"Industrial Enterprise Dispatch Phone and Conference Phone Engineering Design Specification" is based on the China Engineering Construction Standardization Association (89) Jianbiaoweizi No. 19 document on the recommended engineering construction standard specification plan for 1989, and was jointly compiled by the Beijing Design Institute of Ministry of Posts and Telecommunications and the Beijing Iron and Steel Design and Research Institute of Ministry of Metallurgy. During the compilation process, the opinions of relevant units and experts were widely solicited, and the draft was reviewed and finalized by the National Communication Engineering Standard Technical Committee.
The CECS-36:91 "Design Specifications for Dispatching and Conference Phones in Industrial Enterprises" is now approved as the standard of the China Association for Engineering Construction Standardization and is recommended for use by relevant units of engineering construction. Chapter 1 General Provisions
Article 1.0.1 This code applies to the design of new or expanded projects of industrial enterprises or other projects that require the installation of dispatch telephones or conference telephones. Article 1.0.2 The planning and design of dispatch telephones and conference telephones shall be consistent with the development plan of the enterprise, meet the requirements of production technology and enterprise management, be comprehensively considered in combination with the characteristics and scale of industrial enterprises, and comply with the following provisions: 1. Industrial enterprises with busy dispatch business volume or urgent time requirements shall set up a separate dispatch telephone system:
2. Industrial enterprises that hold frequent telephone conferences, long meeting times, and a large number of connected users, and at the same time need to conduct production command and dispatch, in addition to setting up a dispatch telephone system, shall set up a separate conference telephone system: 3. Industrial enterprises with relatively small dispatch business volume should use program-controlled user telephone exchanges with dispatch telephone functions for command and dispatch, and do not set up a separate dispatch telephone system;
4. Industrial enterprises that hold fewer telephone conferences, smaller meetings, and shorter meetings should use dispatch telephone switchboards or program-controlled user telephone exchanges with conference telephone functions for telephone conferences. No separate conference telephone system is set up. Article 1.0.3 In addition to the implementation of this specification, the design of dispatch telephone or conference telephone engineering shall also comply with the relevant provisions of the current national "Industrial Enterprise Communication Design Specification" (GBJ42-81), "Industrial Enterprise Communication Grounding Specification" (GBJ79-85) and "Postal and Telecommunications Equipment Installation Seismic Design Provisional Regulations". Chapter II Dispatching Telephone
Article 2.0.1 The setting and classification of dispatch telephones shall be determined according to the actual needs of the production scale, production dispatching organization system and production contact of industrial enterprises. If the production dispatching organization system of industrial enterprises is managed at multiple levels and the production process is relatively complex, or if it is not complex, but there are many workshops and the various units are closely connected, dispatch telephones at all levels that are compatible with the production organization system should be set up. For example: general dispatch, sub-dispatching, workshop dispatching and professional dispatching.
Article 2.0.2 The lower-level dispatch telephone switchboard should have a trunk line connected to the upper-level dispatch telephone switchboard. Dispatching telephone switchboards at all levels should have a trunk line to the telephone station. The dispatching room and important dispatching users should also be equipped with factory (mine) area telephones as backup for dispatching telephones. Article 2.0.3 The selection of dispatching telephones should be based on production characteristics and after technical and economic comparison, corresponding equipment such as radial, number selection or program-controlled dispatching telephones should be selected. And should meet the following requirements:

