GB16689-1996 | The relevant provisions in "Instructions" have compiled a standard Appendix A "Instructions on the Regional Flag of the Hong Kong Special Administrative Region of the People's Republic of China".
2. This standard is based on the annex of the "Interim Measures for the Use of the Regional Flag and Regional Emblem of the Hong Kong Special Administrative Region of the People's Republic of China" adopted at the Fourth Plenary Session of the Preparatory Committee of the Hong Kong Special Administrative Region of the National People's Congress on August 10, 1996. 1 The "Instructions for the Production of the Regional Flag of the Hong Kong Special Administrative Region of the People's Republic of China" formulates the technical requirements for the shape, pattern, standard size, plate making and positioning of the regional flag of the Hong Kong Special Administrative Region of the People's Republic of China, and regards this document as Appendix B of the standard. 3. In this standard, some important technical parameters such as the red chromaticity value and color difference of the flag of the Hong Kong Special Administrative Region, the dye fastness of the regional flag made of various fabrics, the standard size and allowable error, and the evaluation of the appearance of the flag refer to GB12982. Corresponding indicators in 1996 "Flag". In addition, this standard also adds some technical content requirements based on the regional characteristics and the current development status and use requirements of the domestic flag making industry (such as: confirmation of the Y1 value of the white bauhinia petals in the pattern of the Hong Kong Special Administrative Region flag, flag sewing wait). This standard specifies the Hong Kong flag of the People's Republic of China Appearance quality (shape, flag pattern, plate-making positioning, standard size, flag color), dyeing fastness, regional flag sewing, flag evaluation, test methods, inspection rules, Technical requirements for packaging and marking.
This standard applies to regional flags made of cotton, silk, chemical fiber fabrics (excluding man-made fiber fabrics), and also applies to regional flags made of wool and linen fabrics. The appearance quality control of regional flags made of paper, plastic and other materials should also refer to this standard. 2 Referenced standards

This standard adopts the following definitions.
3.1 The regional flag of the Hong Kong Special Administrative Region
refers to the red flag of the bauhinia flower that represents the five-star flower of the Hong Kong Special Administrative Region established by the People's Republic of China.
3.2 Bauhinia petal white refers to the white color with specific reflectance of the redbud petals on the regional flag. 4 Requirements
4.1 The shape and pattern of the regional flag
The shape and pattern of the regional flag shall be in accordance with the relevant provisions in the "Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China" and "Instructions on the Pattern of the Regional Flag of the Hong Kong Special Administrative Region of the People's Republic of China" implement. See Appendix A (Appendix of the Standard) and Figure 1. 4.2 Standard size, plate-making positioning and allowable error of the regional flag 4.2.1 Standard size and plate-making positioning of the regional flag shall be implemented in accordance with the relevant provisions of the "Instructions for the Production of the Regional Flag of the Hong Kong Special Administrative Region of the People's Republic of China" . See Appendix B (Standard Appendix) and Appendix C (Standard Appendix). 4.2.2 The standard dimensions and allowable errors of regional flags are shown in Table 1 and Figure 2. GB16689-1996|| tt||4.2.3 When making non-standard size regional flags due to special needs, they will be enlarged or reduced in proportion to the standard size and allowable error. 4.3 Regional flag colors and allowable errors
4.3.1 Flag red: The red in the regional flag made of cotton, silk, and chemical fiber fabrics is based on the national flag red of cotton, silk, and chemical fiber fabrics in GB12983 respectively. allow. When evaluated according to GB250, the color difference shall not be less than 3 to 4 levels. 4.3.2 White bauhinia petals: The stimulation value Y1 of the white bauhinia petals of the regional flag made of cotton, silk, or chemical fiber fabrics shall not be less than 73. 4.3.3. White flagpole cover: The white flagpole cover in GB12983 shall prevail. When evaluated according to GB250, the color difference shall not be less than 3 to 4 levels.
Metal or plastic rings that are in harmony with the color of the flag and the flagpole cover are allowed to be placed at appropriate positions on the upper and lower ends of the flagpole cover. The length of the flagpole cover is allowed to be appropriately longer than the height of the flag.
4.3.4 The red color of the regional flag made of wool or linen fabric shall be based on the red color of the national flag of silk in GB12983. When evaluated according to GB250, the color difference shall not be less than 3 to 4 levels. The white Y1. value of redbud petals is consistent with the provisions of 4.3.2 of this standard. 4.4 Dye fastness of regional flag

