The application materials shall include the following: Credit evaluation application form of climate feasibility demonstration institution. Each credit assessment team shall consist of no less than three people. 3.5.1.2 The credit assessment team shall collect the information required for credit assessment according to the requirements. The climate feasibility demonstration agency shall be required to supplement and improve the relevant materials in a timely manner for incomplete and unclear information. 3.5.1.3 The credit assessment team shall analyze the basic situation, management status, business capabilities, competitiveness and development potential, financial status, social responsibility and credit record, irregular behavior, etc. of the climate feasibility demonstration agency based on various information, write a credit assessment report, and put forward credit rating recommendations for the climate feasibility demonstration agency. 3.5.2 Rating determination 3.5.2.1 The assessment agency shall organize a credit assessment expert committee to review the preliminary assessment recommendations. The expert committee shall be reasonably composed of 5 (or more) experts in climate feasibility demonstration, finance, quality management, credit assessment, etc. 3.5.2.2 The Credit Evaluation Expert Committee shall review the credit evaluation report and evaluation grade recommendations submitted by the Credit Evaluation Team, and make review opinions to determine the credit grade of the climate feasibility demonstration institution. 3.5.2.3 If the Credit Evaluation Expert Committee is unable to determine the credit grade, it shall feedback the information to the Credit Evaluation Team and indicate the reasons. The Credit Evaluation Team shall reorganize and verify the relevant data until the Credit Evaluation Expert Committee can determine the credit grade. 3.5.2.4 The evaluation agency shall feedback the evaluation results and evaluation report to the participating climate feasibility demonstration institutions. 3.6 Publicity and announcement of results 3.6.1 The evaluation agency shall publicize the credit grade to be announced. The publicity period shall not be less than 15 working days. If there is no objection after the expiration of the period, the evaluation agency shall announce the credit grade of the climate feasibility demonstration institution to the public and file it with the intelligent and meteorological authorities. 3.6.2 During the publicity period, if any unit or individual has any objection to the credit evaluation results, they shall submit it in writing to the evaluation agency and provide relevant supporting materials. After accepting the written objection, the evaluation agency shall verify the objection within 15 working days and give a conclusion. 3.7 Archive of Materials The evaluation institution shall establish an archive management system to archive and preserve various materials used for credit evaluation and generated during the credit evaluation process. The archived materials include: Application materials submitted by the climate feasibility demonstration institution; a credit evaluation acceptance letter; All kinds of information and materials collected by the evaluation team; credit evaluation report; QX/T506—2019 The evaluation results and evaluation opinions of the evaluation committee; objections received during the public announcement period and their handling results; other materials that need to be archived. 4 Evaluation Content 4.1 Evaluation Indicators The evaluation indicators are shown in Appendix B. 4.2 Scoring Method The credit evaluation of the climate feasibility demonstration institution adopts a comprehensive scoring system with a full score of 100 points. The scoring is based on the evaluation indicators and scoring standards specified in Appendix B. The cumulative score of each indicator is the final score. 4.3 Ratings The credit ratings of climate feasibility demonstration institutions are divided into five levels: AAA, AA, A, B, and C. The corresponding meanings and score ranges are shown in Table 1. Table 1 Classification and identification of credit ratings of climate feasibility demonstration institutions Credit ratings 4.4 Special provisions [90.100] [80.90] [70.80] [60.70] When an institution commits the following serious violations of responsibility and production, its credit rating shall be directly rated as C: a) Behaviors that damage national security, public interests and other legitimate rights and interests; Meaning The institution's credit is very good The institution's credit is very good||tt ||Institutional credit is good Institutional credit is average Institutional credit is poor Because of violating industry self-discipline rules and engaging in vicious competition, the administrative department has given advice and talks, and the circumstances are serious; due to violating relevant laws and regulations, the license has been revoked or other serious actions or penalties; the institution has committed a crime, and its legal representative (or actual controller) has been sentenced to fixed-term imprisonment or detention; it has been included in the list of dishonest persons subject to execution by the people's court; it has violated the relevant prohibited behaviors in the "Climate Feasibility Demonstration Management Measures" and has been punished by the meteorological card management agency; other adverse social impacts. 5 Evaluation Report 5.1 The credit evaluation report of the climate feasibility demonstration institution shall use concise, accurate and popular language, and shall not contain misleading statements. The signs and symbols of the evaluation conclusions shall be clearly explained. 5.2 The credit risk of the climate feasibility demonstration institution shall be quantitatively analyzed as much as possible. If quantitative analysis is not possible, a targeted qualitative description shall be made. 5.3 The content of the credit evaluation report shall be arranged in the following order: cover, table of contents, statement, overview, text, evaluation conclusion and attachments. 5.4 The cover of the credit evaluation report shall include the following contents: report number; report name; name of the climate feasibility demonstration institution: name of the evaluation institution (stamp); report issuance time: other. 5.5 The statement of the credit evaluation report shall include the following contents: explanatory text indicating that the content of the report is objective, fair and compliant; statement of voluntary acceptance of supervision by the competent authorities and society; others. 5.6 The credit evaluation report overview should include the following contents: evaluation characteristics, such as independence, reliability, and responsibility; the name of the climate feasibility demonstration agency; the name of the evaluation agency; the evaluation team members; the evaluation time; the evaluation basis; the evaluation role; others. 5.7 The main body of the credit evaluation report should include the following contents: the basic capabilities of the climate feasibility demonstration agency; the financial status of the climate feasibility demonstration agency; the internal management status of the climate feasibility demonstration agency; the business development of the climate feasibility demonstration agency; the market competitiveness and development potential of the climate feasibility demonstration agency; the social responsibility of the climate feasibility demonstration agency; the bad behavior and record of the climate feasibility demonstration agency; others. 5.8 The evaluation conclusion of the credit evaluation report shall include the following contents: credit rating and its clear explanation: signatures of the evaluator and the approver; the name of the evaluation agency (stamp). 5.9 The appendix of the credit evaluation report shall include the following contents: credit rating classification and interpretation; credit evaluation score sheet; business license, organization code certificate, tax registration certificate of the climate feasibility demonstration agency; audited financial statements of the climate feasibility demonstration agency; awards and honor certificates of the climate feasibility demonstration agency; other materials required to be attached.
