This part is consistent with the relevant technical content of the United Nations "Globally Harmonized System of Classification and Labelling of Chemicals" (Globally Harmonized System of Classification and Labelling of Chemicals, GHS) (Fourth Revised Edition).
Compared with GB 20581-2006, the main technical contents of this part have been changed as follows:

This part applies to flammable liquids in accordance with the United Nations Global Unified Classification and Labeling of Chemicals. 2 Normative references

Flammable liquids
Liquids with a flash point not greater than 93°C.
4 Classification standards
4.1 General principles for classification and labeling of flammable liquids are shown in GR136%U. 4.2 Flammable liquids are divided into four categories, see Table 1. Table 1 Classification of flammable liquids

Note 1 is for some management, the flash point range can be between 55℃ and 75℃. ℃ fuel oil, diesel and civilian fuel are a specific range. Note 2: Liquids with a flash point higher than 35 but not more than 60℃ may be classified as flammable liquids for certain regulatory purposes (e.g. transport) if a negative result is obtained in the sustained burning test in Section 2, Part II, 1..2 of the United Nations Recommendations on the Transport of Dangerous Goods (hereinafter referred to as the Manual of Tests and Criteria). Note 3: For some regulatory purposes (e.g. transport), certain viscous flammable liquids such as paints, enamels, spray paints, cleaners, adhesives and polishes may be considered as a group, these liquids may be classified as non-flammable liquids or the decision to classify these liquids as non-flammable liquids may be made according to relevant regulations or local regulatory authorities. Note 4: Gas absorption is not a flammable liquid. 1

5 Decision logic and guidance
Decision logic and guidance are for reference only. Decision logic and guidance are provided in Appendix A. It is particularly recommended that the person responsible for classification study Chapter 4 before and during the use of decision logic.
6 Labelling
6.1 General
6.1.1 For the labelling of flammable liquids, the hazard classes are listed in the order of the designated pictograms, signal words and hazard statements. The hazard classes or categories covered by the United Nations Recommendations on the Transport of Dangerous Goods Model Regulations (hereinafter referred to as the Model Regulations) shall be listed on the label with the corresponding pictograms designated for each category. The allocation of label elements for flammable liquids is shown in Appendix 13. 6.1.2 For the classification criteria and label elements for flammable liquids, see Appendix C. 6.1.3 The information required on the label includes hazard pictograms, signal words, hazard statements, precautionary statements, product identifiers and supplier identification. Note: For other labels that have not yet been standardized, precautionary statements also need to be included on the label. The competent authority may also require additional information. Suppliers may also add additional information.
6.2 Hazard pictograms
Hazard pictograms shall be black symbols with a white background. The red frame shall be wide enough to make them stand out. See Appendix 1 for hazard pictograms, pictorial symbol colours, numbers and minimum sizes. 6.3 Signal words
Signal words are words used on labels to indicate the severity of the hazard and to alert the reader to potential hazards. For hazard class 1 and hazard category 2 flammable liquids, the signal word "Danger" is used. For hazard class 3 and hazard category 4 flammable liquids, the signal word "Warning" is used. 6.4 Hazard statements
Hazard statements are phrases assigned to a hazard class and category that describe the hazardous nature of a hazardous product and, where appropriate, its degree of hazard. Hazard statements for flammable liquids are given in Appendix 1. 6.5 Precautionary statements
A precautionary statement is a phrase (and/or pictogram) describing recommended measures to minimize or prevent adverse effects of exposure to the hazardous product or improper storage or handling of the hazardous product. For the purpose of delivery, there are 5 types of precautionary statements: general, prevention, emergency, storage and disposal. For precautionary statements for flammable liquids, see Appendix 1). 6.6 Product identifier
6.6.1 The product identifier should be used on the label and should be consistent with the product identifier used in the chemical safety data sheet. If a substance or mixture is listed in the regulatory model, the correct UN shipping name should also be used on the packaging: 6.6.2 The label should include the chemical name of the substance. For mixtures or alloys, when acute irritation, skin or respiratory sensitization or specific target organ group irritation appear on the label, the label should include the chemical composition of all ingredients or alloying elements that may cause these hazards. The competent authority may require that the chemical names of all ingredients or alloying elements that may cause the hazard of the mixture or alloy be listed on the label. 6.7 Supplier identification
The name of the manufacturer or supplier of the substance or mixture, the email address and telephone number should be provided on the label. 6.8 Example of flammable liquid label

