National Standard of the People's Republic of China Guideline for the work of complex standardization Principles and methods Guideline for the work of complex standardizationPrinciples and methods 1 Subject matter and scope of application This standard specifies the terminology, basic principles, working procedures and methods of complex standardization. This standard is applicable to the comprehensive standardization activities of various standardization objects. 2 Terminology 2.1 Related elements Factors that affect the functional requirements or specific requirements of the comprehensive standardization object, Note: The final product and other card objects selected when carrying out comprehensive standardization activities. 2.2 Standard complex GB/T 12366.1...90 A set of standards that coordinates and optimizes the relevant indicators formed by the comprehensive standardization object and its related elements according to their internal connections or functional requirements and cooperates with each other. 2.3 Comprehensive Standardization In order to achieve the specified target, use the system analysis method: establish a standard complex and implement the standardization activities. 3 Basic principles 3.1 Treat the comprehensive standardization object and its related elements as a system to carry out standardization work. 3.2 The scope of the comprehensive standardization object and its related elements should be clear and relatively complete. 3.3 The whole process of comprehensive standardization should be planned and organized. 3.4 The overall benefit of the system (including the comprehensive benefits of technology, economy and society) is the most important standard. The local benefits are subject to the overall benefits. 3.5 The requirements of the lower level should be subject to the higher level in the standard complex. 3.6 Make full use of the existing standards. If necessary, the current standards can be revised or supplemented. 3.7 The formulation and implementation of each standard in the standard complex should be coordinated. 4 Working procedures The working procedures of comprehensive standardization are shown in the following table: Approved by the State Administration of Technology on June 18, 1990 Implementation on April 1, 1991 Preparation stage Planning stage Standard formulation stage Implementation stage 5 Preparation stage 5.1 Determine the object GB/T 12366. 1-90 Confirm the target Establish a coordination organization Determine the standard Prepare a standard complex plan Prepare a work plan Establish a standard complex Organize implementation Evaluate and accept See Article 5.1 See Article 52 See Article 6.1 See Article 6.2 See Article 7.1 See Article 7. Article 2 See Article 8.1 See Article 8.2 Select the comprehensive standardization object according to the needs of scientific and technological development and national economic construction. Before determining the comprehensive standardization object, a feasibility analysis must be carefully conducted. 5.2 Coordination Mechanism According to the comprehensive standardization object, personnel from all relevant parties shall form an authoritative coordination organization to be responsible for the coordination and organization and implementation of the standard complex. The coordination organization shall establish a strict work system, clarify responsibilities and division of labor, and Determine the target Collect data related to the comprehensive standardization object, accurately grasp its domestic and international status and development trend through analysis and comparison, and rationally determine the target that the comprehensive standardization object should achieve based on the forecast results and actual possibilities of technological and economic development, so as to fully reflect its overall optimality. 6.2 Prepare the comprehensive standardization system plan 6.2.1 Systematic analysis of the objectWww.bzxZ.net 6.2.1.1 Through the analysis of data, conduct a systematic analysis of the comprehensive standardization object, find out the various related factors that affect the determined target, and clarify the internal connection and function between the comprehensive standardization object and related key elements. 6.2.1.2 Reasonably determine the scope of the comprehensive standardization object and its related elements. 6.2.1.3 Draw a relevant system diagram of the comprehensive standardization object or give a textual description to clarify its system relationship. The diagram and text should meet the following requirements: 8 Clear hierarchy, clear primary and secondary structure, clear scope: b. The relevant elements are appropriately selected and the number is moderate. 6.2.2 Standard decomposition According to the internal connection or functional requirements of the comprehensive standardization object and its related elements, the determined standard is decomposed into its specific standard values. 6.2.2.1 The decomposed standard value should be able to ensure the realization of the determined standard. 6.2.2.2 Target value - generally should be quantified. 6.2.2.3 Adequately demonstrate various possible target decomposition schemes and select the best one. 6.2.3 Prepare a draft standard complex planning According to the results of the system analysis of the object and the target decomposition, prepare a draft standard complex planning to clarify the composition of the standard complex. 6.2.3.1 The draft standard complex plan shall include all standards that can ensure the overall best of the comprehensive standardization object. 6.2.3.2 Each standard shall be systematically processed and appropriately classified according to nature and scope to make its composition reasonable. 6.2.4 Review GB/I12366.1-90 Relevant experts shall be organized to review and approve the draft standard complex plan to form a formal standard promotion complex plan. 7 Standard formulation stage 7. 1 Work plan formulation The coordination organization shall, based on the standard composition requirements stipulated in the standard promotion complex plan, check the existing standards, determine the standards that need to be formulated and revised, and formulate a work plan. 7.1.1 Where there are existing standards that can meet the overall requirements, the existing standards shall be cited instead of formulating new standards. If they cannot meet the requirements, the existing standards shall be revised or supplementary requirements shall be proposed. If there are no corresponding standards, new standards shall be formulated. 7.1.2 According to the relationship between the standards in the standard complex plan, determine the order and time of the formulation and revision of various standards. 7.1.3 The formulation and revision tasks of various standards should be included in the formulation and revision plans of standards at all levels to ensure the coordination of the formulation and revision plans of standards at all levels. 7.1.4 In addition to specifying the names of the items for the formulation and revision of standards, the work plan should also clarify the main content and requirements of each standard, the scope of application, the relationship with other standards, the responsible units and persons in charge of the items, the participating units and participants, the start and end time, etc. 7.2 Establish a standard complex 7.2.! The coordination agency should organize the start and end of the formulation of enterprise standards according to the requirements of the work plan and establish a standard complex. 7.2.1.1 Formulate work rules to guide the activities of relevant personnel participating in the comprehensive standardization work. 7.2.7.2 Based on the overall situation, the relevant parties should cooperate closely and coordinate their actions. 7.2.1.3 The technical contents of the relevant standards should be coordinated and the implementation period should be coordinated. 7.2.1.4 The decomposed daily standards should be guaranteed in the relevant indicators of the corresponding standards. 7.2.2 According to the progress of the work, test verification shall be carried out by manufacturing prototypes or demonstration work. If the overall verification cycle is too long, partial verification can be carried out. Through test verification, the original work plan and the inappropriate contents in some standards can be appropriately adjusted. 7.2.3 After the establishment of the standard complex, the coordination organization shall summarize the work of the establishment of the standard promotion complex based on the test verification results. 8 Implementation stage 8.1 Organization and implementation 8.1.7 The relevant departments or production units shall implement the various standards in time according to the prescribed implementation time of each standard to achieve the monthly standard of comprehensive standardization. 8.1.2 After the implementation of the standard promotion complex, it shall be regularly inspected and revised. Continuously update and enrich the standard complex. A dedicated person should be designated to follow up and inspect the implementation process of the standard, record relevant data and materials during the implementation process, and provide good information feedback: 8.2 Evaluation and Acceptance Other competent departments can organize relevant units and personnel to conduct evaluation and acceptance based on the technical and economic benefits of the standard after comprehensive implementation. Additional Notes: The standard was proposed by the State Technical Supervision Bureau of Liaoning Province: This standard was drafted by the China Institute of Standardization and Information Classification and Coding, and the 78th Institute of the Ministry of Aerospace and the Liaoning Provincial Technical Supervision Bureau participated.
