Conformity assessment includes activities that provide various types of assurance, that is, to ensure that a product, process, system, person or organization meets the requirements specified in the specification, such as international, regional or national standards, guidelines or other normative documents. The rapid development of technology, the integration of economic and production systems, and the development of international trade have increasingly emphasized the commonality of quality assessment procedures and systems. International standards have been increasingly widely accepted as an effective tool to enhance competition and eliminate technical trade barriers. However, the use of harmonized international standards for conformity assessment has been slow to develop, and different standards and approaches still exist. This situation may result in additional costs for producers, exporters and consumers, and poses a challenge to all national regulatory agencies and industries, including developing countries. At the same time, the development of regional and sector-specific conformity assessment systems and schemes is also of great importance. These systems continue to develop and build confidence among users of conformity assessment services (including industry, regulators and consumers), promoting global acceptance through a unified approach. In addition, the use of Declarations of Conformity (T)oCs) continues to increase in many product areas: due to differences in conformity assessment procedures and requirements, the lack of recognition of conformity assessment results can limit the flow of products and services. Efforts are needed to ensure that conformity assessment systems and procedures are non-discriminatory, transparent and avoid unnecessary barriers to trade. Members in the field of conformity assessment are encouraged to participate in the development of international standards and guidelines and use them as the basis for conformity assessment activities and systems, to exchange information and build confidence, to enhance understanding, and to accept other systems and methods. This standard is compiled in a way that is suitable for use by international, regional, national or regional, governmental or non-governmental conformity assessment bodies, accreditation bodies and other interested parties. This standard is used in conjunction with international standards or guidelines related to conformity assessment, national standards, or in the development of international standards or guidelines related to conformity assessment. It can also be used in conjunction with the Technical Barriers to Trade (TBT) Agreement of the World Trade Organization (WTO).

4.1 Overview
The general principles related to good operation of conformity assessment include four aspects: 1) Normative documents of conformity assessment; 2) Conformity assessment activities; 3) Conformity assessment system and plan; 4) Conformity assessment results. 4. 2. Normative documents for conformity assessment
Normative documents for conformity assessment (such as standards, guidelines and procedures) used by conformity assessment bodies and accreditation bodies in their work and activities should be
e) formulated in a transparent, open, fair and consistent manner; h) adapted to legal concepts and market needs; c) technically feasible;

Conformity assessment systems and schemes should be implemented as follows:
