise directly delivers the goods to the intermodal transport enterprise and moves them into the warehouse (cargo yard), to the time when the intermodal transport enterprise completes the delivery to the consignee and moves them out of the warehouse (cargo yard); or when the goods are directly delivered to the consignee at the consignee's goods storage location. 3.1.1.6 The time limit of the liability of the intermodal transport enterprise for the storage of goods in the warehouse shall be from the time when a batch of goods is moved into the warehouse of the intermodal transport enterprise, to the time when all the goods are moved out of the warehouse (cargo yard) of the intermodal transport enterprise. 3.1.1.7 Freight accidents
Fire, loss, damage, pollution, moisture damage and other cargo damage and error accidents during the transportation and storage of goods are collectively referred to as freight accidents. a. The loss of goods due to fire is fire accident; b. The goods with obvious signs of being stolen are considered a theft accident; c. The goods missing or partially missing with no obvious signs of being stolen are considered a loss accident; d. The goods in abnormal condition (cracks, deformation, abrasions, breakages, etc.) are considered a damage accident; e. The goods undergoing qualitative changes (deterioration, rot, plant death, animal death not caused by poisoning, etc.) are considered a spoilage accident; i. The goods undergoing qualitative changes due to contamination (such as polluted goods, toxic goods, radioactive goods, etc.) are considered a pollution accident; the goods suffer losses due to contamination are considered a moisture damage accident; g. Separation of goods from tickets (goods without transport documents or with transport documents without goods but the whereabouts of the goods has been confirmed), mis-transportation (mis-loading and unloading, missed loading and unloading, mis-transportation and separation of part of the goods from the entire batch of goods), mis-delivery, discrepancy in the number of pieces, discrepancy in weight, etc. are considered error accidents. 3.1.1.8 Classification of Liability Freight Accidents
According to the amount of cargo loss, liability freight accidents can be divided into five categories: major accidents, large accidents, medium accidents, ordinary accidents and minor accidents.
Major accidents have a cargo loss amount of more than 3,000 yuan, large accidents have a loss amount of 1,001 to 3,000 yuan
Medium accidents have a loss amount of 201 to 1,000 yuan:
General accidents have a loss amount of 51 to 200 yuan;
Minor accidents have a loss amount of less than 50 yuan.
Note: When classifying accidents, the following cargo loss amounts shall be discarded. 3.1.1.9 Statistics of Liability Freight Accidents
Based on the settlement date of the responsible freight accidents, the multimodal transport enterprises shall classify and count the number of major accidents, large accidents, medium accidents and ordinary accidents and the total compensation amount by month, quarter and year. The statistical report form is shown in Appendix 1. 3.1.2 Responsible freight accident rate and classification The ratio of the number of responsible freight accidents handled by an intermodal transport enterprise to the tonnage of freight handled by the intermodal transport enterprise in the same period is called the responsible freight accident rate, that is,
