There are four internal evaluation factors: pertinence, sensitivity, comprehensiveness, and timeliness; there are three external evaluation factors: number of publications, number of instructions, and number of criticisms. The calculation method is as follows: the number of citations (M), the number of instructions from the party and government leaders (N), and the number of criticisms from the party and government leaders (P) in the relevant publications of the party and government decision-making departments are multiplied by the corresponding parameters, i.e., the weight score, and the total score is accumulated over a period of time.
