3 Terms and definitions The terms and definitions
defined in GB/T 13016, GB/T 20000.1, GB/T 22117 and GB/T 35431 and the following terms and definitions apply to this document.

Public credit information
Credit information on various entities generated by departments that exercise public functions in accordance with the law in the process of performing their duties and providing services.
Note: Departments that exercise public functions in accordance with the law include administrative organs, judicial organs, and enterprises, institutions and social organizations that exercise public management (service) functions in accordance with the law.

Standard
A document developed through standardization activities in accordance with prescribed procedures and by consensus, which provides rules, guidelines or characteristics for various activities or their results for common use and reuse.
Note 1: Standards should be based on the comprehensive results of science, technology and experience.
Note 2: The prescribed procedures refer to the standard-setting procedures promulgated by the standard-setting body.
Note 3: International standards, regional standards, national standards, etc. are considered to constitute recognized technical rules because they are publicly available and can be kept in sync with the latest technical levels through amendments or revisions when necessary. Standards adopted at other levels, such as professional association (academy) standards, enterprise standards, etc., can affect several countries geographically.

Public credit information standards belong to a type of standard in the special layer of the overall architecture of the credit standard system. On the basis of inheriting and following the basic layer and general layer standards, the overall architecture of the standards is set according to the characteristics of public credit information standardization. According to the basic principles for the overall architecture of public credit information standards, the overall architecture of public credit information standards is divided into public credit information basic category, public credit information collection category, public credit information sharing category, public credit information application category and public credit information management category standards. 5.2

Public Credit Information Foundation Standards are basic technical standards applicable to various public credit information standardization activities, with broad generality and guiding significance.
Public Credit Information Collection Standards mainly regulate the business related to the collection, processing and handling of public credit information, and provide standardized technical guidance for the subsequent storage and use of public credit information. The public credit information sharing standards mainly provide business standards for information sharing for the establishment of a public credit information sharing mechanism, including resource sharing catalog system, information exchange methods and interface specifications, application system interface specifications, etc. The public credit information application standards mainly start from the needs of information application, and formulate relevant business standards for public credit information disclosure, joint punishment, credit-keeping incentive coordination technical specifications, and public credit information report format specifications to support the effective use of credit information. The public credit information management standards mainly formulate relevant public credit information management business standards from the aspects of standardizing information security, dynamic maintenance and quality control, and ensure the standardized management of credit information. For an overview of the contents of important public credit information standards, please refer to Appendix A. 6 Application requirements
The preparation of each type of public credit information standard should be based on the overall framework of public credit information standards, in a coordinated and mutually compatible manner, and avoid overlap and duplication. Among them, the preparation of relevant standards for local credit information platforms and industry credit information platforms should be based on the overall framework of public credit information standards. On the basis of meeting the requirements for sharing and exchanging operations with the national credit information platform, the actual and standardized business needs of local and industry development can be appropriately considered to maintain a dynamic transmission and supplement mechanism 4

Overview of Important Standards for Public Credit Information

The standard specifies the most commonly used terms in the field of public credit information, defines the basic concepts of terms, including Chinese and English names and explanations, and establishes the relationship between different concepts. The standard is applicable to credit services, management, scientific research, teaching and publishing, and can also be used as a reference in other related fields involving credit work.
A.2 Guidelines for Standardization of Public Credit Information The Guidelines for Standardization are implementation guidelines for guiding the development of standardization work, including the construction of the standard system, the classification of standards, the formulation of standards, the implementation and application of standards, the management of standards, the evaluation of the implementation effect of standards, and other aspects, providing guidance for the whole process of public credit information standardization from formulation to implementation.
A.3 Public Credit Information Classification and Coding Standards The standards specify the principles, classification system architecture, coding rules, and classification and codes for public credit information classification, and are applicable to the classification and use of public credit information. Other credit activities can also use them as a reference. Based on the classification and coding of credit information, the standards first specify the public credit information classification system architecture. On the basis of the two basic aspects of subject and category, the standards classify according to the two additional aspects of public credit information attributes and application, so as to integrate the existing and future public credit information resources generated, used and managed as effectively as possible, especially the public credit information resources shared across departments. Secondly, the standards specify the coding rules for the classification of public credit information resources, including coding composition, structure, code length, etc., and provide extensible explanations. Finally, the classification and code of each type of information are given for the different attributes of public credit information.
A.4 Public Credit Information Basic Data Items Standards Basic data items are general and basic data items required for the sharing of public credit information. The standard lists the basic data items corresponding to each credit point category in accordance with the information classification framework stipulated in the public credit information classification, and standardizes the attributes of each data item, such as name, identification, category, information resource name and applicable subject. Through the standardized processing and consistent definition of these attributes, a consistent understanding of public credit information can be obtained, thereby providing guidance for the sorting and cataloging of public credit information resources. A.5 Public Credit Information Data Elements
Public Credit Information Data Elements are a collection of basic business data units required for the sharing and exchange of public credit information, and are the basis for the implementation of public credit information management. The main contents of the standard include the classification of data elements of public credit information, as well as the consistent agreement on the Chinese name, definition, data type, data format, value range, synonymous name, unit of measurement and other attributes of each minimum data unit under each classification. Public Credit Information Data Elements can effectively ensure the standardized representation and unambiguous understanding of public credit information business data, and lay a solid foundation for the standardized management, sharing and exchange, and business collaboration of public credit information. 5

