National Standard of the People's Republic of China
GB/T19621-2004
Labor force quota for lightrail engineering in city trasit system
2004-12-28 Issued by General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China and Standardization Administration of the People's Republic of China on July 1, 2005. Implemented on July 1, 2005. GB/T19621-2004 The labor quota series of urban rail transit projects consists of the labor quota of urban rail transit light rail engineering, the labor quota of urban rail transit subway engineering, the labor quota of urban rail transit communication engineering, the labor quota of urban rail transit traction power supply engineering, the labor quota of rail transit engineering machinery repair, and the labor quota of soft road transportation engineering industrial manufacturing. GB/T19621-2004 The labor quota of urban rail transit light rail engineering is one of the labor quota series of urban rail transit engineering. Appendix A of this standard is a normative appendix. This standard was proposed by the National Technical Committee for Labor Quota Standardization. This standard is under the jurisdiction of the Ministry of Labor and Social Security of the People's Republic of China. The main drafting unit of this standard is China Railway Engineering Corporation. The main drafters of this standard are Pang Dejing, Liu Gang, Gong Nengyan, Long Shuiqing, Wang Wei, Zhang Jianxin, Kai Guofu, Xu Deming, Liu Hao, Yang Zhuping, Tian Chuanjun, Li Junxiao, Du Mancui.
The main editors of this standard are Li Changjin, Ma Li, Wu Zelin, Gan Shucheng, Xia Heping, Xu Zhenhua, Chen Tianbao, Zhu Huiguo, Wen Nianxian, Zheng Donglun, Zhou Jianmin. Wei Shiquan Xian Enfu, Hua Yuming. This standard is interpreted by the China Railway Engineering Labor Quota and Staffing Standardization Technical Committee. GB/T 19621—2004
The formulation of this standard provides the main basis for guiding and standardizing the construction and production of urban rail transit plants, strengthening labor management, and rationally allocating labor and formulating work plans for enterprises. At the same time, it provides standards for urban rail transit labor budget quotas, mechanical unit quotas and other economic quotas and financial labor cost management.
This standard, in accordance with the principle of "advanced, reasonable, scientific and standardized" and the construction process of urban rail transit light rail projects, briefly describes the work content and operation methods of each process (post): stipulates the labor quota, quota, machine reduction (equipment) conditions, skill requirements of employees and adjustment coefficient standards for each process (post).
Labor quota of urban rail transit light rail projects GB/T 19621—2004
This standard stipulates the labor quota, quota, skill level, personnel allocation and work content of urban rail transit light rail projects. This standard is applicable to the labor management of urban rail transit light rail projects. 2 Labor quota of urban rail transit light rail roadbed projects 2.1 Human earthwork
