Aerosols
Manual of Tests and Criteria
( Fifth revised edition)
Aerosols (any non-refillable container made of metal, glass or plastic) contain compressed, liquefied or pressurized dissolved gas (with or without liquid, paste or powder) and are equipped with a release device to spray the contents to form suspended solid or liquid particles in the gas or to form foam, inoculant or powder or to appear in liquid or gaseous form. 4 Classification standards
For the general principles of aerosol classification and labeling, see GB13690. 4.1
4.2 If the aerosol contains If there is any component classified as flammable according to GHS, the aerosol should be classified as flammable, that is: 1) For flammable liquids, see GB30000.7;
For flammable gases, see GB30000.3;
For flammable solids, see GB30000.8.
Note 1: Flammable components do not include self-igniting substances, self-heating substances or water-reactive substances and mixtures, because these components are never used as the contents of sprayers. Note 2: Flammable aerosols no longer fall into the scope of flammable gases, pressurized gases, flammable liquids and flammable solids. 4.3 Aerosols are classified into one of three categories according to their composition, chemical heat of combustion and, as appropriate, the results of the foam test (for foam aerosols), the ignition distance test1
GB30000.4—2013
and the confined space test (for spray aerosols). See the decision logic in Chapter 5. Aerosols not classified in Category 1 or Category 2 (extremely flammable or flammable aerosols) should be classified in Category 3 (non-flammable aerosols) Note: Aerosols containing more than 1% flammable components or a heat of combustion of at least 20 kJ/g and not subject to the flammability classification procedure of this standard should be classified as aerosols Category 1. 5 Decision logic and guidance
The decision logic and guidance are for reference only. See Appendix A for decision logic and guidance. It is particularly recommended that the person responsible for classification study Chapter 4 before and during the use of the decision logic.
6 Labels
6.1 Overview
6.1.1 For labels of aerosols, hazard categories are listed in the order of designated pictograms, signal words and hazard statements. The hazard types or categories covered by the United Nations "Recommendations on the Transport of Dangerous Goods Model Regulations" (Seventeenth Revised Edition) (hereinafter referred to as the "Model Regulations") should list the designated corresponding graphic signs for each category on the label. The allocation of aerosol label elements is shown in Appendix B. 6.1.2 See Appendix C for aerosol classification standards and label elements. 6.1.3 The information required on the label includes hazard pictograms, signal words, hazard statements, precautionary statements, product identifiers and supplier logos, etc. Note: For other label elements that have not yet been standardized, such as precautionary statements, they also need to be included on the label. The competent authority may also require additional information, and the supplier may also add supplementary information
6.2 Hazard pictograms
Hazard pictograms should use black symbols on a white background, with a red frame wide enough to be eye-catching. The colors, numbers and minimum sizes of hazard pictograms and graphic symbols specified in the "Model Regulations" are shown in Appendix B. 6.3 Signal words
Signal words are words used on labels to indicate the relative severity of hazards and to alert readers to potential hazards. For extremely flammable aerosols, use the signal word "Danger". For flammable aerosols, use the signal word "Warning". 6.4 Hazard statements
Hazard statements are phrases assigned to a hazard class and category that describe the hazardous properties of a hazardous product and, where appropriate, its degree of hazard. For aerosol hazard statements, see Appendix D6.5 Precautionary statements
Precautionary statements are words (and/or pictograms) used to describe recommended measures to minimize or prevent adverse effects of exposure to hazardous products or improper storage or handling of hazardous products. For this purpose, there are five categories of precautionary statements: general, prevention, emergency, storage and disposal. Aerosol precautionary statements are listed in Annex D. 6.6 Product identifiers
6.61 The product identifier should be used on the label and should be consistent with the product identifier used on the Material Safety Data Sheet. If a substance or mixture is listed in the Model Regulations, the correct UN shipping name should also be used on the packaging. 6.6.2 The label should include the chemical name of the substance. For mixtures or alloys, when acute toxicity, skin or respiratory sensitization or specific target organ toxicity appear on the label, the label should include the chemical composition of all ingredients or alloying elements that may cause these hazards. The regulatory authority may require that the chemical names of all ingredients or alloying elements that may cause the mixture or alloy to be listed on the label2
Supplier identification
The name, address and telephone number of the manufacturer or supplier of the substance or mixture should be provided on the label. 6.8
Examples of labels
See Annex E for examples of aerosol labels.

Decision logic and guidance
Classification of aerosols requires data on their flammable components, their chemical heat of combustion and, as appropriate, the results of the foam test (for foam aerosols), ignition distance test and enclosed space test or for spray aerosols). Classification should be carried out according to decision logic A.1.1, A.1.2 and A.1.3.
A.1.1 Decision logic for aerosols See Figure A1
Category 3
No graphic symbol
Contains no more than 1% of flammable components and has a direct combustion heat of less than 20kl/g
Does it contain no less than 85% of flammable components and has a combustion heat of no less than 30kJ/g? For spray aerosols, continue with decision logic A.1.2: For foam aerosols, continue with decision logic A.1.3. Yes
