1s 13. 300 National Standard of the People's Republic of China GB19521.8-2004 Safety code for inspection of hazardous properties for dangerous goods of toxic gases Promulgated on 2004-05-20 General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China, Standardization Administration of China Implementation on 2004-11-01 This standard shall be supplemented by Chapter 4, Section 5 Chapter 1 is mandatory, and the rest are recommended. This standard is not equivalent to the United Nations Recommendations on the Transport of Dangerous Goods Model Regulations (Section 15). Its relevant technical contents are consistent with the above regulations, and the standard text format is edited according to GB/T1.2-2000. This standard was proposed by the Technical Committee for the Management of Dangerous Chemicals (SAC/TC25:), and the responsible unit for this standard is the National Quality Supervision, Inspection and Quarantine Center for Dangerous Goods. The drafting units of this standard are: Tianjin Entry-Exit Inspection and Quarantine Bureau, Asia-Pacific Hazardous Goods Association, Jiangnan University, and the main authors of this standard are: Wang Liling, Li Ningtao, Wen Xuejie, Gao Jian, Zhang Lai. This standard is formulated for the first time. 1 Scope Hazardous characteristics of toxic gas dangerous goods Inspection and safety regulations This standard specifies the requirements for testing and inspection of dangerous goods with toxic gases. This standard is applicable to the inspection of hazardous gases: 2 Normative references CB19521.8—2004 The clauses in the following documents become the clauses of the technical standard through reference in this standard. CP: 21 Technical conditions for the use of dangerous goods packaging GB15193.3 Toxicity test H15 General rules for the safety of dangerous goods transport and transportation Joint recommendations on the transport of other dangerous goods Regulations 13th revised edition 3 Terms and definitions Joint recommendations on the transport of dangerous goods Regulations 3rd revised edition> The following terms and definitions apply to this standard. Gas as Material that is completely gaseous under a positive pressure of 890kPa at 50°C or 101.3kPa at 2°C, 3.2 Test substances Various test samples in this standard. 3.3Www.bzxZ.net Median lethal concentration (%lethal concentration) is the concentration that causes death of all animals after continuous inhalation of the test substance by experimental animals within a specified period of time. 3.4 Acute inhalation test is the luxirguses experienced by experimental animals after continuous inhalation of high concentration chemical gas, hot air, air or particulate matter within a short period of time (usually 11) times. The gas area meets the following conditions: 1. It is known that it is toxic or invasive and may cause danger to people; 2. The gas level of LC is greater than Mml. 3. GB19521.82004 4. Requirements 4.1 The markings, signs and colored labels of dangerous substances printed or pasted on the packaging of toxic gases shall be accurate and clear, and comply with the relevant safety requirements of G15H. 4.2 The container ends and packaging ends of toxic gases shall comply with the provisions of GB12463. The cylinders shall be equipped with corresponding rubber rings, and there shall be safety rubber rings on the outside of the cylinders. The cylinder mouths shall be tightly screwed on and no one can get loose. 5 Acute inhalation toxicity test 5.1 Test equipment 5.1.1 Dynamic inhalation toxicity test equipment It consists of two parts: mechanical ventilation system, test substance generator and toxicity cabinet. Dynamic inhalation poisoning test should have an organic ventilation system to ensure that the air in the poisoning cabinet remains fresh, the oxygen content is not less than 1% (volume fraction), the carbon dioxide content does not exceed 3% (volume fraction), the temperature is maintained within the range of 26-12℃, the temperature does not change more than 3 times, the coverage is 50%~70%, and the air is changed 12~15 times every hour. The air flow rate is not too large, and the air in the poisoning cabinet is slightly negative to prevent the test substance from being introduced into the body. 5.1.2 Static inhalation poisoning equipment Based on the number of animals and the duration of poisoning, the volume of the container is determined. The volume of the static inhalation poisoning cabinet is calculated by taking the minimum air volume for 1 mouse for 1 hour as 4.35L or the minimum air volume for 1 mouse for 1 hour as .5L. 5.2 Test procedures 5.2.1 Test preparation The test animals should be fast-growing animals, usually mice or rats, and each group of animals should not be less than 13. The experimental animals were randomly assigned to the different gel groups and the control group. At least three different gel groups were set up to prepare the test substances with different gel groups. 5.2.2 Inhalation ... 3 Observation factors Record the order, time and severity of adverse symptoms and the time of death of each experimental animal during the infection period. 5.3 Calculation Use the LCn value of the elderly method: According to GT1.1193. 5.4 Determination of categories 5.4.1 Death 1.: For gases with a value of 1.00, if the value is not 1(/m), it is judged to be 2.3 for each gas. 5.4.2 For gases with unknown LCn value, according to 5.3 actual method, it is believed that the LCn value is not greater than 5 000 mL/m, and the period is determined as 2.3 5.4.3 For toxic gases that meet the 1.C value of 5000ml/m2 standard due to their corrosiveness, they are judged as toxic gases with only minor hazard of corrosion. 5.4.4 If the gas is flammable and combustible, the order of hazard should be toxicity first, then flammability. 2. 6 Inspection rules 6. 1 Inspection items 6. 1 Inspection items shall be carried out in turn according to the requirements of Chapter 4 and Chapter 5 of this standard. 2 Inspection of hazardous goods When any of the following situations occurs, hazardous characteristics inspection should be carried out: when a new product is put into production or when a product is changed to another product After formal production, if there are major changes in materials or processes that may affect product performance, during normal production, once a year; After a long period of production, when the product resumes production: When there is a significant difference between the production inspection result and the previous hazardous characteristics inspection result: The national quality supervision agency shall conduct hazardous characteristics inspection accordingly. 6. 3 Judgment rules Gn19521.8—2004 Carry out tests and calculations in accordance with 5.1~5.1 of this standard, and judge the hazardous characteristics of toxic gas dangerous goods based on the test results and the requirements of this standard.
