1.1 Subject Content
This standard specifies the division of each stage of the implementation plan for the preparation of technical standards for the electronic industry, work content, assessment requirements and responsibilities of relevant units.
1.2 Scope of Application
This standard applies to the preparation of national standards, national military standards, professional standards (ministerial standards) and ministerial guiding technical documents in the technical standards for the electronic industry. 3 Division of implementation stages and work content
The implementation of the plan for the compilation of technical standards for the electronics industry is generally divided into four stages: preparation, drafting, submission for review and compilation for approval.
The main tasks and requirements of each stage in the implementation of the standard preparation plan are as follows: Approved by the Ministry of Electronics Industry of the People's Republic of China on November 10, 1987 and implemented on January 1, 1988
3.1 Preparation stage

After receiving the official preparation plan issued by the Ministry, the project sponsor should contact other member units of the working group in a timely manner to discuss the specific implementation schedule of the preparation work of the standard project. Then collect relevant information (foreign languages ​​must be translated) and samples, analyze domestic and foreign situations and development directions, and the user's requirements for the use of products. If necessary, targeted field research can be carried out, and on this basis, the preparation principles are formulated. After this stage is completed, a "Summary of the Preparation Stage Work" should be written. For relatively mature or relatively simple standard projects, this stage may not be an independent work stage. 3.2 Drafting stage
The main task is to draft the standard chapter (draft for comments) and its preparation instructions, and issue a request for comments. At the same time, necessary single or comprehensive test verification work should be organized as needed. 3.2.1 The draft standard (draft for comments) should be prepared on the basis of collecting data, analyzing and studying the relevant scientific research, production, use and development direction at home and abroad. The draft standard (draft for comments) should be prepared in accordance with SJ1.8 and the principles of standard compilation.
3.2.2 Prepare "compilation instructions".
Compilation instructions are records of the demonstration of the main contents of the draft standard from the technical and economic perspectives during the compilation of the draft standard at each stage, and serve as the main basis for interpreting the standard during the approval of the draft standard and the implementation of the standard after approval. There should be compilation instructions at each stage of the draft standard. The contents of the preparation instructions for each stage of the draft standard should generally include the following: 3.2.2.1 A brief work process, including the source of the task, the main collaborating units and their contributions, the main process, etc.; 3.2.2.2 The basis for determining the principles of standard preparation and the main contents of the standard (such as technical indicators, parameters, formulas, performance requirements, test methods, inspection rules, etc.) (including test and statistical data); 3.2.2.3 Comprehensive report on test verification:
3.2.2.4 Technical and economic feasibility study, expected economic effects; 3.2.2.5 The degree of adoption of international and foreign advanced standards and international , the comparison of the level of similar foreign standards, or the comparison of the instructions and data of the tested foreign sample prototypes: 3.2.2.6 The relationship with the current laws, regulations, policies and relevant basic standards; the process and basis for handling major differences of opinion: 3.2.2.7
The requirements and measures for implementing the standards (including organizational measures, technical measures, transitional measures, etc.): 3.2.2.8
3.2.2.9 The suggestions for abolishing the current relevant standards; 3.2.2.10 Other matters that should be explained, such as the reference list, the explanation of important contents, etc. If the above-mentioned Articles 3.2.2.3, 3.2.2.5 and 3.2.2.7 have more content, they can be written separately as an appendix to the preparation instructions.
3.2.3 Soliciting opinions:
Mainly soliciting opinions on some issues that have not been fully determined in the draft standard (draft for soliciting opinions) and other related issues in a more targeted manner. Form of soliciting opinions: It should be sent in a follow-up manner; if necessary, a meeting can also be held or an investigation team can be organized to conduct on-site investigations.
When sending a letter to solicit opinions, the draft standard (draft for soliciting opinions), preparation instructions and relevant materials should be sent to the relevant units together, and the deadline for soliciting opinions should be clearly specified in the letter for soliciting opinions (generally one month, up to 45 days). The units whose opinions are solicited should reply within the prescribed period, and those who do not reply will be treated as agreeing. For more important opinions, the arguments should be explained or technical and economic arguments should be put forward.
