3 Terms and definitions
The following terms and definitions apply to this standard,

Accuracy of license plate recognition The accuracy of license plate recognition is the percentage of vehicles with correct license plate information and the number of vehicles with automatically recognized license plates. 4 Requirements
4.1 General requirements
4.1.1 Composition
The intelligent monitoring and recording system for highway vehicles consists of auxiliary lighting units, vehicle detection units, camera units, image acquisition units, image processing and transmission units, etc.
4.1.2 Appearance
The outer surfaces of each component should be smooth and flat, and should not have defects such as marks, scratches, cracks, and deformation. The surface of the metal casing should have anti-rust and anti-corrosion coatings, and metal parts should not be rusted.
4.2 Electrical components
4.2.1 Power supply
The rated voltage of the power supply is AC220 V, 50 Hz.
4.2.2 Switch

A main power switch with overload, leakage and short circuit protection functions should be installed. The rated voltage and rated current of the switch should meet the minimum capacity requirements of AC250V20 A.
4.2.3 Lightning protection measures
Lightning protection measures should be taken for system equipment (indoor and outdoor equipment). 4.2.4 Wiring
Internal wires should be properly protected to ensure that these wires do not contact parts that may cause damage to the insulation of the wires. When the wires need to pass through metal holes, the metal wire holes should be chamfered and should not have sharp edges. The wires should be equipped with bushings. All terminal and facility wiring should be arranged neatly, using wire and cable sleeves, cables or pipes fixed, and the lines in the harness The wiring should be well braided and arranged so that the removal of any wiring assembly will not affect the seams not related to the assembly. 4.3 Function
4.3.1 Vehicle image recording
When a vehicle passes, the highway vehicle intelligent monitoring and recording system should be able to accurately capture its characteristic image and panoramic image, and mark the vehicle information in the panoramic image. The image capture rate of vehicles traveling at 5km/h to 140km/h in the monitoring area should reach more than 99%, and the vehicle traffic database should comply with the format requirements of Table A.1 in Appendix A. 4. 3.2 Speed measurement
The intelligent monitoring and recording system for highway vehicles should be able to measure the speed of passing vehicles. 4.3.3.1 While recording the images of passing vehicles in real time, the system should have the function of automatic vehicle license plate recognition. The character library used for license plate recognition should be complete, that is, it should be able to recognize the license plates of motor vehicles traveling on the roads of my country (at least including: license plates other than motorcycle license plates and temporary license plates stipulated in GA36, 2002 motor vehicle license plates, armed police vehicle license plates, and military vehicle license plates). 4.3.3.2 The vehicle license plate recognition rate during the day should be no less than 90%, and the license plate recognition accuracy rate should be no less than 85%; the vehicle license plate recognition rate at night should be no less than 85%, and the license plate recognition accuracy rate should be no less than 75%. 4.3.4 Automatic alarm

It should provide an application platform for vehicle information inspection, operate the database according to different permissions, and provide fuzzy query, data backup and data printing output functions.
4.3.6 Traffic statistics
It can organize vehicles by lane and time period and output them in the form of reports. 4.3.7 Data transmission and remote maintenance
Data transmission, remote access and remote system maintenance can be realized through the network. 4.4 Image and storage requirements

4.4.1 Resolution
The resolution of the recorded full image shall not be less than 768×288 pixels, and the resolution of the feature image shall not be less than 768×288 pixels. 4.4.2 Clarity

5.7.4 Rain test
Connect the outdoor equipment to the power supply and operate normally. Place it in the normal position. The water spraying volume of the rain test is 24.5L/h. Put the outdoor equipment in the test chamber in the normal working position. The test chamber temperature is 35℃±2℃, the mass percentage concentration of the salt spray solution is 5%±0.1%, and the fog deposition rate is 1.0mL/h.80cm2~2.0mL/lh·80cm2. 6 Inspection regulations

The applicant must provide the following for type (finalization) inspection: the manual should provide detailed operation, maintenance and repair instructions, wiring diagrams or electrical schematics, and relevant prompt information that may affect the user's personal safety; 3 sets of test systems; other test system components.