A.6 Public Credit Information Code Set
A code set is a collection of corresponding codes given according to the value range of the specified data element. The main contents of the standard include the code description method and all codes involved in the exchange and sharing of public credit information. Each code is described according to the code identifier, code name, code description, code representation format, code requirements and code table. Through formulation, selection and other forms, the standard takes the code-type data element whose value range is the code in the public credit information sharing database as the object to form a unified and shared code set, avoid the occurrence of incompatibility that data cannot be shared or even cannot be converted, and realize data sharing at the semantic level. A.7 Maintenance and management of public credit information data dictionary A data dictionary is an information resource that lists and defines all relevant data items. The standard is based on the construction needs of the public credit information sharing platform, and coordinates the existing data dictionary standards of various departments and localities. The standard proposes a dynamic maintenance and management mechanism for the data dictionary, stipulates the establishment and responsibilities of the maintenance organization (management group, technical group) of the data dictionary, as well as the work process and content, the addition and deletion of the data dictionary, and the update requirements of the data dictionary content, so as to achieve real-time maintenance and update of the data dictionary. It lays a standardized and consistent foundation for data exchange and information resource sharing, and also provides a reference for the compilation of data dictionaries in specific fields, thereby eliminating information islands and effectively promoting information exchange and sharing. A.8 Guidelines for the compilation of public credit information resource catalogs The purpose of the standard is to standardize the compilation of public credit information resource catalogs, guide various departments and local governments to compile their own/provincial credit information catalogs based on the standards, and finally form a public credit information resource catalog. The standard specifies the public credit information resource catalog code, catalog structure and template, and catalog compilation requirements, describes the scope of the compilation of the public credit information catalog, and clarifies the basis and methods for various departments and provinces to sort out the credit information catalog.
A.9 Public Credit Information Resource Identification Rules
Public credit information resource identification is a unique coding identification for public credit information resources and public credit information resource providers. It realizes the exchange, sharing, service and application of public credit information resources, and promotes the interconnection and sharing of social public credit information across departments and fields. The standard stipulates the coding principles, coding rules, identification management, identification resolution and identification application of public credit information resource identification, standardizes the retrieval, positioning and acquisition of public credit information resources, improves the level of development and utilization of public credit information resources, and ensures the uniqueness of public credit information resource identification.
A.10 The standard for the exchange method and interface specification of public credit information is an important basic standard for implementing public credit information data collection, data exchange and information release. Based on the national credit information sharing platform, it clarifies and standardizes the exchange method and exchange interface of public credit information, and stipulates the mechanism for local departments and the national credit information sharing platform to exchange and share credit points. At the same time, it can guide the exchange and sharing of credit information between local departments and ensure that the exchange and sharing of various types of credit information at all levels across the country is carried out in a standardized, orderly and efficient manner. A.11 Public Credit Information Disclosure Specification
The standard specifies the relevant requirements for the disclosure of public credit information, stipulates the basic principles, disclosure content and general requirements for the disclosure of public credit information, and is applicable to the disclosure of public credit information by various industry competent departments or local government departments at all levels.