After the expiration of the solicitation of opinions, the unit responsible for drafting the standard should summarize, analyze and study the opinions collected, determine the choices, and list the "Opinion Summary Processing Table" in the format of Appendix A (Supplement). If necessary, some additional tests should be conducted on key technical issues. Then, the draft standard (draft for comments) shall be revised and supplemented, the draft standard (draft for review) shall be proposed, and the preparation instructions for the draft standard (draft for review) shall be written (written in accordance with Article 3.2.2). When a meeting is held to solicit opinions, the draft standard (draft for comments) and the preparation instructions and other relevant materials shall be sent to the relevant units (or individuals) participating in the meeting at least one month in advance. At the end of the revision meeting of the draft standard (draft for comments), the standard drafting working group shall compile an "opinion summary processing table", revise and supplement the draft standard (draft for comments), propose the draft standard (draft for review), and write the preparation instructions for the draft standard (draft for review) (written in accordance with Article 3.2.2). When necessary, specific arrangements shall be made for the work to be carried out in the next stage. When organizing an investigation team to conduct a field investigation, the investigation points shall be selected according to the principle of being few but precise. Before the investigation, there shall be a detailed investigation outline approved by the head of the sponsoring unit; the investigation shall be conducted in depth and in detail, and after the investigation, an analytical investigation report shall be written based on the specific opinions raised by each unit. For those who receive a lot of opinions or need to make major revisions to the draft standard (draft for comments) after test verification, the draft standard (second draft for comments) and its preparation instructions (written in accordance with Article 32.2) should be prepared, and the "Opinion Summary Processing Table" of the draft standard (draft for comments) should be sent to all relevant units (or individuals) for comments again. If a meeting is held to revise the draft, the "Minutes of the Revision Meeting" should also be sent out at the same time. At the end of the second solicitation of opinions, the "Opinion Summary Processing Table" should also be listed. While soliciting opinions for the second time, if necessary, additional test verification can be carried out. 3.2.4 Test Verification,
For the new technical performance requirements for the product proposed in the draft standard (draft for comments), unified structure, materials, new test methods, new sampling plans and other contents that need to be tested, etc., the necessary test verification work should be carried out. Before the test, the purpose and requirements of the test project should be clarified, and the requirements for samples and sampling methods should also be uniformly stipulated. After the test, the test data shall be processed by mathematical statistics, and an analytical test verification report shall be written to draw conclusions on the content of the draft standard that needs to be verified. 3.3 Submission for review stage
3.3.1 Preliminary review
After the drafting stage is completed, the sponsor shall submit the draft standard (submission for review) and its preparation instructions and the "Comments Summary Processing Table" of the last draft for comments (the national military standard project shall also have the national military standard application form with items 1 to 3 filled in by the sponsor) together with the proposal for holding a review meeting or letter review (including the units and quota allocation for participating in the review meeting or letter review, the approximate time and location arrangements, the main issues to be resolved at the review meeting or letter review, and preliminary opinions, etc.) to the Ministry of Standardization Research Institute or the secretariat of the military professional standardization technical committee to which the standard belongs (only for national military standards) for preliminary review.
After receiving the document, the unit responsible for the preliminary review must notify the sponsor of the preliminary review conclusion within one month. Only after the preliminary review is approved can a review meeting be held or a written review be conducted. 3.3.2 Review
The review of the draft standard (draft for review) can be conducted by holding a meeting or sending a letter for review. 3.3.2.1 When reviewing the draft standard (draft for review), the following contents should be reviewed: 3.3.2.1.1 Whether the draft standard (draft for review) meets or achieves the intended purpose and requirements: whether the technical content meets the actual use of my country and the direction of scientific and technological development: whether the technical regulations are advanced, safe, reliable and economically reasonable, and whether the various regulations are complete, etc.:
3.3.2.1.2 Whether there is any violation of relevant laws, regulations and policies of my country, whether it is coordinated with relevant national standards, national military standards, and professional (departmental) standards, and the degree of adoption of international standards or foreign advanced standards: 3.3.2.1.3 Whether the requirements, measures and transitional measures of the implementation standards are appropriate; 3.3.2.1.4 Whether the opinions raised in the draft standard (draft for comments) have been properly handled, 3.3.2.1.5 Other items that should be reviewed. For national military standards, it is also necessary to review whether the standard confidentiality level (internal, secret, confidential or top secret) is appropriate. 3.3.2.2 One month before the meeting for review, the sponsor shall send the draft standard (draft for review), the draft standard (draft for review) preparation instructions and related materials together with the meeting notice to the units (or individuals) participating in the review meeting. Major issues that cannot be agreed upon after repeated discussions and consultations at the review meeting may be reported by the sponsor to the Ministry's Standards and Quality Department for coordination and resolution after the meeting [for professional (ministerial) standards, ministry guiding technical documents) or reported by the ministry to the National Bureau of Standards (for national standards) and the National Defense Science, Technology and Industry Commission (for national military standards) for coordination and resolution. After the review meeting, the review meeting minutes or review conclusions shall be written in accordance with the requirements of SJ1.10. 3.3.2.3 If the standard is reviewed by letter, it shall be handled in accordance with the requirements of SJ1.5. 3.3.2.4 Based on the opinions raised in the review meeting or letter review, the sponsor shall list the opinion summary processing table of the draft standard (draft for review) [format according to Appendix A (supplement)]. 3.4 Sorting and approval stage
The sponsor shall sort out the draft standard (draft for approval) and its preparation instructions (prepared in accordance with Article 3.2.2) based on the conclusions of the review meeting or letter review of the draft standard (draft for review) and the opinion summary processing table of the draft standard (draft for review), and prepare the approval report document in accordance with the requirements of SJ1.11. Complete the sorting of relevant materials in accordance with the requirements of SJ1.7, and then complete the reporting work in accordance with the procedures and regulations of SJ1.6. This stage should also include rework and reprocessing and sorting work during the approval process until it is released, archived and delivered for publication.
4 Requirements for Issuing Letters for Soliciting Opinions and Review The draft standard (draft for soliciting opinions) shall be issued by the sponsoring unit and the sponsoring unit of the review meeting. When sending letters for soliciting opinions, the "Special Letter for Soliciting Opinions on the Draft Technical Standards for the Electronic Industry (Draft for Soliciting Opinions)" [format see Appendix B (Supplementary Documents)] shall be used.
