1 Scope

This standard specifies the classification, requirements, test methods, inspection rules, marking, packaging, transportation and storage of civilian black powder. This standard applies to ignition powder, ignition powder, propellant powder and dispersant powder for display shells, fireworks, firecrackers and other products. 2 Normative references

Civilian black powder is divided into four product numbers, No. 1 to 3 are granular (referred to as granular powder), and No. 4 is powdery (referred to as powdery powder). Its code is composed of the first capital letter MHY of the Chinese phonetic notation for civilian black powder and the number representing the product number, separated by a hyphen. See Table 1. 4 Requirements
4.1 Raw materials
4.1.1 Industrial potassium nitrate
Should meet the requirements of the first and second grades in GB/T1918-1998. 4.1.2 Industrial sulfur
Should meet the requirements of the first and second grades in GB/T2449-1992. 4.1.3 Charcoal
4.1.3.1 There should be no visible decay, mildew, sand and mechanical impurities, and no charcoal blocks that are obviously insufficiently carbonized. 4.1.3.2 The diameter should be no less than 3 cm, and the length should be no less than 6 cm. 4.1.3.3 The mass fraction of charcoal should be 75% to 92%. 4.1.3.4 The mass fraction of water should not be greater than 8.0%. Note: The charcoal analysis method can be carried out in accordance with the provisions of WJ572. 4.2 Appearance
Granular medicine should be shiny gray-black granules with rolling polish; it should not contain visible impurities and granules rolled from powder; there should be no lumps of medicine that cannot be dispersed by touching or gently squeezing with fingers; there should be no potassium nitrate frost or yellow sulfur spots on the surface of the medicine granules. Powdered medicine should be uniform gray-black powder; it should not contain visible hard impurities; there should be no lumps that cannot be dispersed by gently touching with fingers.
4.3 Physical and chemical properties

5 Test method
5.1 Appearance

6.1 Inspection classification
The inspection of civil black powder is divided into type inspection and factory inspection. GB 18450--2001
Type inspection is conducted when production is finalized or when production is resumed after more than one year of suspension, or when there is a major change in product structure. 6.2 Inspection items
Inspection items are appearance and all items in Table 2. 6.3 Batch
Each batch shall consist of products manufactured with basically the same raw materials, processes, equipment conditions, etc. The batch size of granular medicine shall not be less than 400kg and not more than 7000kg; the batch size of powdered medicine shall not be less than 200kg and not more than 3000kg. 6.4 Sampling
6.4.1 Appearance inspection
6.4.1.1 Classification of non-conformities
a) Class B non-conformities: There are visible metal chips, glass, sand particles, and potassium nitrate white frost or yellow sulfur spots on the surface of the medicine particles.
b) Class C nonconformity: There are visible sawdust and fibers, the tumbled medicine pellets are dull and have slight lumps. 6.4.1.2 Sampling plan
The sampling of appearance inspection shall be carried out in accordance with the provisions of GB/T2828, and the required samples shall be randomly selected from the inspection batch submitted. A single sampling plan is adopted, the sample unit is box, the inspection level is the general inspection level I, the AQL value of Class B nonconformity is 1.5, and the AQI value of Class C nonconformity is 6.5.
Note: Appearance inspection is carried out during the packaging inspection process. 6.4.2 Physical and chemical performance test
The samples required for the physical and chemical performance test are randomly selected from the samples that have passed the appearance test. The total amount of samples for each product number of granular medicine should not be less than 3kg, and the total amount of samples for powdered medicine should not be less than 0.5kg; after mixing them evenly, take 100g of each and put them into a clean and dry ground-mouth bottle for analyzing the content and density of potassium nitrate, sulfur, charcoal and moisture; the remaining part of the granular medicine is put into a clean and dry cloth bag for analyzing the particle size. The remaining part of the powdered medicine is put into an unweighed cloth bag. The samples taken should be accompanied by a label indicating the product name, product number, batch number, sampling date and the name of the sampler. 6.5 Judgment rules
If all the items tested meet the requirements, the batch of products is judged to be qualified. If one of the physical and chemical performance indicators is unqualified, re-sampling can be carried out from double the number of packaging boxes, and the unqualified items can be re-tested. If the re-test is qualified, the batch of products is judged to be qualified. Otherwise, the batch of products is judged to be unqualified. 7 Marking
7.1 The following markings shall be sprayed with water-resistant paint on the center of the left side plate of the wooden box lock: a) Product name and code;

