1 Scope
Quality assessment methods for decision-making meteorological services
This standard specifies the basic quality assessment methods for decision-making meteorological services. This standard applies to the quality assessment of decision-making meteorological services. 2 Terms and definitions
The following terms and definitions apply to this standard. 2.1
Decision-making meteorological serviceQX/T112—2010
Meteorological information services provided for decision-making departments to make scientific decisions on economic development plans, direct production, organize disaster prevention and mitigation, respond to climate change, rationally develop and utilize resources, protect the environment, and ensure major social activities, major engineering construction, military and national defense construction, etc. 2.2
Internal evaluation
Evaluation of the decision-making meteorological services of their departments by the functional competent departments. 2.3
External evaluation userevaluation
User evaluation of the Party and government decision-making departments when receiving decision-making meteorological services or using decision-making meteorological service products. 3 Decision-making meteorological service quality evaluation
3.1 Evaluation factors
There are seven evaluation factors for decision-making meteorological services. There are four internal evaluation factors: pertinence, sensitivity, comprehensiveness, and timeliness; there are three external evaluation factors: number of publications, number of instructions, and number of criticisms. The two evaluations are independent evaluations from different perspectives and complement each other. 3.2 Decision-making meteorological service quality evaluation
3.2.1 Calculation method
Taking into account the internal and external evaluations, the formula for calculating the quality of decision-making meteorological services is as follows: S=X+Y

The functional department of decision-making meteorological service work shall evaluate the four factors of pertinence (A), sensitivity (B), comprehensiveness (C) and timeliness (D). These four factors are determined by the scores of the decision-making service department, and the scores are based on a 10-point system. The ratio of the cumulative actual score to the number of services provided is the evaluation score of the functional department. Pay attention to national security, public resources and social needs, keenly grasp service hotspots, and take the initiative to carry out decision-making meteorological services. 3.2.2.3 Comprehensiveness (C)
Fully consider the needs of services in various aspects such as the country, society, economy, and development, express the theme and content in a popular and objective manner, accurately explain meteorological principles and concepts, and comprehensively propose scientific analysis and suggestions based on relevant information. 3.2.2.4 Timeliness (D)
When monitoring and predicting that meteorological conditions may or will have a major impact on national security, economic and social development, and the safety of people’s lives and property, timely grasp the service opportunities and provide decision-making meteorological services within the maximum benefit period. 3.2.3 External evaluation
The three external evaluation indicators are the number of publications in the relevant publications of the party and government decision-making departments, the number of instructions from the party and government leaders, and the number of criticisms from the party and government leaders. The calculation method is as follows: the number of citations (M), the number of instructions from the party and government leaders (N), and the number of criticisms from the party and government leaders (P) in the relevant publications of the party and government decision-making departments are multiplied by the corresponding parameters, i.e., the weight score, and the total score is accumulated over a period of time. The ratio of the accumulated actual total score to the number of times the product is provided is the evaluation of the decision-making department.

In the service process, the approval and praise are not counted repeatedly, and the highest scoring item is calculated.
