Compilation for administrative division map (set) Maps/atlas is the process of obtaining administrative division maps (sets) that meet the requirements of the map scale based on the relevant national administrative division management and national map compilation laws and regulations and technical standards, using the basic map database data and updated information, and through coordinate conversion, content selection and updating, cartographic synthesis and editing and other compilation techniques.
4 Basic principles
4.1 Authority
The compilation of national administrative division maps (sets) should be managed by the civil affairs department in accordance with the division of functions, and authoritative laws and regulations, information sources, graphic materials, mapping agencies, review departments and publishing units should be used to ensure the seriousness of the map compilation process and the authority of the product launch. 4.2 Systematic
According to the "three categories" (single map, atlas, electronic map) and "four levels" (national, provincial, municipal, county), a systematic and standardized approach is adopted to combine the reflection of administrative division elements with the introduction of natural geography, human history, transportation and tourism, so as to achieve a clear and prominent theme, a hierarchical connection of content, a clear hierarchical relationship, and a complete overall system. 4.3 Accuracy
Actively adopt the national basic surveying and mapping results, urban planning and construction results, mineral resource exploration results, especially the authoritative data on the latest changes in geology, hydrology, transportation, etc., to ensure that the various data and text materials in the document are detailed, accurate and reliable. The markings can accurately reflect the location, form and changes of various elements.
4.4 Currentness
Use the latest national boundary survey results, place name census results, administrative division adjustment data and related statistical data to build an administrative division update system and mechanism, try to shorten the update cycle of map compilation, and reflect the situation of political division. 4.5 Practicality
The version update should be relatively timely, and the content and data involved should be the latest results: it should be easy to carry and easy to read: it is different from transportation and tourism maps in function, and focuses on the representation of administrative division elements. 5 Data sources and use
5.1 Data source of basic geographic base map elements

According to the Regulations on the Scope of State Secrets in Surveying and Mapping Management, the latest version of 1:1 million, 1:500,000, 1:250,000, 1:50,000, and 1:10,000 national basic scale topographic maps and their digitized results are used as the data source of basic geographic elements such as coastline, water system, topography, landforms, and transportation lines in the basic geographic base map. The latest version of administrative division elements such as administrative region boundaries and settlements at all levels that have been verified and designated by the Ministry of Civil Affairs of the State Council and local civil affairs departments. 5.2 Basic data for the compilation of maps of the Hong Kong Special Administrative Region, Macao Special Administrative Region, and Taiwan Province The Administrative Region Map of the Hong Kong Special Administrative Region of the People's Republic of China and the Administrative Region Map of the Macao Special Administrative Region of the People's Republic of China are used as the basic data for the compilation of maps of the Hong Kong Special Administrative Region and the Macao Special Administrative Region. The Taiwan Province Map published by China Cartographic Publishing House is used as the basic data for the compilation of maps of Taiwan Province. 5.3 Basic data for city district maps and city maps The provincial atlases and capital city maps published by China Cartographic Publishing House are used as basic data for the compilation of city district maps and city maps. The main source of basic data used should be data that has been reviewed by the administrative department of surveying, mapping and geographic information. 5.4 Basic data for sequence maps
"Atlas of Administrative Divisions of the People's Republic of China" (published by China Cartographic Publishing House in 2005) is used as basic data for the compilation of maps such as China's geographical location, China's topography, China's political regions, China's ethnic autonomous regions, and China's political region evolution in the sequence maps. 5.5 Basic data for national boundaries and provincial administrative boundaries For maps (sets) involving national boundaries, national boundaries are drawn in accordance with the "1:1 million China National Boundary Standard Drawing Sample Map" approved and issued by the State Council: provincial administrative boundaries are drawn in accordance with the "Atlas of the Standard Drawing Method of Provincial Administrative Boundaries of the People's Republic of China" at a scale of 1:1 million. 5.6 Data and basis for county-level administrative boundaries The national county-level administrative boundary survey results, provincial administrative division maps compiled by relevant provincial departments or county-level boundary survey archives are used as the data and basis for compiling county-level administrative boundaries. 5.7 Basis and data for administrative district names and locations 5.7.1 Basis for names and locations of administrative districts above the county level The latest "Administrative Divisions of the People's Republic of China" is used as the basis for compiling names and locations of administrative districts above the county level. 5.7.2 Basic data on township-level administrative district names and locations The national county-level administrative boundary survey results, provincial administrative division maps and provincial administrative divisions compiled by relevant provincial departments, and data on township-level administrative divisions adjusted in accordance with the law are used as the basic data for compiling township administrative districts and locations. 5.8 Current data
5.8.1 Current data deadline
Administrative division data at or above the county level shall be up to 3 months before publication, and administrative division data at the township level shall be up to 6 months before publication. Data on administrative division adjustments, place name naming and renaming, boundary survey and the latest place name census results implemented in accordance with the law shall be used as supplementary data for updating the administrative division level, boundary, station and name. For those that have been approved but not yet completed, the approved change plan diagram shall be marked: various latest textual data on geography, economy, population and administrative division evolution shall be used as reference materials for writing explanatory texts. 5.8.2 Basis for the use of current administrative division data When various current data on administrative division elements are inconsistent, the data provided by the civil affairs department shall prevail. 5.8.3 Supplement of current data