b) Product standard number;
c) Batch number;
d) Net weight and gross weight:
e) Manufacturer's name and address;
f) Production license and number;
g) Trademark.
7.2 The following markings shall be affixed to the right side plate of the wooden box lock: a) Explosives mark, which shall comply with the provisions of GB190; b) Moisture-averse mark, which shall comply with the provisions of GB191; c) The words "shall not coexist with detonators".
8 Packaging, transportation and storage
8.1 Packaging
8.1.1. Packaging requirements
8.1.1.1 Civilian black powder should be packed in metal boxes of size ~ that conform to WJ24 or WJ100-1976, and the outer cover should conform to wooden boxes of WJ25 or WJ100-1976.
8.1.1.2 The net weight of each box of granular powder is 70.0kg±0.3kg, and the net weight of each box of powder powder is 50.0kg±0.3kg. 8.1.1.3 The metal box should be sealed and sealed with lead, and there should be no powder particles between the metal box and the wooden box. 8.1.1.4 Each metal box should be accompanied by a packing list indicating the product name, manufacturer name, manufacturing date, production worker code, and inspection worker code.
Note: Other forms of packaging can also be used according to user requirements and in accordance with relevant national safety regulations. 8.1.2 Packaging inspection
8.1.2.1 Inspection method
8.1.2.1.1 Visually inspect the outer markings of the wooden box and the packing list. 8.1.2.1.2 When inspecting granular medicine, lift the metal box out of the wooden box and observe whether there are medicine granules at the bottom of the wooden box; weigh the mass of the metal box containing black powder with a scale with a graduation value not greater than 0.2kg, then pour the civilian black powder out of the box and weigh the mass of the metal box. The difference between the two weighings is the mass of one box of medicine; cover the special box cover for the sealing performance test on the metal box, pass compressed air into the metal box, and stop the air intake when the air pressure in the box reaches 6.6kPa. After the air pressure stabilizes, it remains unchanged for 10s, and the sealing test is qualified. 8.1.2.1.3 The amount of powdered medicine in each box and the sealing of the metal box can be inspected during the process. 8.1.2.2 Inspection rules
8.1.2.2.1 Inspection items
Whether the markings on the outside of the wooden box are wrong and clear; whether there are medicine pellets between the metal box and the wooden box; whether the metal box is leaking and the lead seal is correct; whether the box board and metal parts are firm; whether there is a packing list in the box; whether the weight of each box meets the requirements. 8.1.2.2.2 Unqualified classification
a) Class B unqualified: wrong markings; medicine pellets between the metal box and the wooden box; metal box leaking and incorrect lead seal, etc.; b) Class C unqualified: unclear markings on the outside of the wooden box, slight damage to the wooden box board and loose metal parts; no packing list in the metal box; net weight of each box of granular medicine is less than 69.7kg, net weight of each box of powder medicine is less than 49.7kg, and the average net weight of each box sampled is less than the specified nominal value.
8.1.2.23 Sampling plan
The sampling for packaging inspection shall be carried out in accordance with the provisions of GB/T2828, and the required samples shall be randomly selected from the submitted inspection batch. It should not coexist with flammable and explosive materials. 8.3.2 Stored under the conditions specified in 8.3.1, the storage period is 10 years. If it exceeds 10 years, a physical and chemical performance analysis shall be conducted before use, and it can only be used after passing the test.23 Sampling plan