2. For professional dispatch, when the dispatched users use different telephone mechanisms (for example, there are common power type and magnetic type) and need to gather voice and group calls, it is advisable to use a dispatch telephone switchboard that meets these requirements:
3. When power dispatch or other professional dispatch needs, a recording dispatch telephone switchboard can be selected. If multiple channels need to be recorded at the same time, a multi-track recording device should be selected; 4. A dispatch telephone switchboard should be used for parallel dispatch; 5. If public dispatch and telephone communication are required at the same time, a program-controlled dispatch telephone switchboard should be selected. The machine should have the dispatcher's priority calling and insertion functions, the operation call keys of each user, and the user's busy and idle status display signal: 6. When the user line network is distributed in a planar manner, a radial dispatch telephone switchboard should be used, and a dedicated dispatch telephone machine should be used. 10. Some mobile dispatch users. It is advisable to select a dispatch telephone switchboard with wireless or finger communication interface:
8. If on-site live monitoring is required, a dispatch telephone switchboard with a video interface can be selected;
9. Dispatching telephone extensions should be selected according to the functional requirements of the switchboard, including conference phones and telephone dual-purpose extensions, automatic phones, public phones, magnetic phones or phones with amplification.
Article 2.0.4 The capacity of the dispatch telephone switchboard should meet the needs of long-term development planning. If the development plan is difficult to determine, 10% to 30% of the spare capacity can be reserved based on the number of recent users and the characteristics of similar research and development. Article 2.0.5 The dispatch telephone station should be equipped with a distribution box or distribution frame with overvoltage and overcurrent protection. If the dispatch telephone station and the telephone station are in the same building, a distribution frame can be shared.
Article 2.0.6 The dispatch telephone station should be located near the production dispatch room at the corresponding levels. The workshop and professional dispatch telephone stations can be located in the duty room or control room of the workshop office. Dispatching telephone stations with 40 or more doors should be equipped with a dispatching room, a dispatching machinery room and a battery room (if an integrated power supply with sealed group batteries is selected, this room may not be needed). The power distribution and rectification equipment are installed in the dispatching machinery room.
Several adjacent dispatching stations, telephone stations or other communication equipment can share a machine room; batteries can be shared if the voltage levels are the same. Article 2.0.7 The clear distance between the front of the dispatching desk or cabinet and the wall should not be less than 1200mm; if the back of the desk or cabinet needs maintenance, the clear distance between the back and the wall should not be less than 800mm; the clear distance between the side and the wall or other equipment should not be less than 1500mm for main aisles and 800mm for secondary aisles. Article 2.0.8 The laying of cables and wires between equipment should be laid in underground cable troughs or concealed pipes as much as possible.
Article 2.0.9 When AC power supply is supplied according to the secondary load, the dispatch telephone switchboard with small capacity or communication interruption can be powered directly by rectifier equipment. The dispatch information with large or piece-rate communication (such as general dispatch or power dispatch, etc.) should adopt floating charge power supply. Article 2.0.10 The metal shell of the communication equipment and power equipment of the dispatch telephone and conference telephone, the lightning arrester of the cable introduction and the metal sheath of the cable, etc. should be grounded. If the metal shell of the AC equipment is not electrically connected with the metal shell of the communication equipment, zero protection should be adopted.
When the dispatch telephone switchboard, conference telephone junction machine and factory (mine) area telephone exchange are in the same building, the communication grounding device can be shared, but they must be connected to the grounding busbar separately with wires.

Chapter III Conference Telephone
Article 3.0.1 The composition of the conference telephone network shall be determined according to the settings of the administrative management system, production scheduling system and communication network. General enterprises shall set up one-level tandem, and large enterprises shall set up two-level tandem.
Article 3.0.Article 2 The selection of conference telephone equipment shall comply with the following provisions: 1. When a high-quality telephone conference is required, a four-line conference telephone extension should be selected:

Conference telephone terminal equipment should use four-line conference telephone extensions, conference telephone and telephone dual-purpose extensions, telephones with amplification and ordinary telephones according to different requirements. Article 3.0.4 The configuration of conference telephone equipment shall meet the following requirements: 1. The capacity of conference telephone tandem machines shall meet the needs of long-term development planning. If the development plan is difficult to determine, 10% to 30% of spare capacity can be reserved based on the number of recent users and the development characteristics of similar factories and mines.
2. The main conference telephone room should have spare conference telephone extensions: 3. When the conference room area is less than 20m2, it is not suitable to connect external speakers; 4. For external speakers in the conference room, low-frequency speakers should be selected, and the power of each speaker should not be greater than 1W;
5. Microphones should be high-quality and highly directional products. Article 3.0.5 The layout of conference telephone equipment shall meet the following requirements: The layout of microphones and physical speakers should be focused on making the microphones directly outside the radiation angle of each physical speaker, and the feedback protection degree between the two should not be less than 12dB. Speakers should be arranged in a dispersed manner, and the deviation of sound pressure level at each point in the venue should be less than 5dB: 2. The net distance between the machine surface and the wall of the conference telephone junction machine should not be less than 1200mm, and the net distance between the machine back and the side and the wall should not be less than 800mm. Article 3.0.6 The transmission line of the microphone should use a two-core or four-core shielded wire. Article 3.0.7 The conference telephone room should share the security wiring box or security wiring rack with other communication facilities as much as possible.
Article 3.0.8 The laying of cables and wires between equipment should be laid in underground ducts or concealed pipes as much as possible, and the parallel laying of microphone and speaker transmission lines should be avoided.
Article 3.0.9 The grounding protection of the communication and power supply equipment of the conference telephone should comply with the provisions of Article 2.0.10 of SINOAE

Article 4.0.1 The transmission line of the dispatch telephone should be selected according to the distance between the switchboard and the extension. When the signal resistance limit is met, the audio solid line channel can be used; if the long-distance user exceeds the signal resistance limit, the PCM or carrier channel should be used. When the PCM or carrier channel is used, the signal interface equipment should be installed at the dispatch telephone switchboard and the extension.
Article 4.0.2 The dispatch telephone should use a two-wire channel; the conference telephone should use a four-wire channel; the dispatch telephone with conference function should use a four-wire channel. If the conditions are limited or the quality of the conference is not high, the two-wire channel can also be used. When setting up two systems of dispatch telephone and conference telephone at the same time, it is advisable to set up channels separately. Article 4.0.3 The interface level and characteristic impedance of the conference telephone and the dispatch telephone channel with conference function should meet the following requirements: 1. Four-wire PCM or carrier channel.