The latest version of "China Province Atlas" and "People's Republic of China Provincial Administrative Unit Atlas" can be used as updates and supplements to the current data of provinces and regions: the latest published traffic map data, water system data, "National General Atlas of the People's Republic of China", "World Country Map", "World Atlas" and public remote sensing image data can be used as supplements to the current data in related fields. 5.9 Others
The selected data should meet the requirements of public publication, and the content should avoid involving state confidential content, and follow the relevant provisions of "Several Provisions on the Representation of Contents of Public Maps", "Supplementary Provisions on the Representation of Contents of Public Maps (Trial)", "Notice on the Publication of Airports that Can be Represented on Public Maps".
6 Mathematical Foundation
6.1 Coordinate System
The coordinate system adopts the 2000 National Geodetic Coordinate System. 6.2 Elevation Datum
The elevation system adopts the 1985 National Elevation Datum. 6.3 Projection method
6.3.1 Projection method category
Four projection methods are used: double standard parallel conformal conic projection, double standard parallel equal area conic projection, equal difference parallel polyconic projection, and arbitrary pseudo-azimuth projection.
6.3.2 Atlas projection
6.3.2.1 Selection of sequence map projection
Sequence map projection Except for the geographical location map of China, which is not coded with equal difference parallel polyconic projection, and the administrative division map of China, which uses arbitrary pseudo-azimuth projection, the other maps of China's topography, China's political evolution, China's autonomous regions and China's established cities (with a scale of 1:25 million to 1:10 million) use double standard parallel equal area conic projection, with the line at N25°N47°, and the density of the longitude and latitude grid is determined according to actual needs. 6.3.2.2 Projection selection of provincial administrative division maps The provincial administrative division maps adopt the double standard parallel conformal conic projection. The scale and quasi-latitudes are determined according to actual needs, see Appendix A. The city map does not show longitude and latitude.
6.3.3 Projection selection of single map

The National Administrative Division Atlas consists of cover, pages, editorial committee, editorial notes, table of contents, map index, legend, introductory map, provincial administrative division map, appendix and political division name index, copyright page and back cover. Among them, the main structure of the content is mainly composed of the following three parts: a) The sequence map includes China's geographical location, topography, political regions, political region evolution, ethnic autonomous regions, and the distribution map of established cities. b)

The provincial administrative division map is the main body of the atlas, reflecting the current situation of the country's administrative divisions. It takes the provincial administrative divisions as units. Each unit includes a brief map of the administrative division and text description, a full map of the provincial administrative division and an enlarged map, a map of the city district, and a map of the provincial capital city. The appendix selects "National Street List" and "National Administrative Division Names New Words and Local Pronunciation Table", and the place name index includes all administrative divisions above the township level.
7.2.2 Single map structure
The single map takes the full map of China as the main body, reflecting the current situation of the country's administrative divisions, and is colored with provincial administrative regions as units. The scope of the full map complies with the provisions of Guoce Fa Zi [2003] No. 1, and the visible map is accompanied by text and diagrams of the administrative divisions. 7.3 Arrangement
The arrangement of maps (sets) should be clear and easy to read, with prominent themes, distinct levels, and novel layout and colors. 8 General requirements for compilation and drawing, and content and methods of representation 8.1 General requirements for compilation
The compilation of national administrative division maps (sets) should comply with the provisions of GB/T12343.1-2008, GB/T12343.2-2008, and GB/T12343.3-2009, and the content of the maps should comply with the provisions of National Surveying and Mapping Law No. [2003] 1 and National Surveying and Mapping No. [2009] 2. If there is an updated or replaced version of the relevant regulations, the latest regulations should be met.
8.2 Methods of representing content in atlases
8.2.1 Legend
The legend of the provincial administrative division map and enlarged map is shown in Appendix B. The legend of the city map is shown in Appendix C. 8.2.2 Sequence map
8.2.2.1 Geographic location map
The geographical location map of China shows the relative locations of countries and regions in the world, the locations and ranges of continents, oceans and seas, and highlights China's geographical location in the world. It mainly shows continental boundaries, national boundaries (undetermined national boundaries), regional boundaries, military demarcation lines: capitals and capitals, important cities, etc.
8.2.2.2 Relief map
The relief map of China reflects the overall topography of China, and uses digital maps to illustrate the topography of China: it shows important water systems, mountain ranges and peak names, other natural geographical names, as well as provincial capitals, important cities, etc. 8.2.2.3 Administrative division map
The administrative division map of China reflects the overall picture of China's provincial administrative divisions. It mainly shows national boundaries, provincial boundaries and administrative division boundaries: provincial capitals and important cities: important rivers, lakes and sea areas, etc.: the latest national administrative division statistics table is also attached. 8.2.2.4 Evolution of Administrative Divisions
Select several typical years since the founding of the People's Republic of China in 1949 to reflect the changes in China's provincial administrative divisions in different periods, including the establishment and abolition of provincial administrative systems, the naming and renaming of administrative divisions, the adjustment of administrative divisions, the promotion and demotion of administrative levels, and the relocation of administrative agencies. The main changes in provincial administrative divisions between different periods are described in an appendix or text.
