The formation and accumulation of business, production and technical management documents and materials 5.1.1 When the planning management department issues the annual plan to the functional department, it also issues the archiving task. 5.1.2 The functional department must designate a person to centrally manage the business, production and technical management documents and materials formed by the department. 5.2 The sorting, cataloging and filing of business, production and technical management documents and materials 5.2.1 After the end of the work of the year or a certain business activity, the functional department’s dedicated personnel shall collect the business, production and technical management documents and materials of the department that are worth preserving according to the archiving scope, and keep the period and confidentiality level according to Table 1, Table 2 and relevant confidentiality regulations, and file them after approval by the head of the functional department. 5.2.2 The archived documents and materials must be complete, accurate and systematic. 5.2.3 The archived documents and materials must be originals (printed copies and finalized copies). 5.2.4 The production and writing materials of the archived documents and materials must be conducive to long-term preservation, with clear and neat handwriting, and all writing materials must be written in black ink or blue-black ink.
5.2.5 The filing of files shall follow the formation rules of documents and materials. Each case file must be a group of documents and materials with organic connections, which shall be convenient for the preservation and provision of archives.
5.2.6 The documents and materials in the case files shall be arranged in the order of importance or time of formation. The original document shall be placed in front, and the attachments shall be placed in the back; the printed document shall be placed in front, and the final version shall be placed in the back; the reply shall be placed in front, and the request for instructions shall be placed in the back; the forwarded document shall be placed in front, and the forwarded document shall be placed in the back; the written materials shall be placed in front, and the drawings shall be placed in the back. Documents and materials on other carriers shall be handled in accordance with relevant regulations.
5.2.7 Cataloging of case files
The cataloging of case files shall be carried out in accordance with the provisions of GB/T11822 and CB3495.1. 5.2.8 The documents and materials in the case files shall be free of metal objects and bound neatly in copies. 5.3 Archiving of documents and materials for operation, production and technology management 27

5.3.1 General documents and materials shall be archived in one copy, and important and frequently used materials may be added as needed. 5.3.2. Generally, the documents and materials shall be archived in the first half of the year following the completion of the project. Documents and materials for projects with a contract performance period of more than one year shall be archived after the performance of the contract.
5.3.3 After the archiving of documents and materials for operation, production and technology management is complete, the archives department shall issue an archiving certificate. The planning management department shall decide whether the operation, production and technology project is completed based on the archiving certificate of the archives department. No financial settlement shall be processed without an archiving certificate.
6 Management of archives for operation, production and technology management 6.1 Management principles
The archives for operation, production and technology management shall be centrally and uniformly managed by the archives department. 6.2 Classification and numbering
6.2.1 Classification and numbering shall be carried out in accordance with CB3495.1. 6.2.2 Cataloging and preparation of inspection tools
6.2.2.1 Prepare general catalog, classification catalog and special catalog. 6.2.2.2 Prepare special index cards.
6.2.2.3 Prepare catalog cards in accordance with GB3792.5. 7 Appraisal of business, production and technical management archives 7.1 The appraisal team is composed of the unit’s head, functional department leaders, professionals and archive management personnel. The appraisal team shall formulate an appraisal plan.
7.2 The appraisal team shall directly appraise the business, production and technical management archives, fill in the archive appraisal form on a case-by-case basis, indicate the appraisal opinion, and have the appraisal team leader sign and mark the appraisal date. After the appraisal work is completed, the appraisal team shall write an appraisal report.
7.3 The archives department shall adjust the storage period and confidentiality level of the business, production and technical management archives that continue to be preserved based on the appraisal report and the archive appraisal form. For archives that need to be destroyed, a destruction list should be compiled (classified archives must be approved by the unit's confidentiality committee), submitted to the unit's head for review and approval, and supervised by two people. The destruction list should be archived and preserved. 7.4 Archives that have reached the retention period should be appraised once every five years. 8 Development and utilization of business, production, and technical management archives 8.1 Establish a borrowing system, strictly follow the approval procedures, and correctly handle the relationship between confidentiality and utilization. 8.2 Process, organize, compile and research business, production, and technical management archives, and provide proactive services. According to needs, the following reference materials can be compiled: basic digital compilations, special compilations or data manuals of production technology and business management over the years, abstracts of the unit's business, production, and technical management activities, market information or user feedback information compilations, and introductions to business, production, and technical management situations in the same industry at home and abroad.
