Notice on the Release of the National Standard "Coal Industry Mine Design Code"

According to the requirements of the State Planning Commission's Document No. Jizong [1986] 250, the "Coal Industry Mine Design Code" jointly compiled by the former Ministry of Coal Industry and relevant departments has been reviewed by the relevant departments as mandatory. The GB national standard "Coal Industry Mine Design Code" is now approved and will be implemented on March 1, 1995. The Ministry of Coal Industry is responsible for the management of this code, and the specific interpretation and other work is the responsibility of Chongzhou Coal Mine Design and Research Institute, and the publication and distribution is organized by the Standard and Quota Research Institute of the Ministry of Construction.

Preparation Instructions
This specification is based on the notice of the State Planning Commission's [1986] No. 250 document, edited by the former Ministry of Coal Industry, and compiled by the Chongzhou Coal Mine Design Institute and other relevant coal mine design institutes.
During the preparation of this specification, the specification preparation team carried out a large number of investigations and research and special demonstrations, summarized the practical experience of mine production and construction at home and abroad in recent years, and adopted new technologies, new processes and new scientific research results for mine construction according to my country's national conditions. After the first draft was proposed, several national expert discussions were held to widely solicit opinions from design, construction, production, scientific research, teaching, management and other departments. Finally, our ministry reviewed and finalized the draft together with relevant departments.
This specification has 19 chapters. Compared with the original "Coal Industry Design Code" mine chapter, the main content changes are: reforming the mine development deployment; absorbing mature and effective coal mining methods at home and abroad; improving the level of mine mining, excavation and transportation equipment, improving the level of mine safety equipment; improving the reliability of mine safety production; reforming the ground layout of mines; reforming the mechanical and electrical equipment repair and material supply system.
In the process of implementing this code, all units should combine the design and production reality, pay attention to summarizing experience and accumulating information. If you find that there is a need for modification or supplement, please send your opinions and relevant information to Chongzhou Coal Mine Design Institute for future modification. Chapter 1 General
Article 1.0.1 This specification is formulated to implement various laws, regulations, guidelines and policies for the development of the coal industry, promote the application of various effective advanced technologies and experiences in underground mining of the coal industry (hereinafter referred to as mines), improve the economic benefits of mine construction, and promote the modernization of mine construction.
This specification is applicable to the design of new, rebuilt and expanded coal mines with a designed production capacity of 0.45Mt/a and above Article 1.0.2
. Article 1.0.3 Mine design shall reflect the principles of centralization, mechanization and technical and economic rationalization, and adopt new technologies, new processes, new equipment and new materials according to local conditions and geological conditions in accordance with my country's national conditions, and promote scientific management. Chapter 2 Mine Reserves, Design Production Capacity and Service Life
Section 1 Mine Reserves
Article 2.1.1 The preliminary design of mines shall be based on the approved mine field exploration (detailed investigation) geological report, and must be evaluated after careful analysis and research, and opinions on supplementary engineering exploration shall be put forward when necessary. Article 2.1.2 When preparing the preliminary design of a mine, the following reserves shall be calculated: 1. Mine geological reserves: reserves provided by the exploration (detailed investigation) geological report, including "usable reserves" and "temporarily unusable reserves"; 2. Mine industrial reserves: A, B, C reserves in the "usable reserves" provided by the exploration (detailed investigation) geological report. The calculation method of A, B, C reserves shall comply with the provisions of the current national standard "Coal Resources Geological Exploration Specifications"; 3. Mine design reserves: reserves after deducting the loss of permanent coal pillars such as fault coal pillars, waterproof coal pillars, coal pillars at the boundary of the mine field, and protective coal pillars required to be reserved for existing ground buildings and structures from the industrial reserves of the mine; 4. Mine design recoverable reserves: reserves after deducting the industrial site protection coal pillars, the coal volume of the main underground tunnels and the upper and lower mountain protection coal pillars of the mine multiplied by the recovery rate of the mining area.
Article 2.1.The recovery rate of the mining area of the three mines shall meet the following requirements: 1. Thick coal seams shall not be less than 75%; 2. Medium-thick coal seams shall not be less than 80%; 3. Thin coal seams shall not be less than 85%.

Section 2 Mine Design Production Capacity and Service Life Article 2.2.1 The mine design production capacity shall be determined after multiple scheme comparisons or system optimization based on factors such as resource conditions, mining conditions, technical equipment, economic benefits and national demand for coal.
The mine design production capacity shall be demonstrated to be allocated for the first mining level or not less than 20 years. Allocation shall comply with reasonable mining procedures, thick and thin coal seams, and different types of coal shall be mined together, the number of mining areas in production at the same time and the number of working faces in production at the same time in the mining area shall comply with the provisions of Article 3.3.5 of this specification, and reasonable succession of mining areas and working faces shall be ensured. Article 2.2.2 The design production capacity of mines shall be divided into three types: large, medium and small. The classification shall comply with the following provisions: 1. Large mines are 1.2, 1.5, 1.8, 2.4, 3.0, 4.0, 5.0, 6.0 Mt/a and above; 2. Medium mines are 0.45, 0.6, 0.9 Mt/a; 3. Small mines are 0.3 Mt/a and below; 4. New mines shall not have intermediate types between the two design production capacities. Article 2.2.3 The design production capacity of mines shall be calculated based on 300 working days per year, and the net lifting time per day shall be 14 hours. Article 2.2.4 The design production capacity of mines shall be guaranteed by one mining level. Article 2.2.5 The design service life of the mine and the first mining level shall not be less than that specified in Table 2.2.5.
