In 1994, the International Organization for Standardization (ISO) formulated and issued ISO10444:1994 Information and Documentation—International Standard Technical Report Number (ISRN) based on the American National Standard ANSI/NISO239.23—1990 Standard Technical Report Number Format and Creation 3 (Standard Technical Report Number Format and Creation) international standard. Subsequently, France, Germany, China and other countries have successively formulated their national standards based on this international standard. In particular, the reference to machine-readable formats such as MARC21 has made this standard widely used worldwide. Since it is very difficult to establish a globally unified standard technical report number registration and recognition system, the International Organization for Standardization withdrew the ISO10444:1994 International Standard Technical Report Number (ISRN) for Information and Documentation Work in 2007. The United States formulated the scientific and technological report number standard as early as 1974. Since then, it has been revised and improved in 1983, 1990, 1995 and 1997 (ANSI/NISO Z39.23-1997). It has strong practicality and has actually been used by many countries as a reference for establishing a standard scientific and technological report number registration system at the national level. In the network environment, digital scientific and technological reports have become the mainstream. More and more institutions collect their own internal scientific and technological reports and form systematic resources. They need to manage and share by assigning ISRN (International Standard Scientific and Technological Report Number) or volume number to single scientific and technological reports and ISSN (International Standard Continuing Resource Number) to series of scientific and technological reports. At present, my country has begun to implement the science and technology report system. In order to promote the construction of the national science and technology report system and strengthen the open sharing of science and technology resources, in the process of revising the standard, in addition to considering the combination with the national science and technology plan project management system, the continuity of the original standard should also be considered, so that the standard not only complies with international practice rules, but also applies to the maintenance and management of the national science and technology report number registration agency, and ensures the uniqueness and stability of the science and technology report number.
1 Scope
Science and Technology Report Numbering Rules
This standard specifies the structural system rules of China's science and technology report numbers, which can be managed and maintained. This standard is applicable to science and technology reports created by various science and technology projects and science and technology reports on various carriers. 2 Normative Reference Documents

China scientific and technological report number China scientific and technological reports number;CRy is a complete and formatted group code composed of letters and numbers to identify Chinese scientific and technological reports. The Chinese scientific and technological report number is composed of the basic number and the department number. The basic number is composed of the creator's identification and record number of the scientific and technological report and the three identification function areas after the additional record number; the department number is composed of the department code of the scientific and technological report, the year and the sequence number.
Note 1: The basic number is assigned to each scientific and technological report by the scientific and technological report writing agency in accordance with this standard. Note 2, the departmental comprehensive number is the number of the science and technology report management center designated by the national science and technology administration agency for the science and technology report management center according to the provisions of this standard, and the science and technology project is implemented in the national or local science and technology plan, undertaken by an organization or individual, and carried out within a certain period of time.

4.1 Base Number
4.1.1 Structure
The base abbreviation of the Chinese Scientific and Technological Report Number consists of 10 binary digits. When presented in human-readable form (human-readable format is different from that which is mainly used with the aid of data processing equipment, and mainly refers to a format that is read and easy to write by humans), it is represented by a maximum of × meaningful hexadecimal characters composed of Arabic numerals 09 and Latin letters A to Z. A complete Chinese scientific and technological report number basic number is composed of the creator's identification of the scientific and technological report, the record number and the three functional areas of the following level. 2

The creator generally refers to the unit that undertakes the scientific and technological plan project. The creator logo should use the 9-digit organization code specified in GB11714.

4.1.3.1 Record number structure
It is generally represented by a 14-17-digit mixed character, consisting of a science and technology plan project number and a serial number of each report created based on the project. Two hyphens "_\" should be used before the record number to separate it from the creator's identification. In the record number, the science and technology plan project number and the science and technology report serial number are separated by a slash "\". 4.1.3.2 Project number composition
The science and technology plan project number consists of the annual number, the plan name code and the project serial number. The project number compiled by the science and technology plan formulation agency is directly adopted.
Example: 2012AA123456 means the National High-tech Research and Development Program Project No. 123456 with the plan name code of AA in 2012. The annual number refers to the year of establishment of the science and technology plan project, which is expressed by 4 Arabic numerals. For example, 2012 is expressed as 2012. AA is the plan name code. 4.1.3.3 Report serial number composition
The report serial number part is represented by three digits, used to distinguish the same science and technology plan project (or topic) or more than one scientific and technological report:
For each volume or each part of a multi-volume series report, the report serial number shall be assigned according to the report serial number. The report serial number shall be attached to the science and technology plan item number, and it shall be separated from the science and technology plan number by a slash (). Example 1: CR40000123-2312AA12315G/26 indicates the Institute of Chemistry of the Chinese Academy of Sciences (established with the organization code 4C9C012383), the No. 123456 scientific and technological report number of the 2012 high-tech research and development plan with the program name code AA, and the No. 26 scientific and technological report number of the scientific and technological plan project (or topic). No further separate subdivision is required, the report serial number can be omitted, and the scientific and technological project comprehensive number can be directly used as the record number. The information of the science and technology plan issuing department and the confidentiality level information in the amount can be treated as sub-items. 5.1 Overview

The basic number of China's science and technology report number is allocated by the project (topic) undertaking unit of the plan + mainly used for computer management and identification of science and technology reports: the department number of China's science and technology report number is uniformly allocated by the science and technology report management agency designated by the national science and technology administration authority, and is mainly used for case review, query and sharing services.
5.2 Characteristics of China's science and technology report number
5.2.1 Uniqueness
One China's science and technology report number can only be assigned to one science and technology report. 5.2.2 Stability
A Chinese scientific and technological report number shall be permanently assigned to a scientific and technological report and shall not be changed, replaced or re-used. 5.2.3 Display position and method
Whether the scientific and technological report adopts digital or physical media format, the Chinese scientific and technological report number shall be permanently embedded or attached to the text of the scientific and technological report.
The display position shall be implemented in accordance with the provisions of GB/T73,3. 5.2.4 Prefix
The Chinese scientific and technological report number is preceded by the uppercase Latin letter \CRN\. It is separated from the creator logo (or department code) immediately following it by a semi-character space. The prefix "CRV" is used to mark the Chinese scientific and technological report number and is not a component of the Chinese scientific and technological report number.
6 Management of Chinese Science and Technology Report Numbers
All Chinese Science and Technology Report Numbers should be registered. 6.2 Maintenance Organization
Chinese Science and Technology Report Numbers shall be jointly compiled, maintained and managed by the Science and Technology Report Management Organization designated by the national science and technology administrative authority, the science and technology plan formulation agency and the science and technology report creation and storage (project or subject undertaking unit) in accordance with their respective responsibilities. 6.3 Application
6.3.1 The Science and Technology Report Management Organization designated by the national science and technology administrative authority shall be responsible for the allocation of Chinese Science and Technology Report Number department numbers, as well as the registration, maintenance and management of grassroots numbers and department numbers. 6.3.2 The Science and Technology Report Management Organization designated by the national science and technology administrative authority shall be responsible for the abbreviation of the plan name code specified in 4.1.3.2 together with the science and technology plan formulation agency: the plan name code must remain unique. 6.3.3 The science and technology plan formulation agency shall be responsible for the compilation of the project sequence number specified in 4.1.3.2. 6.3.4 The creator of the science and technology report shall be responsible for the compilation of the report sequence number specified in 4.1.3.3 and the subsequent compilation. 5
