National Technical Standard for the Safety of Textile Products is a mandatory national standard formulated in accordance with the National Standardization Law of the People's Republic of China and other laws and regulations: Textile products need to add various finishing agents such as dyes and finishing agents during the printing, dyeing and finishing process. These finishing agents contain or produce more or less harmful substances. When harmful substances are transported to certain extent on textiles, they will cause harm to people's skin. Therefore, it is necessary to put forward technical requirements for the safety of textile products, so that textile products can protect human health and safety during production, circulation and consumption. For textile products, this technical standard does not clearly define the use of textile products. For those products that do not belong to the technical standard, they are marked in the table.
This technical standard does not provide other requirements for the safety performance of textile products, and other requirements shall be implemented according to the corresponding standards. This technical specification shall be implemented from January 1, 2005. Products that meet the requirements of the relevant standards before January 1, 2005 shall not be allowed to be sold on the market. The expiration date is one year, until January 1, 2015. After the implementation of this technical specification, if the relevant standards and other documents do not meet the requirements of this technical specification, this technical specification shall prevail. Appendix A of this technical specification is an informative appendix, and the appendix is a normative appendix. This technical specification is provided by the China Textile Industry Association. This technical specification is under the jurisdiction of the National Textile Standardization Technical Committee. The National Textile Product Quality Supervision and Inspection Center of the Textile Industry Standardization Research Institute is responsible for the drafting of this technical specification. National Basic Safety Technical Specifications for Textile Products GE1B401-2003
This technical specification defines the basic safety technical requirements, test methods, inspection rules and implementation and supervision of textile products. Other requirements for textile products shall be implemented in accordance with relevant standards.
This technical specification is applicable to clothing and decorative products produced, sold and used in my country, and exported products are subject to contractual agreements.
The products listed in Appendix A are not included in the specifications of this technical specification, unless otherwise agreed by the supply and demand parties or otherwise stipulated by the state. 2 Normative Reference Documents
The clauses in the following documents are incorporated into this technical specification through reference in this technical specification. For all dated referenced documents, all subsequent amendments (excluding those resulting from changes) or revisions are not applicable to this technical specification. However, the parties who have reached an agreement on the technical basis of this specification may study whether the latest versions of these documents can be used. For all undated referenced documents, the latest versions shall apply to this technical specification. Products made of natural fiber and chemical fiber as main raw materials, warp, weaving, dyeing or chemical warp sewing, compounding and other processes: such as warping, weaving and its products: 3.2

If all the sampled samples are qualified, then the basic safety performance of the product is determined to be qualified: there are small qualified samples: the product represented by the product is not suitable for the type or color of the product. Implementation and supervision
8.1 According to the relevant provisions of the Standardization Law of the People's Republic of China and the Implementation Regulations of the Standardization Law of the People's Republic of China, the units and individuals engaged in product research, production, and operation must strictly implement this technical specification. Products that do not meet this technical specification are prohibited from production and entry:
8.2. According to the relevant provisions of the Standardization Law of the People's Republic of China and the Regulations for the Implementation of the Standardization Law of the People's Republic of China, state organs, enterprises, institutions and all citizens have the right to report, sue and complain about any violation of this technical specification. 8.3. According to the relevant provisions of the Product Quality Law of the People's Republic of China, the state shall supervise the quality of textile products mainly through independent inspection. B.4. If this technical specification involves product certification and other work, it shall be implemented in accordance with the relevant national laws and regulations. 9. Legal liability
Any violation of this technical specification shall be punished in accordance with the provisions of the Standardization Law of the People's Republic of China, the Product Quality Law of the People's Republic of China and other relevant laws and regulations.