For some regulatory purposes, fuel oil, diesel and light heating oil with a flash point range of 55~75% may be classified as a specific group because these hydrocarbon sources have different flash points in this humidity range. Therefore, these products may be classified as category 3 or category 4 according to relevant regulations or by the competent authorities.
Non-flammable substances with a flash point higher than 3: but not exceeding 1:1 may be considered non-flammable substances for certain regulatory purposes (e.g. transport) if a negative result is obtained in the 1. A.2 Guidance
A.2.1 In order to classify flammable liquids, it is necessary to know the flash point and initial boiling point data of the flammable liquid. These data can be determined through experiments, or can be found in the literature or calculated. 4.2.2 If the mixture contains flammable liquids in known concentrations, although they may contain non-volatile components, such as polymers, additives, the flash point does not need to be determined experimentally, provided that the flash point of the mixture calculated by the method specified in A.2.1 is at least 5 °C higher than the corresponding classification criteria (23 °C and 60 °C, respectively) and the following conditions are met: a) the exact composition of the mixture is known (if the substance has a specified composition range, the component with the lowest calculated flash point should be selected for evaluation); b) the lower explosion limit of each component is known (when these data are extrapolated to temperatures other than the test conditions, appropriate corrections are applied), and the method for calculating the lower explosion limit of the mixture is known; c) the saturated vapour pressure and humidity dependence of the activity coefficient of each component in the mixture are known; d) the liquid phase is homogeneous. NOTE 1: So far, this calculation method is valid for mixtures containing up to six volatile components. These may be flammable liquids, such as liquid hydrocarbons, ethanol, alcohols, esters (except ethanol) and water. However, it has not been confirmed to be valid for mixtures of oxidized substances, sulfur, carbon and/or phosphides.
Note 2: If the calculated flash point deviates from the corresponding classification criterion by less than 5 °C, the calculation method cannot be used. The flash point should be determined experimentally. A.2.3 Gschlin and Rasnussen (Industrial Engineering Chemistry, 21, 186, (1982)) introduced a suitable method: For compounds containing non-volatile components, such as volatile components or additives, the flash point is calculated using the volatile components. The non-volatile components can slightly reduce the partial pressure of the solvent, so that the calculated flash point is only slightly lower than the measured value. A.2.4 If there are no relevant data, the flash point and initial boiling point should be determined experimentally. The flash point should be determined by closed cup test. The open cup test is acceptable only in special circumstances

D.1.1 This appendix provides guidance on how to use hazard statements and precautionary statements that comply with GHS for flammable liquids. It lists the recommended hazard statements and precautionary statements for each hazard type and hazard category of flammable liquids, see GI31690. D.1.2 Coding of hazard statements D.1.2.1 For the coding of hazard statements, see (HS Annex 3.D.1.2.2), each hazard statement is assigned a specific alphanumeric code consisting of one letter and three digits, as follows: (a) "H" (stands for "hazard statement"): b) The first digit represents the type of hazard referred to by the hazard statement with different part numbers, as follows: -2 for physical hazard; -3 for health hazard; -4 for environmental hazard; c) The last two digits correspond to the serial number of the hazard caused by the specific properties of the substance or mixture, such as; explosiveness (codes 200 to 210), flammability (codes 220 to 230), etc. D.1.2.3 Unless otherwise specified, all specified hazard statements shall appear on the label. The competent authority may specify the order in which hazard statements appear on the label. In addition, when a combination hazard statement is provided with two or more hazard statements, the competent authority may specify whether the combined hazard statement or the corresponding individual statement should be included in the label or whether it should be determined by the manufacturer/supplier. D.1.3 Precautionary statements should be marked together with the standard hazard communication elements (pictograms, signal words and hazard statements) on the label that meets the requirements. Additional supplementary information, such as instructions for use, may also be supplemented at the discretion of the manufacturer/supplier and/or the competent authority.
