GB17353-1998 This standard is formulated in accordance with the United Nations Economic and Technical Commission for Europe (ECE) Regulation No. 62 "Uniform Provisions on Anti-theft Devices for Motor Vehicles with Handlebars" (1984 Edition). This standard applies to anti-theft devices for locking the steering mechanism of motorcycles and mopeds. 2 Terminology 2.1 Anti-theft devices A system used to prevent the vehicle from being illegally used, which has a reliable steering locking effect: Category 1: Only the steering mechanism is reliably locked. Category 2: The steering mechanism can be reliably locked and the engine can be disabled. Category 3: The steering mechanism is locked with a preload and the engine can be disabled. 2.2 Steering mechanism GB 17353--1998 Refers to the steering control system (handlebar or steering wheel), steering column and its covering, steering column joint plate and all parts that directly affect the effectiveness of the anti-theft device. 2.3 Combination A specially designed and manufactured combination of locking systems. 2.4 Key A part of a locking system that can only be operated by the key. 3 Technical requirements 3.1 General requirements 3.1.1 When the anti-theft device is in operation, the vehicle cannot be turned or moved forward in a straight line. 3.1.2 The key can only be removed when the lock tongue is fully opened or closed. Even if the key is inserted, it should not be in any intermediate position that affects the engagement of the lock tongue. 3.1.3 The requirements specified in Articles 3.1.1 and 3.1.2 should be met by using one key. 3.1.4 The anti-theft device and the parts of the vehicle related to its operation should ensure that the device will not fail. 3.1.5 The anti-theft device should be installed on the vehicle as an original component (that is, the device is installed on the vehicle by the manufacturer before the vehicle is sold for the first time). The vehicle lock should be firmly installed in the anti-theft device (for example, the vehicle lock can only be taken out after the cover or other fixing device is removed and the lock tongue is opened with the key). 3.1.6 The key of the locking system should have at least 1000 different combinations. If the total annual production of vehicles is less than 1000, the number of key combinations should be equal to the total annual production of the model. Among all vehicles of a model, the mutual opening rate of each combination is not more than 1/1000. Approved by the State Administration of Quality and Technical Supervision on May 6, 1998 and implemented on January 1, 1999 3.1.7 There should be no visible code on the key and lock. GB17353-1998 3.1.8 The design, manufacture and installation of the lock should ensure that when it is in the locked position, no tool other than the key can turn the lock cylinder with a torque less than 2.45N·m. 3.1.8.1 For lock cylinders with pin-type tumblers, no more than two identical tumblers shall be arranged in adjacent positions and work in the same direction. In the same lock, the number of identical tumblers shall not exceed 60% of the total number. 3.1.8.2 For lock cylinders with plate-type tumblers, no more than two identical tumblers shall be arranged in adjacent positions and work in the same direction. In the same lock, the number of identical tumblers shall not exceed 50% of the total number. 3.1.9 The anti-theft device shall exclude any accidental locking that may endanger the safety of the vehicle when it is in motion. 3.1.10 When the anti-theft device is in the locked position, it shall have sufficient strength to withstand a torque of 200 N·m in both directions around the steering column under static conditions without causing damage to the steering mechanism that may endanger safety. 3.1.11 The design of the anti-theft device shall ensure that the angle between the steering mechanism and the left or right side of the straight line direction of the vehicle is at least 20°. 3.2 Special requirements. 3.2.1 In addition to the general requirements specified in Article 3.1, the anti-theft device shall also meet the following special requirements: 3.2.1.1 For a Category 1 or 2 anti-theft device, the vehicle is locked only when the key is turned and the lock tongue engages with the corresponding groove when the steering handle (steering wheel) is in the appropriate position. 3.2.1.2 For a Category 3 anti-theft device, it should be possible to pre-close the lock tongue by a separate action on the vehicle component or by turning the key. If the lock tongue is pre-closed, the key should not be removed unless in accordance with Article 3.1.2. 3.2.2 For a Category 2 and 3 anti-theft device, the lock tongue should not be closed as long as the device is in the engine running position. 3.2.3 For a Category 1 anti-theft device, the vehicle lock should not fail after 25,000 operations. For a Category 2 anti-theft device, the vehicle lock should not fail after 20,000 operations. For the type 3 anti-theft device, it shall not fail and shall meet the requirements of 3.1.8, 3.1.9 and 3.1.10 after 2500 locking cycles in each direction as specified in Appendix A (Appendix to the standard) of this standard. 602 A1 Test equipment The test equipment shall include: GB 17353—1998 Appendix A (Appendix to the standard) Cyclic test for type 3 anti-theft device A1.1 Fixture for mounting the sample of the steering mechanism with the anti-theft device. A2 Test method A2.1 Mount the sample of the steering mechanism with the anti-theft device on the fixture described in A1.1. A2.2 One cycle of the test procedure shall include the following steps: A2.2.1 Starting position Unlock the anti-theft device and turn the steering column to a position where the anti-theft device cannot be locked. A2.2.2 Adjust to working state Use the key to turn the anti-theft device from the unlocked position to the locked position. A2.2.4 Open Unlock the anti-theft device and reduce the torque to 0 to facilitate opening. A2.2.5 Reset Turn the steering column to a position where the anti-theft device cannot be locked. A2.2.6 Reverse rotation. Repeat steps A2.2.2, A2.2.3, A2.2.4 and A2.2.5 with the steering column in the opposite direction. A2.2.7 The time interval between two consecutive engagements is at least 10 s. A2.3 Carry out the cyclic test for the number of times specified in 3.2.3 of this standard.