4.5.1 Regional flag flag surface stitching seams are: No. 1, No. 2 The regional flag is allowed to have two seams on the flag surface; the No. 3 regional flag is only allowed to have one seam on the flag surface; the flags below No. 4 flags (including No. 4 flags) are not allowed to have seams on the flag surface; the flag surface is jointed Only horizontal splicing is allowed, vertical splicing is not allowed; the splicing seams on any flag surface shall not pass through the bauhinia pattern, and no wool yarn shall be exposed at the splicing seams. 4.5.21~The seams around the No. 5 flag and the car flag are all double-stitched. 4.5.3 The number of sewing stitches around the flag, the seam of the flag surface, the seam of the flagpole cover and the flag surface is 42 to 46 stitches per 100mm. 4.6 Flag surface evaluation

No obvious stains, color matching, color stains or wrinkles are allowed. Pentagrams and Hua Ci are not allowed to have obvious unclear karma, and they are not allowed to have obvious stains or color stains. The bauhinia petals are not allowed to have obvious unclear contours. When evaluated according to GB250, it is not lower than level 4. White edges, dark and light edges, and weaving defects that obviously affect the appearance are not allowed on the flag surface. It is not allowed to add decorations, text or other patterns on the flag surface (including the front and back sides) and the surrounding areas. 5.1 | GB16689-1996 | The measurement results are expressed according to the provisions of 5.1 in GB3979, that is, the measured value is expressed as the stimulation value Y1. 5.3 Regional flag dyeing rate test method:
5.3.1 Light fastness test shall be carried out in accordance with the provisions of 6.2.3 in GB/T8427. 5.3.2 The weather resistance color fastness test shall be carried out in accordance with the provisions of 6.4 in GB/T8430. 5.3.3 The color fastness test to washing is carried out in accordance with the provisions of 6.3.2 in GB/T3921. Method 1 is used for silk and chemical fiber fabrics, and method 3 is used for cotton fabrics.
5.4 The standard size and allowable error of the regional flag shall be measured using qualified measuring tools with an accuracy of not less than 0.5%. 5.5 Regional flag appearance evaluation test: Under bright natural light, 1m away from the flag, make visual judgments; when using light inspection, daylight-colored fluorescent lamps must be used, and the illumination shall not be less than 7501x. 6 Inspection Rules
6.1 The shape, pattern and standard size of the flag, flag evaluation, regional flag sewing, and forehead color quality inspection are factory inspections. Type inspection should be carried out when materials, dyes and processes change.
6.2 The number of inspection samples for each batch of products shall be 2% of the total number of products in the batch, but shall not be less than 10; samples shall be randomly selected. 6.3 During the inspection of each batch of products, if all the inspection items of each sample are qualified, the sample will be judged to be qualified; when all samples are qualified, the batch of products will be judged to be qualified, otherwise it will be judged to be unqualified. Unqualified products shall not leave the factory. 7 Packaging and logo
7.1 Each regional flag should be packaged separately, and the specifications, materials, and manufacturer's name should be indicated on the package. 7.2 The outer packaging of batch regional flags should ensure that the quality of the finished product is not damaged and facilitate transportation. The outer packaging should be marked with: product name, specifications, material, quantity, manufacturer name, dimensions, weight, and safe transportation signs. 7.3 Each regional flag should be accompanied by the manufacturer's logo. The logo is placed at the lower end of the flagpole cover. The dimensions of the flag in all directions shall not be larger than the width of the flagpole cover. The logos of car flags, signature flags, and table flags can be printed on the inside of the lower end of the flagpole cover or on the lower right side of the single-sided outer packaging bag. Hong Kong Special Administrative Region The regional flag is a red flag with five-star bauhinia flowers. (Quoted from Article 10 of the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China) The regional flag is a red flag with a five-star dynamic bauhinia pattern in the middle. The red flag represents the motherland and the bauhinia represents Hong Kong, implying that Hong Kong is an inseparable part of China and thrives in the embrace of the motherland. The five stars on the stamen symbolize the love for the motherland in the hearts of Hong Kong compatriots, and the red and white colors embody the spirit of "one country, two systems". Instructions for the production of the regional flag of the Hong Kong Special Administrative Region of the People's Republic of China
(People's Republic of China Interim Measures for the Use of the Regional Flag and Regional Emblem of the Hong Kong Special Administrative Region of the Republic) The regional flag has the same shape and color on both sides, and the bauhinia flowers on the flag face each other on both sides. For convenience, this article only uses the flagpole on the left side as the standard for illustration. For the flagpole on the right side, it should be made accordingly. The flag is red, and its chromaticity value is based on the red flag of the People's Republic of China. The flag is rectangular, and its length and height are the ratio of three to two. There is a white dynamic five-petal Bauhinia flower painted on the flag. The diameter of the outer circle is three-fifths of the height of the flag. The petals are evenly arranged clockwise around the center point of the flag. There is a red five-pointed star and a red stamen in each petal. The center point of the bauhinia flower is located in the center of the flag. The flagpole cover is white. The regional flag pattern is shown in Figure B1.
