Rules for Acceptance of Drilling and Completion Handover of Petroleum and Natural Gas Industry Standard of the People's Republic of China
This standard specifies the form, procedure, items and content of acceptance of oil and gas drilling and completion handover. This standard applies to the handover scope of onshore oil and gas drilling and completion. 2 Reference Standards

3 Handover Form and Procedure
3, 1 After the drilling and completion, the operation contractor shall hand over to the project contractor or its entrusted agent. SY 5678—93
3.2 The contractor shall issue a completion notice to the relevant parties within 30 days after the completion of exploration and within 15 days after the completion of development. The project developer shall organize the handover and both parties shall go to the site for acceptance and handover. 3.3 During the period of handover and acceptance, if the provisions of the handover or the contract are not fulfilled and a dispute occurs, the contract management department or an arbitration institution recognized by both parties shall coordinate or arbitrate. 4 Projects and Contents
4.1 Drilling Quality
4.1.1 Drilling Quality
Drilling inclination, drilling track, full angle change rate, bottom displacement, closing azimuth, and bullseye distance shall meet the drilling design requirements. 4.1.2 Fixing Quality
4.1.2.1 The difference between the casing and the structure shall meet the drilling design requirements. The casing running length error shall not exceed 0.5 thousandths. The number and depth of the short magnetic positioning casing are in accordance with the design requirements, and the error of the depth is not more than 10m. The casing can be smoothly passed to the artificial bottom with a standard diameter gauge:
4.1.2.2 The cement ring outside the casing is returned to the depth of the drilling equipment. The cement ring can effectively separate the moist, gas and water layers.
4.1,2.3 The distance between the bottom boundary of the next gas production layer and the artificial bottom is not less than 15m. The distance between the artificial bottom and the casing shoe is not less than 10m4.1.2.4 When the quality of the cement ring of the production layer is tested by acoustic oil, the sound amplitude value of no cement ring is 100%, and the relative value of the sound is within 30% as qualified cementation. Low-density water filtration is qualified as the relative value of the sound amplitude within 40%. 4.1.2.5 The casing test is carried out according to the SY5467 pipe string test pool. 4.1.2.6 The production layer casing test piece of the well with high acidic medium should be tested for water elimination according to the lowest value of the working pressure of the oil tree, the expected maximum shut-in pressure, and the internal resistance of the pipe string. The pressure should be stabilized for 30 minutes. If the pressure drop is not more than 0.5MPa, it is qualified.
4.1.2.7 The wellhead test is carried out with hot and compressed air. The pressure is 15MPa. It is qualified if there is no leakage. 4.2 Wellhead Completion Equipment

4.2.1 Well operation and high-pressure oil, gas, water and acidic medium oil and gas wells should be equipped with casing heads: low-pressure oil and gas wells should be equipped with simple casing heads. 4.2.2 The casing head and the production (gas) tree shall be installed in full, straight and firm according to the process design requirements, and its pressure level shall match the formation pressure. Acidic oil and gas shall be equipped with anti-sulfur wellheads. 4.2.3 The parallel port device shall be subjected to pressure sealing test. The test pressure shall be tested with clean water according to the lowest value of the three values ​​of the maximum wellhead shut-in pressure, the rated working pressure of the parallel port device and the internal pressure strength of the production layer casing specified in the process design. The pressure shall be stabilized for 30 minutes, and the pressure drop shall not exceed 0.5MPa to be qualified.
4.2.4 The top surface of the flange on the production layer inspection pipe head shall not exceed 0.5m from the ground. 4.2.5 The opening without the oil (gas) tree shall be equipped with a wellhead cap or parallel port protection device at the upper end of the production layer casing, and a clear and pregnant mark shall be welded on the outer casing coupling.
4.2.6 A pressure relief control device that meets the requirements shall be installed in the annular space between the two layers of casing. 4.2.7 There shall be no seepage, gas or water inside or outside the completed well pipe. 4.3 Completion pipe string
4.3.1 The structure and strength of the oil pipe string shall meet the requirements of the process design. 4.3.2 The water limit of the pipe string shall be passed, the oil pipe diameter gauge can pass smoothly, and the testing instruments and pumping tools can be smoothly lifted and lowered. 4.3.3 When the packer is weakly completed, the packer barrier shall be reliable and meet the process design requirements. 44.3.4 The oil pipe shall be tested and corrected on the ground before it can be put into the well. The pressure test standard shall be approved according to the process design requirements. 4.4 Completion site and environmental protection
4.4.1 The completion site shall be kept basically flat, and the site shall be clean after the work is completed, meeting the requirements of oil testing, downhole operations and production construction. 4.4.2 The sewage discharge facilities at the opening site shall meet the relevant regulations on environmental protection. 4.4.3 The drilled and slurry in the filter pool shall be treated for pollution prevention or recycled. 4.5 Information
The operating party or subcontractor shall provide the project contractor with the following relevant information: a. Drilling project history (including drilling project summary); b. Quality summary; c. Survey data; d. Land use certificate and pollution compensation documents; and, Drilling completion handover letter, see Appendix A (supplement). 2
