1 General Principles
1.0.1 This specification is formulated to implement the relevant national policies and unify technical requirements in the design of compressed natural gas filling stations for automobiles (hereinafter referred to as filling stations), to achieve advanced technology, economic rationality, safety and applicability, and to ensure quality. 1.0.2 This specification is applicable to the engineering design of new, expanded or rebuilt fixed compressed natural gas stations for automobiles with a working pressure not exceeding 25MPa (gauge pressure). 1.0.3
The design of gas filling stations shall comply with the following principles: 1. Safe production, environmental protection, energy conservation, and convenient vehicle refueling; 2. Adopt advanced technology and strive to absorb new scientific and technological achievements at home and abroad; 3. Optimize the design and determine the reasonable plan after comprehensive technical and economic comparison. 1.0.4 In addition to complying with this specification, the engineering design of gas filling stations shall also comply with the provisions of the relevant mandatory standards currently in force in the country.
2 Terms
2.0.1 Compressed natural gas (CNG) Compressed gas fuel with methane (CH) as the main component 2.0.2 Compressed natural gas for vehicle Compressed natural gas used as vehicle fuel. Its main technical indicators shall comply with the relevant provisions of the current national standard "Compressed natural gas for vehicle" SY/T7546. 2.0.3 Fast filling
The time it takes for a gas filling machine to complete the filling of a vehicle cylinder is less than 5 minutes: it is called fast filling. It is generally used to supplement compressed natural gas fuel to passing vehicles. 2.0.4 Slow filling slowfilling
The time it takes for a gas dispenser to fill a car gas cylinder with gas is more than 5 minutes, which is called slow filling. It is mainly used for the compressor in the station to directly fill gas to the vehicles parked in the garage at night. It automatically shuts down when the rated pressure is reached. 2.o.5 Fixed gas filling station fixedgasfillingstation A set of fixed devices for filling gas for incoming cars. It includes a gas storage cylinder group, a compressor, a gas dispenser, etc.
2.0.6 Gas storage cylinder gas storage cylinder The cylinder or pressure vessel for storing compressed natural gas in the gas station. Its main technical indicators should comply with the relevant provisions of the current national standard "Steel Seamless Gas Cylinder" GB5099 2.o.7 Gas storage cylinder groupgasstoragecylinder Multiple gas storage cylinders are arranged and combined vertically or horizontally, and the cylinders are connected by pipelines to form an integrated gas storage device.
2.0.8 Compressed natural gas dispenser The general term for the emergency shut-off valve after the gas pipeline in the gas station, the gas dispenser (metering, pricing), the gas supply hose, the gas shut-off valve and the gas nozzle. 2.0.9 Gas filling hose
The general term for the gas supply hose after the gas dispenser, the gas shut-off valve and the gas nozzle. 2.0.10 Gas filling nozzle The gas filling joint inserted into the gas filling valve of the car. 2.o.i1 Shutdown valve for group gas storage cylinder
The shut-off valve that cuts off the gas flow of each gas storage cylinder group. 2.0.12 Main shut-off valve mainshutdownvalve The shut-off cabinet that cuts off the gas source of the gas area of the gas storage cylinder group. 2.0.13 Emergency Shutoff Valve
Emergency Shutdown Vaive
A shutoff valve that quickly cuts off the gas source of the gas dispenser. 2.0.14 Automobile Three-way Fill/of/Vent Valve A shutoff valve used to quickly cut off the gas source of automobile filling and to vent the residual commercial gas in the filling pipe after filling (referred to as the filling shutoff valve): 3 Basic Provisions
3.1 Process Design
31.1 The process design of the filling station should be determined based on the gas source conditions, environmental conditions, gas filling volume and the characteristics of the filling vehicles, after comprehensive analysis and technical and economic comparison. 3.1.2 The gas cylinders of the filling station should be divided into three groups according to pressure, namely high, medium and low, and the volume ratio of the gas cylinders is 1:2:3.
3.1.3 A gas cylinder group shutoff valve, a main shutoff valve, an emergency shutoff valve and a gas shutoff valve (see Appendix A) should be installed between the gas cylinder group and the vehicle filling nozzle of the gas filling station. The valve setting position should be convenient for operation.
3.1.4 A pressure regulating device should be installed on the gas source pipeline entering the station to ensure the stability of the intake pressure and prevent overpressure.
3.1.5 The natural gas entering the station should meet the Class II gas quality indicators specified in the current industry standard "Natural Gas" SY7514-88. The water dew point of the pressurized natural gas should comply with the provisions of the current national standard SY/T7546, otherwise a dehydration device should be installed. 3.1.6 Metering devices should be installed at the natural gas inlet and outlet, and the accuracy of the metering instrument should not be lower than Class 0.5.
3.1.7 For the devices and pipelines in the gas-filling mushroom, wherever the boosting, delivery and storage pressures need to be displayed, pressure measuring points should be set. The range of the pressure gauge is 2 times the working pressure, and the accuracy of the pressure gauge should not be lower than level 1.5. The joint connected to the pressure gauge should have a 1.4mm diameter vent hole
3.1.8 Vehicle refueling should be carried out using a compressed natural gas filling machine and should comply with the following regulations:

2 Slow refueling should be carried out at night and a safety pressure limiting device should be set:3 The refueling gun should adopt a quick-install structure to be flexible, convenient, safe and reliable. 4
3.1.9 All equipment and materials in contact with compressed natural gas in the gas station should be compatible with it.
3.2 Safety protection
3.2.1 A manual emergency shut-off valve should be installed on the natural gas inlet pipeline. The installation position of the emergency shut-off valve should be convenient for timely cutting off the gas source in case of an accident. 3.2.2 The natural gas pipeline and gas cylinder group in the station should be equipped with a safety pressure relief protection device, and the pressure relief device should have sufficient pressure relief capacity. The released gas should comply with the following provisions:
1 If the release flow is small, such as the gas released by the safety valve overpressure and the gas released by the equipment pressure relief, it can be discharged to the safe area through the pipeline or discharged through the vent pipe. 2 For the operation discharge with a release flow greater than 2m and an average release frequency of more than 2 to 3 times per hour, a special recovery tank should be set; 3 High-pressure gas with a release flow greater than 500m, such as the release of the gas cylinder group, the gas discharged from the system during fire or emergency maintenance of equipment, should be quickly discharged within half an hour through the vent pipe.
