1 Scope
SN/T 1828.13 specifies the test and classification of flammable liquid dangerous goods for import and export.

3 Terms and definitions
The terms and definitions defined in the "Recommendations on the Transport of Dangerous Goods Manual of Tests and Criteria" (5th revised edition) and the following terms and definitions apply to this document.
3.1 Flammable liquids
This category of chemicals refers to flammable liquids, liquid mixtures or liquids containing solid substances, but does not include liquids that have been included in other categories due to their hazardous properties, and whose closed cup flash point test flash point is equal to or lower than 60°C.
3.2 Flash point
The lowest temperature at which the sample is heated to a mixture of its vapor and air under specified conditions and flashes when it contacts a flame.

Go to Part 13: Flammable liquids". This part replaces SN/T1828.13-2006 "Classification and Test Methods for Import and Export Dangerous Goods". Compared with SN/T1828.13-2006, the main technical changes are as follows: the definition of flammable liquids has been modified (see 3.1, 3.1 of the 2006 edition); the determination of hazard categories has been modified (see 5.1, 5.1 of the 2006 edition); the closed cup flash point and viscosity test results have been modified (see 5.2.2 Table 2, 5.2.2 Table 2 of the 2006 edition): - Added that viscous substances with the following properties should be included in the Class III packaging (see 5.2.4): Added that if the flash point is between 23℃ and 60℃ and meets the following conditions, it can be classified as a non-flammable liquid (see 5.2.5). This part adopts the United Nations "Recommendations on the Transport of Dangerous Goods Model Regulations" (17th revised edition), and its relevant technical content is completely consistent with the above regulations.

4 Solvent separation test

Test procedure
4.4.2.1 Stir the viscous liquid (e.g. paint, varnish, adhesive and polish) with a flash point below 23℃ until it is evenly mixed. 4.4.2.2 Pour the stirred liquid into the 100mL mark of the measuring cylinder. After plugging the stopper, let the measuring cylinder stand for 24 hours. After 24 hours, measure the height of the upper separation layer.
The test result is expressed as the percentage of the height of the upper separation layer of the falling liquid in the measuring cylinder to the total height of the sample. 4.5

Test procedure
4.5.2.1 Stir the viscous liquid (e.g. paint, varnish, adhesive and polish) with a flash point below 23℃ until it is evenly mixed. 4.5.2.2 Carefully inject the stirred liquid into the 4mm diameter nozzle of the viscosity tester, start timing immediately, and record the time taken for the entire sample to flow through the viscosity tester. If the flow time exceeds 100s, carefully inject the sample into the 6mm diameter nozzle of the viscosity tester and start timing. Record the time taken for the entire sample to flow through the viscosity tester. 5 Category determination
5.1 Determination of hazard category
Liquids or liquid mixtures with a flash point equal to or lower than 60°C determined by the closed cup flash point test belong to Class 3 flammable liquids. However, if the flash point is higher than 35°C, liquids that do not continue to burn do not belong to Class 3 flammable liquids. 2

Group III packaging if they meet the following conditions:
In the solvent separation test, the height of the clear solvent upper separation layer is less than 3% of the total height; a)
The mixture does not contain any primary hazard or subsidiary hazard belonging to 6.b)
Substances of 1 poisonous substance or 8th class corrosive substances;
